THE COUNCIL WAS CONCERNED THAT THERE WAS NOTHING IN THE ORDINANCE SETTING OUT USER'S FEES, IMPACT FEES, ETC. MR MCQUEEN MAINTAINED THAT THiS WAS NOT A REQUIREMENT FOR GRANTING A FRANCHISE.
