FROM THIS YEAR'S. MAYOR HARRIS STATED THAT THERE ARE ADDITIONAL
PROPOSED LEGAL COSTS. HECTOR

FRANCO SAID THIS WAS DUE TO
LAKES, SAN SEBASTIAN PUD AND
MOTION BY VICE MAYOR ROTH, SECONDED BY COUNCILMAN MCCARTHY,
ACCEPT THE BUDGET FOR THE PLANNING AND ZONING COMMISSION.

J.W. THOMPSON, MEMBER OF PLANNING AND ZONING, STATED THAT $300.00
FOR POSTAGE WAS TOO LOW AND RECOMMENDED IT BE RAISED TO $600.00
FOR ALL THE REGISTERED MAIL THAT NEEDED TO BE SENT.
ROBERT FULLERTON, MEMBER OF PLANNING AND ZONING, STATED THAT
ATTORNEY PALMER TOLD PLANNING AND ZONING THAT THE FEES FOR
POSTAGE WOULD BE PASSED ON TO THE DEVELOPER AT SOME POINT.
MAYOR HARRIS STATED THAT WHEN THE LAND DEVELOPMENT CODE
CHANGED IT WILL BE CHANGED TO INCORPORATE THE POSTAGE FEES.

MAYOR HARRIS RECOMMENDED A LINE TRANSFER OF $200.00 FROM OFFICE
SUPPLIES AND $100.00 FROM LEGAL ADVERTISING TO GO TO POSTAGE.
MOTION BY COUNCILMAN MCCARTHY, SECONDED BY COUNCILMAN RONDEAU, TO
CONCUR WITH THE RECOMMENDATION OF THE MAYOR TO DO A LINE ITEM

KIP KELSO, CEMETERY SEXTON, STATED THAT JUST IN CASE A GRAVE IS
DUG AND FOUND OCCUPIED ANOTHER GRAVE MUST BE DUG WITH A COST OF
$385.00.
VICE MAYOR ROTH QUESTIONED WHY THE CITY DOES NOT DIG ITS OWN
GRAVES. KIP KELSO STATED THAT A GRAVEDIGGER NEEDS TO BE
LICENCED. VICE MAYOR ROTH STATED THAT THE CITY SHOULD LICENSE
SOMEONE TO DO THIS. KIP KELSO STATED THAT A LIGHTWEIGHT BACKHOE
WOULD HAVE TO BE PURCHASED.
MOTION BY VICE MAYOR ROTH, SECONDED BY COUNCILMAN MCCARTHY,
ACCEPT THE CEMETERY BUDGET AS PRESENTED.

MAYOR HARRIS STATED THAT HE WANTED TO MAKE ENGINEERING AND PUBLIC
WORKS ONE DEPARTMENT, HAD DISCUSSED THiS WITH HECTOR FRANCO AND
AL PELTIER AND THEY WERE IN ACCORD.
VICE MAYOR ROTH QUESTIONED THE UPGRADE OF SALARIES. CAROL
CARSWELL STATED THAT THIS IS A SALARY INCREASE FOR MR. FRANCO AND
THE PROPOSED ADDITION OF A PART-TIME PERSON.
COUNCILMAN RONDEAU QUESTIONED THE TOTAL AMOUNT SPENT FOR SUPPLIES
FOR THE CITY AND IF THEY WERE ACTUAL FIGURES. MAYOR HARRIS
STATED THAT THIS IS WHY HE'D LIKE TO SEE A PURCHASING AGENT FOR
THE CITY SO THAT SUPPLIES CAN BE PURCHASED IN BULK.
COUNCILMAN VALLONE AGREED
PURCHASING.
THAT THERE SHOULD BE CENTRALIZED

COUNCILMAN RONDEAU STATED THAT IF THE CITY ENGINEER IS DOING A
SATISFACTORY JOB THE P.E. WILL NOT MAKE A DIFFERENCE.
MAYOR HARRIS STATED THAT HE IS SATISFIED WiTH THE JOB MR. FRANCO
IS DOING. HE SAID THAT MR. FRANCO WILL BE TAKING ON A BIG JOB
WHEN HE BECOMES HEAD OF THE DEPARTMENT WHEN ENGINEERING AND
PUBLIC WORKS BECOME ONE DEPARTMENT.
COUNCILMAN VALLONE DISAGREED WITH THE IDEA OF CONSOLIDATING THE
ENGINEERING AND PUBLIC WORKS DEPARTMENTS. HE SAID HIS INTENT NOT
TO GRANT THE RAISE WAS NOT DIRECTED AT THE PERSON BUT THE
QUALIFICATIONS THAT ARE LACKING.
WHEN QUESTIONED BY COUNCILMAN RONDEAU,
HOPED TO HAVE THE P.E. BY APRIL, 1987,
EXAMINATION.

SIX MONTHS AFTER THE
VICE MAYOR QUESTIONED AGAIN THE SALARY INCREASES. MAYOR HARRIS
STATED THAT BOB MAUPIN WOULD RECEIVE $10,000.00 PLUS PAYROLL
COSTS FOR PART-TIME EMPLOYMENT PLUS THE 5% AND 2% INCREASE FOR
MR. FRANCO.

FOR BODY AND MECHANIC WORK.

HYDRAULIC FLUIDS, SPECIAL LUBES, WELDING GAS AND RODS. GASOLINE
AND DIESEL IS UNDER PUBLIC WORKS BUDGET.
VICE MAYOR ROTH STATED THAT HE DID NOT CONSIDER IT GOOD BUDGETING
IF EACH DEPARTMENT'S COSTS CANNOT BE DETERMINED.
TONY CLOPEIN STATED THAT BY CONSOLIDATING PURCHASING,
BE SAVED.

MAYOR HARRIS RECOMMENDED THAT $35,000.00 FOR GASOLINE BE TAKEN
FROM PUBLIC WORKS BUDGET AND PUT INTO THE VEHICLE MAINTENANCE
BUDGET UNDER OPERATING SUPPLIES FOR A TOTAL OF $59,638.00.
MOTION BY COUNCILMAN MCCARTHY, SECONDED BY COUNCILMAN RONDEAU, TO
ACCEPT THE VEHICLE MAINTENANCE BUDGET AS AMENDED TO TAKE
$35,000.00 FROM PUBLIC WORKS OPERATING SUPPLIES AND PUT IT INTO
VEHICLE MAINTENANCE OPERATING SUPPLIES.
