PRESENT: VICE MAYOR LEWIS GRAY, COUNCILMAN FRANK OBERBECK, COUNCILWOMAN DOROTHY McKINLEY, COUNCILMAN EVERETT GASS, CITY ATTORNEY DANIEL KILBRIDE, JR. ABSENT: MAYOR' PAT FLOOD, JR. (VACATION) MOTION BY COUNCILMAN OBERBECK, SECONDED BY COUNCILWOMAN McKINLEY, TO PERMIT THE AIRPORT ADVISORY BOARD TO SPEND UP TO $1800. ~ INSTALL A LIGHTED WIND TEE AT THE SEBASTIAN MUNICIPAL AIRPORT. CARRIED. MR. ED PALUCH INFORMED THE COUNCIL THAT THE' AIRPORT ADVISORY BOARD HAS ADDED A RULE TO THE FIELD RULES REQUIRING THE TENANTS TO SECURE THEIR LEASED PROPERTY AGAINST VEHICULAR TRAFFIC ACCESS TO RUNWAYS. MR. KILBRIDE READ FOR THE SECOND TIME, BY TITLE ONLY, AN ORDINANCE PROHIBITING THE USE OF INDIVIDUAL WATER OR SEWAGE DISPOSAL SYSTEMS. MOTION BY CONNCILWOMAN MCKINLEY, SECONDED BY COUNCILMAN OBERBECK, TO ACCEPT THE SECOND READING OF AN ORDINANCE CREATING ARTICLE iii OF CHARTER 27 OF THE CODE OF ORDINANCES PROHIBITING THE USE OF INDIVIDUAL WATER OR SEWAGE DISPOSAL SYSTEMS AND/OR SEPTIC TANKS IF A CENTRAL WATER TRANSMISSION AND DIDTRIBUTION SYSTEM OR SEWAGE TRANSMISSION AND COLLECTION SYSTEM IS AVAILABLE WITHIN THE CITY; PROVIDING FOR NOTIFICATION PROCEDURE; PROVIDING FOR MANDATORY WATER CONNECTIONS AND SEWER CONNECTIONS; PROVIDING FOR PENALTIES FOR THE VIOLATION OF SUCH PRO- VISIONS; PROVIDING AN EFFECTIVE DATE. CARRIED. MOTION BY COUNCILWOMAN MCKINLEY, SECONDED BY COUNCILMAN GASS, TO TABLE UNTIL THE WORKSHOP MEETING ON SEPTEMBER 3 AN ORDINANCE CREATING SECTION 23-1 OF THE CODE OF ORDINANCES OF THE CITY OF SEBASTIAN, BY CHANGING NAMES OF VARIOUS STREETS WITHIN SAID CITY, CARRIED. MR. KILBRIDE READ FOR THE FIRST TIME, IN ITS ENTIRETY, AN ORDINANCE ADOPTING AND ENACTING A NEW CODE OF ORDINANCES OF THE CITY OF SEBASTIAN, FLORIDA. MOTION BY COUNCILMAN GASS, SECONDED BY COUNCILWOMAN McKINLEY, TO ACCEPT THE FIRST READING OF AN ORDINANCE ADOPTING AND ENACTING A NEW CODE OF ORDINANCES OF THE CITY OF SEBASTIAN, FLORIDA; ESTABLISHING THE SAME; PROVIDING FOR THE REPEAL OF CERTAIN ORDINANCES NOT INCLUDED THEREIN; PBOVIDING FOR THE MANNER OF AMENDING SUCH CODE; AND PROVIDING WHEN SUCH CODE AND THIS ORDINANCE SHALL BECOME EFFECTIVE. MINUTES OF REGULAR COUNCIL MEETING - AUGUST 20, 1980 (PAGE 2) MOTION BY COUNCILMAN OBERBECK, SECONDED BY COUNCILWOMAN McKINLEY, TO TABLE UNTIL THE WORKSHOP MEETING ON SEPTEMBER 3 THE ROAD ACCEPTANCE AGREEMENT WITH GENERAL DEVELOPMENT CORPORATION. CARRIED. MR. KILBRIDE ADVISED THE COUNCIL THAT IT WOULD BE LEGALLY ACCEPTABLE TO APPROVE THE AGREEMENT MR. ELLIOT PINDAR ENTERED INTO WITH GOLDSTAR AERO, INC., TO SUB- LEASE THEIR PROPERTY AT THE AIRPORT FOR A PERIOD OF SIX MONTHS WITH AN OPTION TO BUY. MOTION BY COUNCILMAN OBERBECK, SECONDED BY COUNCILMAN GASS, AUTHORIZING MAYOR FLOOD TO SIGN THE AGREEMENT BETWEEN MR. PINDAR AND GOLDSTAR AERO, INC., SUB- LEASING THEIR PROPERTY AT THE AIRPORT FOR A PERIOD OF SIX MONTHS WITH AN OPTION TO BUY. CARRIED. MR. MAYER INFORMED THE COUNCIL THAT AT THE TIME A BAN WAS PUT ON THE ISSUANCE OF CERTIFICATES OF OCCUPANCY FOR HOMES IN THE RIVER'S EDGE SUBDIVISION, THERE WERE THREE OR FOUR HOMES UNDER CONSTRUCTION BY INDIVIDUAL CONTRACTORS, NOT MR. KEPPLER. MAYOR FLOOD ADVISED THEM THAT IF INDIVIDUAL WELLS WERE DRILLED FOR EACH HOUSE, A CERTIFICATE OF OCCUPANCY WOULD BE ISSUED, UNTIL SUCH TIME AS MR. KEPPLE GOT HIS WATER SITUATION STRAIGHTENED OUT. MRS. PORTER STATED THAT KEPPLER HAD ADVISED HER THAT HE HAD HIRED AN ENGINEER AND HOPEFULLY THE WATER LINES WOULD BE CLEARED IN ABOUT TWO WEEKS. THIS WHOLE SUBJECT WILL BE BROUGHT UP AGAIN FOR DISCUSSION AT THE WORKSHOP MEETING ON SEPTEMBER 3/.~' MOTION BY COUNCILWOMAN MCKINLEY, SECONDED BY COUNCILMAN GASS, TO REMOVE $1000. FROM THE SAFE, LEAVING A BALANCE OF $525., SUBJECT TO REVIEW AT A LATER DATE TO DETERMINE IF THAT AMOUNT IS NECESSARY TO KEEP ON HAND. CARRIED. MR. KILBRIDE ADVISED ~. . OCCUPATIONAL LICENSES. CARRIED. THE ACTING CITY CLERK READ IN ITS ENTIRETY A RESOLUTION ABANDONING EASEMENT BETWEEN LOTS 17 AND 18, BLOCK 183, UNIT 6, SEBASTIAN HIGHLANDS. MOTION BY COUNCILMAN GASS, SECONDED BY COUNCILWOMAN McKINLEY, TO APPROVE ABANDON- MENT OF ESEMENT BETWEEN LOTS 17 AND 18, BLOCK 183, UNIT 6, SEBASTIAN HIGHLANDS. (DeFOSSES) , CARRIED.
