COUNCILMAN ROBERT MCCARTHY LED THE COUNCIL AND AUDIENCE IN THE PLEDGE OF ALLEGIANCE. NEW ~~ QQ~%~g PROPOSED BUDGET Q~ PARKS AND _RE_Qg~&~%Q~ MAYOR HARRIS STATED THAT THE PARKS AND RECREATION REQUESTED A FULL-TIME POSITION FOR RECREATION COORDINATOR BUT THEIR REQUEST CANNOT BE GRANTED AT THIS TIME. HE SAID AT SOME POINT HE'D LIKE TO SEE A FULL TIME COORDINATOR. VICE MAYOR ROTH STATED THAT AS FAR AS THE MINUTES OF THIS MEETING GO, PARKS AND RECREATION SHOULD BE ADVISED THAT IF MONEY IS FORTHCOMING FROM REVENUE SHARING BUDGET A FULL-TIME POSITION WILL BE LOOKED INTO. COUNCILMAN VALLONE STATED THAT NORTH COUNTY RECREATION HAS DONATED TIME AND EFFORT TO RECREATION IN THIS CITY. COUNCILMAN VALLONE SAID HE'D LIKE TO SEE MONEY FROM REVENUE SHARING USED FOR THE RESTROOMS AT RIVERVIEW PARK. HE ALSO DISCUSSED THE POSSIBILITY OF THE SALE OF CLIVUS MULTRUM TO THE COUNTY. 1 CITY COUNCIL BUDGET WORKSHOP MINUTES AUGUST 26, 1986 PAGE 2 COUNCILMAN VALLONE QUESTIONED THE $5000.00 UNDER SUPPLIES FOR CLAY. AL PELTIER SAID THIS WAS FOR FENCING FOR A SECOND SOFTBALL FIELD AT BARBER STREET. OPERATING CLAY AND COUNCILMAN MCCARTHY QUESTIONED THE $17,500.00 UNDER OUTLAY. MAYOR HARRIS STATED $10,000.00 OF THIS IS PROPOSED PURCHASE OF LOTS SURROUNDING THE BALLFIELD. CAPITAL FOR THE RENE VAN DE VOORDE QUESTIONED WHAT LOTS ARE BEING PROPOSED FOR PURCHASE. HE REQUESTED LEGAL DESCRIPTIONS ON WHAT THE CITY OWNS BECAUSE NORTH COUNTY RECREATION HAS MONEY BUDGETED FOR PURCHASE OF PLAYGROUND EQUIPMENT AND IT COULD POSSIBLY BE PLACED THERE. COUNCILMAN MCCARTHY STATED THAT REVENUES ARE NEEDED BY THE PARKS AND RECREATION COMMITTEE AND SUGGESTED COUNCILMEMBERS TRY TO GET AWAY FROM SOME FEE WAIVERS FOR USE OF HALLS THROUGHOUT THE YEAR. VICE MAYOR ROTH QUESTIONED THE SALARIES & WAGES AND PAYROLL COSTS FOR 84/85. CAROL CARSWELL EXPLAINED THAT BUILDING MAINTENANCE WAS A PART OF THE PARKS AND RECREATION BUDGET AT THAT TIME. AND COUNCILMAN VALLONE QUESTIONED OVERTIME FOR $2000.00. BILL BEPLER STATED THAT THE FOURTH OF JULY HE AND MRS. CLOPEIN WORKED FIFTEEN HOURS EACH AND THAT HE IS CALLED OUT MANY WEEKENDS WHEN THE COMMUNITY CENTER OR YACHT CLUB IS RENTED. WHEN COUNCILMAN MCCARTHY QUESTIONED THE OPERATING SUPPLIES AND WHERE THEY ARE USED, BILL BEPLER STATED THAT THEY ARE USED IN THE YACHT CLUB, COMMUNITY CENTER, POLICE DEPARTMENT, PUBLIC WORKS, GARAGE AND CITY HALL. 2 CiTY COUNCIL BUDGET WORKSHOP MINUTES AUGUST 26, 1986 PAGE 3 MOTION BY VICE MAYOR ROTH, SECONDED BY COUNCILMAN RONDEAU, ACCEPT THE BUILDING MAINTENANCE BUDGET AS PRESENTED. MAYOR HARRIS STATED THAT A NEW MAN WAS BEING ADDED AND SECRETARY LINDA KINCHEN'S SALARY HAD BEEN MOVED TO THiS DEPARTMENT. COUNCILMAN MCCARTHY QUESTIONED THE $16,000.00 FOR WEED CONTROL UNDER CONTRACTUAL SERVICES. AL PELTIER STATED THAT THE CITY IS UNDER CONTRACT WITH FLORIDA AQUATIC FOR WEED CONTROL IN THE BOTTOM OF CANALS AND DRAINAGE DITCHES IN AREAS ONE, TWO AND PART COUNCILMAN MCCARTHY STATEJ~- LOWERED BY $9600.00 BECAU~E~ MAINTENANCE DIVISION. DISCUSSION TOOK PLACE ON QUESTIONED WHETHER THIS ~I~ PELTIER SAID AS FAR AS ROAD~I~ H,_qOPERATING SUPPLIES WILL BE T~GAS TAKEN OVER BY THE VEHICLE RCADIAND DRAINAGE. CAROL CARSWELL STATED THAT AT THE TIME OF THE CREATION OF BUDGET THERE WAS WORK PROPOSED TO BE DONE. THIS WHEN COUNCILMAN MCCARTHY QUESTIONED WHETHER THE $57,000.00 FROM THIS YEAR'S BUDGET WILL BE USED, AL PELTIER SAID THERE IS WORK IN PROCESS AS SOON AS EQUIPMENT TO PULL DRAIN PIPES iS ACQUIRED. VICE MAYOR ROTH QUESTIONED WHY ONLY $87,000.00 WAS IN THE PUBLIC WORKS BUDGET FOR ROAD REPAIR IF THERE IS APPROXIMATELY $198,000.00 IN GAS TAX MONEY. CAROL CARSWELL STATED THE REST WOULD BE USED FOR THE PUBLIC WORKS BUDGET FOR THE PEOPLE DOING THE ROADWORK. MAYOR HARRIS SAID IT COULD ALSO BE USED FOR ALL ROAD WORK COSTS. VICE MAYOR ROTH QUESTIONED THE USE OF THE FUNDS FROM THE GAS TAX REVENUES AND REQUESTED THAT ITS USE BE CLARIFIED BY THE COUNTY. VICE MAYOR ROTH STATED THAT $61,608.00 IN GAS TAX MONEY HAS BEEN RECEIVED SO FAR SO THE PROJECTED $66,000.00 FOR THIS YEAR SHOULD BE REACHED. MAYOR HARRIS STATED THAT LAST YEAR HE HAD HAD THE SAME QUESTION AND MAYOR GALLAGHER AND ATTORNEY PALMER SAID IT WAS LEGAL TO USE 3 CITY COUNCIL BUDGET WORKSHOP MINUTES AUGUST 26, 1986 PAGE 4 THE GAS TAX MONEY FOR OPERATING COSTS, MAINTENANCE, LABOR AND ALL RELATED ITEMS TO ROAD WORK. VICE MAYOR ROTH STATED HE HAD NO QUALMS WITH THE DISTRIBUTION AS LONG AS IT LEGAL AND AGAIN ASKED FOR CLARIFICATION FROM THE COUNTY. HE SAID HIS REASONING FOR THIS REQUEST WAS THAT THE CITY CAN NO LONGER PAY 100% FOR PAVING OF RESIDENTIAL STREETS. HE SAID THE CITY NEEDS TO SET UP SPECIAL ASSESSMENT DISTRICTS FOR ALL IMPROVEMENTS. AL PELTIER STATED THAT THE EQUIPMENT NEEDED WAS TO MAINTAIN THE SWALES AND DITCHES IN THE CITY. VICE MAYOR ROTH STATED THAT THERE ARE PRIVATE FIRMS WHO HAVE MORE EQUIPMENT THAN THE CITY. MAYOR HARRIS RECOMMENDED THAT THE PROPOSED BUDGET FOR THE STREET DIVISION OF PUBLIC WORKS BE POSTPONED UNTIL FRIDAY, AUGUST 29, 1986, FOR CLARIFICATION OF THE ALLOWED USE OF GAS TAX MONEY FROM THE COUNTY. WHEN VICE MAYOR ROTH QUEST~ED t~H~ THERE IS ONLY AN OVERALL BUDGET INCREASE OF $32,000.¢0 FOR ~BLIC WORKS WHEN THERE IS AN INCREASE OF $111,000.00 IN GAS TAX,MONEY, MAYOR HARRIS STATED THAT THE $111,000.00 CAN BT ~S~D I~ THE BUDGET FOR PUBLIC WORKS AND AD VALOREM TAXES CAN BE~c~5~D ~MEWHERE ELSE. REPAIR O~Y FRO~ ~.tt~G~T~I.~.~ ...... WHEN QUESTIONED BY MAYOR HARRIS, VICE MAYOR ROTH STATED THAT HE'D LIKE TO SEE THE $198,000.00 ACCOUNTED FOR LINE BY LINE. COUNCILMAN VALLONE RECOMMENDED THAT COUNCIL GET A LEGAL ON THE USE OF THE GAS TAX MONEY. OPINION CAROL CARSWELL STATED THAT CERTAIN DEPARTMENTS DO NOT BRING REVENUES AND HAVE TO GET MONEY FROM GENERAL REVENUES. IN COUNCILMAN VALLONE SUGGESTED THAT THE MEETING BE POSTPONED UNTIL CLARIFICATION IS RECEIVED. VICE MAYOR ROTH STATED THAT COUNCIL HAD A RESPONSIBILITY TO THE CITY TAXPAYERS TO PROVIDE ROAD REPAIR WITH THAT GAS TAX MONEY. MAYOR HARRIS STATED THAT HE WAS NOT SURE THAT THE INTENT OF THE GAS TAX WAS TO ADD $198,000.00 ADDITIONAL SERVICE TO WHAT THE CITY WAS ALREADY PROVIDING BUT TO HELP MAINTAIN THE SERVICE IT PROVIDES. HE SAID HE WOULD CALL JEFF BARTON AND CHECK ON THE USE OF THE GAS TAX MONEY. MOTION BY COUNCILMAN VALLONE, SECONDED BY COUNCILMAN MCCARTHY, TO POSTPONE THE PROPOSED PUBLIC WORKS-STREET MAINTENANCE DIVISION BUDGET UNTIL FRIDAY, AUGUST 29, 1986.
