COUNCILMAN ROBERT W. MCCARTHY LED THE COUNCIL AND AUDIENCE IN THE PLEDGE OF ALLEGIANCE TO THE FLAG. ROLL CALL: PRESENT: VICE MAYOR KENNETH E. RUTH COUNCILMAN ROBERT W. MC CARTHY COUNCILMAN H. AND ALL INTERESTED PAR~'[[ES WSRE iNViTED TO ATTEND. MAYOR HARRIS ALSO ANNOUNC~HA~GOVERNOR BOB GRAHAM WOULD BE IN THE iNDIAN RIVER COUNTY AREA ON WEDNESDAY, AUGUST 27, 1986, AND OF F I C ~ R~D~H ~WA~ E ~ATEP~Y S~M ~R~H~Y . ANNOUNCEMENTS: MAYOR HARRIS MAYOR HARRIS STATED THAT HE HAD NOT ANNOUNCED A MEETING DATE BECAUSE THEY HAD JUST TENTATIVELY ESTABLISHED A DATE AND THAT IT WOULD BE A PUBLIC MEETING AND ANNOUNCEMENT WOULD BE MADE AS SOON AS POSSIBLE. OLD BUSINESS: NONE MAYOR'S MATTERS: NONE CITY COUNCIL MEMBER'S MATTERS: NONE CiTY ATTORNEY'S MATTERS: NONE CITY COUNCIL BUDGET WORKSItOP MINUTES AUGUST 18, 1986 -2- NEW BUSINESS: CONSIDER PROPOSED BUDGET OF POLICE DEPARTMENT MAYOR HARRIS STATED TffAT IF THE COUNCIL HAD NO OBJECTIONS PERHAPS THEY WOULD LIKE TO CONSIDER THE SMALLER BUDGETS FIRST. THERE BEING NO OBJECTIONS COUNCIL FIRST CONSIDERED THE LEGISLATIVE & EXECUTIVE 13UDGE'-f' . CONSIDER I, ROPOSED BUDGET OF LEGISLATIVE & EXECUTIVE ViCE MAYOR RUTH STATED THAT HE WOULD LIKE TO ASK A GENERAL QUESTION REGARDING THE BUDGET, HAS THE PROPOSED TAX MILAGE INCREASE BEEN iNCORPORATED INTO THE PROPOSED BUDGET? IS THE PROPOSED TAX MILAGE 5. 664 ? WERE THE CAPITAL IMPROVEMENTS CONSIDERED WITH THE MILAGE. CAROL CARSWELL, FINANCE DIRECTOR, ADVISED THAT THE COUNCIL HAD BEEN PRESENTED WITH A BALANCED BUDGET, FIGURED WITH THE 5.664 MILAGE IUtTE, CAPITAL IMPROVEMENTS WERE INCLUDED IN THE PROPOSED BUDGET AND THAT THE DEBT SERVICE FOR A LOAN WAS INCLUDED IN THE FINANCE AND ~MINIST~TiON PORTION OF THE BUDGET. o ,x,v MAYOR HARRIS A~VISED, HHe COUNCIL I qu~T SALARY iSSOE WAS DEFE~ED I i'iE MONEY WOULD NOF BE USED AND WOULD REMAIN IN THE GENERAL FUND OF THE CITY. VICE MAYOR RUTH QUESTIONED '?~E WO~KMANS COMPENSATION ALLOCATED IN FIGURED ON 'I'[ll,,j PERCENTAGE OF SALARIES. TO, VICE MAYOR ROTH COUNCILMAN MC CARTltY COUNCILMAN RONDEAU CO[JNC ILMAN VALLONE MAYOR HARRIS NAYS: NONE MOTION CARRIED. CONSIDER PROPOSED BUDGET OF CITY ATTORNEY: MAYOR HARRIS STATED THAT TIlE PROPOSED BUDGET REFLECTED THE 5 & 2% INCREASE AS GIVEN TO ALL CITY EMPLOYEES. COUNCILMAN VALLONE STATED TIIAT HE FELT TIlE $39,620. WAS TO AND MAYBE THE COUNCIL SHOU[~D CONSIDER A FULL TIME ATTORNEY. HIGIt THERE WAS A LENGTHY DISCUSSION, BACK AND FORTH, BETWEEN COUNCIL REGARDING THE NUMBER OF flOURS ATTORNEY PALME.R WORKED AND THE COST Ot" A PRi. VATE A'i?TORNEY (.)N AN HOURLY BASIS. COUNCILMAN RONDEA(3 STATED THAT NE WAS PLEASED WITtl THE ATTORNEY AND FELT THAT THE ]NCR?;ASE WAS WELL DESERVED. 2 CITY COUNCIL BUDGET WORKSHOP AUGUST 18, 1986 -3- ATTORNEY PALMER STATED THAT HE ATTENDED THE CODE ENFORCEMENT BOARD MEETINGS, CONSTRUCTION BOARD, ON AN AS NEED BASIS, PREPARES ALL ORDINANCES AND RESOLUTIONS, DOES NOT CHARGE FOR PHONE CALLS, SECRE'I.'ARIAL SERVI'CE~, SUPI:'L]~ES, I~OWEVER, HE IS PAID EXTRA FOR P.LANNi. NG AND ZONING MEETINGS. MOTION BY COUNCILMAN RONDEAU, SECONDED BY COUNCILMAN MC CARTHY, TO ACCEPT TIlE PROPOSED BUDGET, AS PRINTED, FOR THE CITY ATTORNEY. LAST MOTION BY VICE MAYOR ROTH, SECONDED BY COUNCILMAN MC CARTHY, TO APPROVE THE EMERGENCY MANAGEMENT, AMBULANCE SQUAD AND SPECIAL EVENTS PORTION OF THE BUDGET, AS PRINTED. OF POLICE, PRESENTED HIS PROPOSED BUDGET BY STATING THAT TIlE SALA}~Y INCR[':ASE OF 5/2% WAS INCLUDED FOR ALL PERSONNEL, HiS f~AJ',ARIES INCLUDED ]'NCENTATIVE PAY, AS REQUIORED BY [;'LORiI)A LAW, ONE NEW POL]'CI!I ()FFICER AND ONE CLERICAL ASSISTANT ii POSITION AS WELL AS ADDITIONAL CARS. MR. NAPPI ALSO ADVISED THAT THE SALARI'ES [NCLUDE£) AN ADDITIONAL CORPORAL, AN ADDITIONAL INVEST1. GA'I'OI{ AND A CHIEF COMMUNICATION TECHNiCiAN. COUNCILMAN RONDEAU QUESTIONED THE CITY'S RESPONSIBILITY TO PAY THE SCHOOL CROSSING GUARDS. CHIEF NAPPI ADVISED TIiAT HE HAD RESEARCHED THAT ISSUE AND EACH DEPARTMENT iS REQ(JIREI) TO CONPENSATE THE SCHOOL CROSSING GUARDS. THERE WAS DISCUSS[ON RF.(]ARDiNG SALARIES iN SOME AREAS OF THE CITY AS BEING EXTREMELY LOW. MAYOR HARRIS STATED TIIAT 'PHI".' EACH~ ~ CHIEF NAPPI ALSO ADVISED THAT WHEN AN OFFICER LEAVES TIiE EMPLOY OF '/'tie CiTY PROCEDURI~:S MUST BE FOLLOWED, ACTION MEMO TO MAYOR, REQUESTING PERMISSION TO ADVERTISE THE POSITION, WITH DEADLINES, ACCF, PTINC APPLICATIONS, INTERVIEWS, BACKGROUND INVESTIGATION AND ACTION MEMO TO MAYOR, TO [lIRE AND USUALLY A DELAY FOR THE PERSON TO BEGIN WORKING, I.E. NOTICE TO EMPLOYER. MR. NAPPI ALSO ADVISED THAT ON OCCASSION ADVERTISEMENTS HAD TO BE PLACED A SECOND TIME. CAOUNILMAN VALLONE STATED THAT HE WOULD LIKE THE COUNC~IL TO ENCOURAGE THE PURCHASE OF THE USED STATE VEHICLES RATHER THAN THE PURC[IASE OF NEW VEHICLES. MAYOR HARRI,q STATED THAT HE WOULD PERFER THAT THE CITY TRY OUT THE TWO VEHICLES, AS SUGGESTED, AND IF THE CITY SAVES A CONSIDERABLE AMOUNT OF MONEY, MORE WOULD BE PURCHASED IN FUTURE Y E A R S.
