MAYOR L. GENE HARRIS CALLED TitE CITY COUNCIL WORKSHOP MEETING TO
ORDER AT 7:00 P.M.
COUNCILMAN ROBERT W. MCCARTHY LED THE COUNCIL AND AUDIENCE IN THE
PLEDGE OF ALLEGIANCE TO THE FLAG.

ADDED THAT THERE WOULD BE ANCT~R SESSION AT ~THE YACHT CLUB
BEGINNING AT 7:00 P.M., ON AU]US~24, 1986, BEGINNING AT 7:00
P.M. AND ALL INTERESTED PAR~'[[ES WSRE iNViTED TO ATTEND.

MAYOR HARRIS STATED THAT HE HAD NOT ANNOUNCED A MEETING DATE
BECAUSE THEY HAD JUST TENTATIVELY ESTABLISHED A DATE AND THAT IT
WOULD BE A PUBLIC MEETING AND ANNOUNCEMENT WOULD BE MADE AS SOON
AS POSSIBLE.

CONSIDER PROPOSED BUDGET OF POLICE DEPARTMENT
MAYOR HARRIS STATED TffAT IF THE COUNCIL HAD NO OBJECTIONS PERHAPS
THEY WOULD LIKE TO CONSIDER THE SMALLER BUDGETS FIRST. THERE
BEING NO OBJECTIONS COUNCIL FIRST CONSIDERED THE LEGISLATIVE &
EXECUTIVE 13UDGE'-f' .
CONSIDER I, ROPOSED BUDGET OF LEGISLATIVE & EXECUTIVE
ViCE MAYOR RUTH STATED THAT HE WOULD LIKE TO ASK A GENERAL
QUESTION REGARDING THE BUDGET, HAS THE PROPOSED TAX MILAGE
INCREASE BEEN iNCORPORATED INTO THE PROPOSED BUDGET? IS THE
PROPOSED TAX MILAGE 5. 664 ? WERE THE CAPITAL IMPROVEMENTS
CONSIDERED WITH THE MILAGE.
CAROL CARSWELL, FINANCE DIRECTOR, ADVISED THAT THE COUNCIL HAD
BEEN PRESENTED WITH A BALANCED BUDGET, FIGURED WITH THE 5.664
MILAGE IUtTE, CAPITAL IMPROVEMENTS WERE INCLUDED IN THE PROPOSED
BUDGET AND THAT THE DEBT SERVICE FOR A LOAN WAS INCLUDED IN THE
FINANCE AND ~MINIST~TiON PORTION OF THE BUDGET.

INCREASE AS GIVEN TO ALL CITY EMPLOYEES.
COUNCILMAN VALLONE STATED TIIAT HE FELT TIlE $39,620. WAS TO
AND MAYBE THE COUNCIL SHOU[~D CONSIDER A FULL TIME ATTORNEY.

REGARDING THE NUMBER OF flOURS ATTORNEY PALME.R WORKED AND THE COST

BOARD MEETINGS, CONSTRUCTION BOARD, ON AN AS NEED BASIS, PREPARES
ALL ORDINANCES AND RESOLUTIONS, DOES NOT CHARGE FOR PHONE CALLS,
SECRE'I.'ARIAL SERVI'CE~, SUPI:'L]~ES, I~OWEVER, HE IS PAID EXTRA FOR
P.LANNi. NG AND ZONING MEETINGS.

THE SCHOOL CROSSING GUARDS.
CHIEF NAPPI ADVISED TIiAT HE HAD RESEARCHED THAT ISSUE AND EACH
DEPARTMENT iS REQ(JIREI) TO CONPENSATE THE SCHOOL CROSSING GUARDS.
THERE WAS DISCUSS[ON RF.(]ARDiNG SALARIES iN SOME AREAS OF THE CITY
AS BEING EXTREMELY LOW.

ACTION MEMO TO MAYOR, TO [lIRE AND USUALLY A DELAY FOR THE PERSON
TO BEGIN WORKING, I.E. NOTICE TO EMPLOYER. MR. NAPPI ALSO
ADVISED THAT ON OCCASSION ADVERTISEMENTS HAD TO BE PLACED A
SECOND TIME.
CAOUNILMAN VALLONE STATED THAT HE WOULD LIKE THE COUNC~IL TO
ENCOURAGE THE PURCHASE OF THE USED STATE VEHICLES RATHER THAN THE
PURC[IASE OF NEW VEHICLES.
MAYOR HARRI,q STATED THAT HE WOULD PERFER THAT THE CITY TRY OUT
THE TWO VEHICLES, AS SUGGESTED, AND IF THE CITY SAVES A
CONSIDERABLE AMOUNT OF MONEY, MORE WOULD BE PURCHASED IN FUTURE
