COUNCILWOMAN MCKINLEY ANNOUNCED THAT THE INDIAN RIVER COUNCIL ON AGING HAS BEEN NAMED PROVIDER
FOR TRANSPORTATION FOR INDIAN RIVER COUNTY UNDER MANDATE OF THE DEPARTMENT OF TRANSPORTATION.
THEY WILL PROVIDE AT A REASONABLE FEE, BUS SERVICE TO ALL COUNTY RESIDENTS. IN ORDER TO
PROPERLY ESTABLISH BUS ROUTES AND TIMES FROM SEBASTIAN, ROSELAND AND FELLSMERE, TO VERO BEACH
AND INPUT FROM THE RESIDENTS IS NEEDED TO UTILIZE THIS SERVICE. PERSONS INTERESTED IN THIS
SERVICE CAN CONTACT MICKEY MULDOON, COUNCIL ON AGING, AT 569-0760.
COUNCILMAN SZELUGA REPORTED THAT HE HAS BEEN IN CONTACT WITH MR. GLEN DODD, ASSISTANT DIRECTOR,
MOSQUITO CONTROL. HE INDICATED THAT SPRAYING IS BEING DONE IN THE AREA AND MENTIONED THAT IF
COUNCILMAN GALLAGHER REOUESTED TH~T~-~HK ~VRK FEE" ~EICHANGED TO VALUE ON PAGE 3, PARAGRAPH

DISCUSSION AND POSSIBLE ACTION THE MATTER CONCERNING THE HIRING OF AN ENGINEERING FIRM FOR THE
DESIGN OF THE YACHT CLUB BOAT RAMP.
MOTION CARRIED.
A BRIEF DISCUSSION FOLLOWED REGARDING THE $18,000.00 ALLOCATION FROM THE COUNTY BOAT LICENSE
FEES FOR THE YACHT CLUB RAMP REPAIR. IN ORDER TO SUBMITT A FUNDING APPLICATION TO THE STATE
DEPARTMENT OF NATURAL RESOURCES, THE COUNTY COMMISSION HAS REQUESTED THAT THE CITY SUPPLY
THEM WITH AN ENGINEERING DESIGN OF THESE REPAIRS AND TO BE RESPONSIBLE FOR THE COST OF
ENGINEERING FEES.
EARL MASTELLER, CITY ENGINEER, REPORTED THAT A PROPOSAL HAS BEEN RECEIVED FROM LLOYD AND
ASSOCIATES, INC., VERO BEACH, SHOWING AN INITIAL COST ESTIMATE OF $1,600.00 FOR ENGINEERING
FEES. MR. MASTELLER RECOMMENDED THAT THE PROPOSAL INCLUDE THE PREPARATION OF ENGINEERING
CONTRACT PLANS, SPECIFICATIONS, BID DOCUMENTS, APPLICATION AND ACQUISITION OF ALL NECESSARY
PERMITS AND PROJECT INSPECTIONS.
MAYOR FLOOD STATED THAT HE DID NOT WANT TO DELAY THIS PROJECT AND THAT HE AND THE CITY
ENGINEER WOULD GET WITH LLOYD AND ASSOCIATES, INC., TO DISCUSS THE PROPOSAL FURTHER AND WOULD
BRING BACK A REPORT PRIOR TO THE PUBLIC HEARING TO BE HELD ON AUGUST 31, 1983.

MAYOR FLOOD ANNOUNCED THAT THE 1983-1984 BUDGET HEARING WOULD BE HELD AUGUST 31, 1983, AT
7:00 P.M.
AFTER DUE CONSIDERATION AND A UNANIMOUS VOTE OF THE GOLF COURSE BOARD OF DIRECTORS, BUD
TROWBRIDGE, CHAIRMAN, REQUESTED PERMISSION FROM THE COUNCIL TO LEASE OUT THE PRO SHOP AT
THE SEBASTIAN MUNICIPAL GOLF COURSE. IT WAS THE FEELING OF THE GOLF COURSE BOARD OF
DIRECTORS THAT THERE WOULD BE AN APPROXIMATE SAVINGS OF $30,000.00 PER YEAR WHICH WOULD
INCLUDE THE PRO'S SALARY AND INTEREST ON THE SHOP'S INVENTORY. THEY ALSO FELT A GOLF
PROFESSIONAL RUNNING HIS OWN BUSINESS COULD BRING IN MORE MONEY. AFTER SPEAKING TO OTHER
GOLF PROFESSIONALS, MAYOR FLOOD WAS OF THE OPINION THAT A LARGER PROFIT COULD BE MADE.
COUNCILMAN GALLAGHER AND COUNCILMAN SZELUGA QUESTIONED A CHANGE IN THE PRO SHOP OPERATION
WHEN IT IS PRESENTLY MAKING A PROFIT. COUNCILMAN SZELUGA WAS OF THE OPINION THAT THERE IS
INSUFFICIENT INFORMATION THAT WOULD PROVE THAT THE GOLF COURSE COULD DERIVE MORE REVENUE FROM
LEASING IT OUT.
MOTION BY COUNCILMAN GALLAGHER, SECONDED BY COUNCILWOMAN MCKINLEY, TO REJECT THE REQUEST TO
GO TO BID TO LEASE THE PRO SHOP.

WITH THE CITY EXTENDS THROUGH SEPTEMBER AND AT THAT TIME HE FEELS IT WOULD BE IN THE BEST
INTEREST OF THE CITY TO LOOK FOR ANOTHER GOLF PROFESSIONAL. HE STATED THAT HE WOULD NOT BE
RESIGNING FROM HIS GOLFING POSITION AND UNDER NO CIRCUMSTANCES FEELS HE HAS TO RESIGN,~'ONLY
THAT HE MUST LOOK TO THE FUTURE.
AFTER HEARING MR. LADD'S COMMENTS ON HIS POSITION, THE COUNCIL UNANIMOUSLY AGREED TO DIRECT
THE BOARD OF DIRECTORS TO BEGIN ADVERTISING FOR A NEW GOLF PROFESSIONAL.

THE DEPUTY CITY CLERK REPORTED MR. SCHUM'S REIMBURSEMENT REQUEST IS FOR $6.00 FOR A TRIP TO
VERO BEACH, REGARDING PAPER WORK NEEDED FOR THE YACHT CLUB RAMP REPAIRS.
MOTION BY COUNCILMAN GALLAGHER, SECONDED BY COUNCILWOMAN MCKINLEY, THAT MR. SCHUM BE REIMBURSED
$6.00 FOR HIS TRAVEL EXPENSES.

JOHN MELTON, POLICE CHIEF, REPORTED THAT THE AMBULANCE SQUAD HAS REQUESTED THE USE OF
RIVERVIEW PARK ON SEPTEMBER 10, 1983 FOR A FAMILY PICNIC. COUNCILMAN GALLAGHER STATED HE WOULD
APPROVE THEIR REQUEST.
FOR CLARIFICATION, JOHN MELTON, POLICE CHIEF, REPORTED_THAT THE ONLY TIME AN ARREST CAN BE
MADE ON A MISDEMEANOR OFFENSE IS IF IT IS COMMITTED DURING THE PRESENCE OF A POLICE OFFICER
BATTERY ON A SPOUSE AND ON CERTAIN ~RAFFIC VIOLATIONS OTHERWISE SIGNED AFFIDAVITS ARE NEEDED
FROM THE PERSON OR PERSONS WITNESSING THE OFFENSE.
COUNCILMAN GALLAGHER REMARKED THAT RECREATION COMMITTEE WOULD LIKE TO SELL ADVERTISING ALONG
THE BALL FIELD FENCE TO MAKE SOME ADDITIONAL MONEY. ATTORNEY KILBRIDE REMARKED THAT THIS WAS
APPROVED BY THE PREVIOUS COUNCIL.
