MAYOR HARRIS CALLED THE CITY COUNCIL WORKSHOP MEETING TO ORDER
AT 5:04 P.M.

MAYOR HARRIS STATED THAT IT HAD ALWAYS BEEN THE POLICY OF THE
CITY TO MAKE VERBATIM TRANSCRIPTS BUT IF COUNCIL WISHED TO CHANGE
THE POLICY THEY MAY DO SO.
WHEN VICE MAYOR ROTH QUESTIONED THE COSTS INVOLVED iN MAKING THE
VERBATIM TRANSCRIPTS, DEBORAH KRAGES STATED THAT FOR THE
EMERGENCY MEETING OF AUGUST 15, 1986 THE COST WAS $7.73, BASED ON
THE EMPLOYEES HOURLY WAGE TIMES THE LENGTH OF TIME TAKEN. MRS.
KRAGES ASKED THAT IF THE POLICY IS TO BE CHANGED THAT IT BE DONE
SO BY RESOLUTION.
MAYOR HARRIS REQUESTED THAT POLICY ON VERBATIM TRANSCRIPTS BE
MADE AN AGENDA ITEM FOR THE SEPTEMBER 3, 1986, COUNCIL WORKSHOP.
DISCUSSION TOOK PLACE ON CHARGES FOR COPIES OF CITY RECORDS AND
WHETHER TEN CENTS A COPY WAS ENOUGH TO CHARGE.

CAROL CARSWELL STATED THAT SHE HAD PROVIDED COUNCIL WITH A LIST
OF ALL EMPLOYEES, CLASSIFICATIONS AND SALARIES FOR THE BUILDING
DEPARTMENT.
MAYOR HARRIS STATED THAT THE BUDGET INCLUDES THE 5% AND THE 2%
SALARY INCREASES, THE CLERICAL II JOB CLASSIFICATION ADDITION AND
A PART-TIME EMPLOYEE DELETION.
ROGER CLOUTiER STATED THAT THERE WERE SEVEN EMPLOYEES
HIMSELF IN THE DEPARTMENT.
INCLUDING
COUNCILMAN RONDEAU SAID HE HAD HEARD THAT THE ADMINISTRATIVE
SECRETARY WAS UNDERPAID. ROGER CLOUTIER SAID THAT THE
ADMINISTRATIVE SECRETARY HAD BEEN PROMISED AN INCREASE BY THE
PREVIOUS ADMINISTRATION BUT THAT MR. CLOUTIER HAD BEEN UNABLE TO
PROVIDE THIS THUS FAR. MAYOR HARRIS STATED THAT THE TITLE FOR
THE POSITION COULD BE CHANGED TO ADMINISTRATIVE ASSISTANT WHICH
WOULD PROVIDE AN AUTOMATIC RAISE SINCE THE WORKLOAD WAS THAT OF
AN ASSISTANT.
ROGER CLOUTIER STATED THAT THE CLERICAL II WAS UNDERPAID FOR THE

WHEN QUESTIONED BY COUNCI~h~_~ V~LLONE ON THE $1250.00 FOR
EDUCATIONAL COSTS, ROGER CL-~gI3TIL~RSTATED THAT THIS WAS FOR
HIMSELF AND THE INSPECTORS TO ATTEND SEMINARS.

WHEN COUNCILMAN RONDEAU QUESTIONED THE $1900.00 FOR GOLF COURSE
CAR, ROGER CLOUTiER STATED THAT HE HAD PREVIOUSLY SUBMITTED A
PROPOSAL FOR $3000.00 TO REPLACE THREE CARS AND HAD BEEN REFUSED.
IT HAD BEEN SUGGESTED TO HIM THAT HE PROPOSE TO PURCHASE A
STATION WAGON FROM THE GOLF COURSE THAT WAS NO LONGER NEEDED
FOR RAY LADD'S USE.
COUNCILMAN VALLONE QUESTIONED WHY THE CITY CHARGES FOR A SEPTIC
TANK INSPECTION IF THE INSPECTION IS DONE BY THE COUNTY HEALTH
DEPARTMENT.. ROGER CLOUTIER SAID THAT HE INTENDS TO ASK FOR A
REVISION TO SOME OF THE BUILDING DEPARTMENT PERMIT FEES.
WHEN QUESTIONED BY VICE MAYOR ROTH AS TO WHAT THE INCREASED
REVENUES ARE BASED ON, ROGER CLOUTIER STATED THAT THERE IS A 30%
INCREASE IN BUiLDiNG FEES AND THE INCREASE IS HOLDING STEADY.
WHEN QUESTIONED BY COUNCILMAN MCCARTHY AS TO $2000.00 IN TRAVEL
EXPENSES WHEN SO LITTLE WAS USED LAST YEAR, ROGER CLOUTIER STATED
THAT DUE TO HIS BEING NEW AT CITY HALL AND SPENDING TIME
ORGANIZING HE AND HIS STAFF MISSED TWO COURSES AT THE UNIVERSITY
OF FLORIDA.
MAYOR HARRIS STATED THAT HE WAS IMPRESSED WITH
CONCERN FOR THE EDUCATION OF HIS STAFF.
MR. CLOUTIER'S
ROGER CLOUTIER STATED THAT HE HAD BEEN TESTED BY THE DEPARTMENT
OF COMMUNITY AFFAIRS AND IS NOW A CERTIFIED BUILDING OFFICIAL AND
DEPARTMENT DIRECTOR ACCORDING TO THE CODES AND STANDARDS OF THE
STATE OF FLORIDA.

MOTION BY VICE MAYOR ROTH, SECONDED BY COUNCILMAN MCCARTHY, TO
ACCEPT THE BUDGET FOR THE BUILDING DEPARTMENT AS PRESENTED.
COUNCILMAN VALLONE STATED THAT HE HOPES HE IS NOT SEEING A TREND
THAT ALL BUDGETS ARE ACCEPTED WITHOUT BEING SCRUTINIZED. HE SAYS
HE WILL NOT BE A PART OF THE TREND AND WOULD VOTE AGAINST ANY
BUDGETS APPROVED IF NOT CUT.
MOTION AND SECOND WERE WITHDRAWN BY
COUNCILMAN MCCARTHY AND VICE MAYOR ROTH
VALLONE WHERE HE WANTED THE BUDGET CUT.

QUESTIONED COUNCILMAN
COUNCILMAN VALLONE SAID HE WANTED THE ENTIRE BUDGET CUT 15%. HE
SAID HE QUESTIONED THE PROCESS BY WHICH THE BUDGETS ARE PREPARED
BY THE MAYOR AND STAFF. HE SAID IN THE PAST THE BUDGETS WERE
PREPARED BY A BUDGET COMMITTEE.
COUNCILMAN RONDEAU POINTED OUT THE PROPOSED INCOME OF THE BUILDING
DEPARTMENT OF $312,000.00 FOR THIS YEAR AND STATED THAT THE
PROPOSED BUDGET CAN BE AFFORDED.

ACCEPT THE CONSUMER AFFAIRS BUDGET AS PRESENTED.

COUNCILMAN VALLONE QUESTIONED THE OVERAGE OF $11,375.00 BETWEEN
THE BUDGETED AMOUNT OF $6625.00 AND THE EXPECTED INCOME OF
$18,000.00.

COUNCILMAN RONDEAU QUESTIONED WHETHER FINANCE AND ADMINISTRATION
HAVE ALWAYS BEEN TREATED AS ONE UNIT FOR BUDGET. MAYOR HARRIS
SAID THEY HAD BUT IN THE FUTURE HE WOULD LIKE TO SEE THEM
SEPARATED. HE ALSO SAID THAT AT SOME POINT HE WOULD LIKE TO SEE
THE CREATION OF A PURCHASING AGENT FOR ALL CITY PURCHASES.
WHEN QUESTIONED BY COUNCILMAN RONDEAU THE ON $2400 UNDER SALARIES,
DEBORAH KRAGES STATED THAT IT WAS FOR OVERTIME FOR CLERK'S OFFICE
EMPLOYEES.
WHEN QUESTIONED BY COUNCILMAN MCCARTHY ON THE $20,200.00 ON
REPAIRS AND MAINTENANCE, CAROL CARSWELL STATED THAT THE NEW WORD
PROCESSING EQUIPMENT AND TELEPHONE SYSTEMS MAINTENANCE CREATED
THE INCREASE.
COUNCILMAN RONDEAU RECOMMENDED APPROVAL FOR A POSTAGE METER.
MAYOR HARRIS RECOMMENDED PURCHASE OF A NEW COPY MACHINE FOR THE
CLERK'S OFFICE.
