GASS, COUNCILMAN RICHARD VOTAPKA, COUNCILWOMAN FLORENCE PHELAN, MAYOR PAT FLOOD, JR., AND COUNCILMAN FRANK OBERBECK ( ARRIVED LATE ) MOTION BY VICE MAYOR GASS, SECONDED BY COUNCILMAN VOTAPKA, TO BRING TO THE FLOOR A FEW SPECIAL ITEMS TO BE DISCUSSED AND CLEARED UP. CARRIED. MAYOR FLOOD INTRODUCED MR. RAYMOND LADD WHO WAS UNANIMOUSLY RECOMMENDED FOR THE POSITION OF GOLF PROFESSIONAL BY THE GOLF COURSE COMMITTEE. MR. LADD PRESENTED A BRIEF RESUME AND ANSWERED QUESTIONS FROM THE COUNCIL AND THE PUBLIC. MR. LADD'S SALARY WILL BE $15,000.00 PER YEAR PLUS 5% FROM GOLF CARTS, 2% FROM THE PRO SHOP AND 3% FROM THE DRIVING RANGE. ALL FEES FOR LESSONS WILL BE RETAINED BY HIM. WITH THESE PRECENTAGES AND THE LESSONS HIS IMCOME WILL BE COMPARABLE TO $25,000.00 MOTION BY COUNCILMAN OBERBECK, SECONDED BY VICE MAYOR GASS, TO EMPLOY MR. RAYMOND LADD AS THE GOLF PROFESSIONAL AT THE SEBASTIAN MUNICIPAL GOLF COURSE AT A SALARY OF $15,000.00 PER YEAR PLUS THE PRECENTAGES AS INDICATED, FOR ONE YEAR. THE CITY CLERK READ A LETTER REQUESTING A VARIANCE FOR A CEMENT SLAB WHICH ENCROACHES ON THE EASEMENT BETWEEN LOTS 2 AND 3, BLOCK 114, UNIT 2, SEBASTIAN HIGHLANDS, SO THAT A CARPORT CAN BE BUILT. THE CITY CLERK READ A LETTE~ REQU~G ISSION TO USE 6' OF THE NORTH EASEMENT OF LOT 4, BLOCK 22, UNIT 1, SEBASTIAN HIGHLANDS, TO BUILD A CARPORT. (BLOUIN) MAYOR FLOOD ~D THAr ~A~ ~~ HA~GIV~' ~N ~F~Z $2,500.00 TO SURVEY ~ ~ ~RO~RZ~ O~s ~aw ~GR~ ~0 ~ ~ R~Z~. MOTION BY COUNCILMAN VOTAPKA, SECONDED BY COUNCILMAN OBERBECK, THAT MR. ROSSKAMP DO THE SURVEY ON LOUISIANA AVENUE. CARRIED. MAYOR FLOOD SUGGESTED THAT THE COUNCIL READ AND REVIEW THE PROPOSED BUDGET AND OPERATING STATEMENT THAT HAD BEEN PREPARED FOR THE GOLF COURSE AND THAT IT WOULD BE DISCUSSED AT THE WORKSHOP MEETING, SEPTEMBER 9, 1981. MAYOR FLOOD REPORTED THAT HE HAD RECEIVED A CALL FROM SENATOR LEWIS INFORMING HIM THAT THE DEPARTMENT OF TRANSPORTATION HAD COME UP WITH $25,000.00 TO LOWER THE HILL ON STATE ROAD 512. HE INDICATED THAT THE STATE WOULD PAY $15,000.00 IF THE CITY WOULD PAY $10,000.00. MAYOR FLOOD STATED THAT HE WOULD HAVE TO REPORT BACK TO SENATOR LEWIS ON FRIDAY, AUGUST 28, 1981. AFTER A LENGHTY DISCUSSION REGARDING THE $10,000.00 THE CITY WOULD HAVE TO PAY TOWARDS THE REMOVAL OF THE HILL, IT WAS FELT THAT MAYBE THE COUNTY SHOULD CONTRIBUTE $5,000.00 AND THE CITY PAY THE OTHER $5,000.00. MOTION BY COUNCILMAN OBERBECK, SECONDED BY COUNCILWOMAN PHELAN, TO ALLOCATE $5,000.00 TO REMOVE THE HILL ON STATE ROAD 512. ROLL CALL VOTE: AYES: NAYS: COUNCILMAN OBERBECK VICE MAYOR GASS COUNCILWOMAN PHELAN COUNCILMAN VOTAPKA MAYOR FLOOD CARRIED. MAYOR FLOOD STATED THAT HE WANTED TO GO ON RECORD AS SAYING HE DID NOT VOTE IN FAVOR OF $5,000.00 ALLOCATION BECAUSE HE FELT THE CITY SHOULD HAVE AUTHORIZED THE FULL AMOUNT OF $10,000.00 FOR THE REMOVAL OF THE HILL JUST IN CASE THE COUNTY WOULDN'T CONTRIBUTE $5,000.00. SPECIAL MEETING - AUGUST 27, 1981 MAYOR FLOOD REMARKED THAT THE CITY AND THE COUNTY SHOULD RECOMMEND TO THE STATE THAT THEY MAINTAIN STATE ROAD 512 FROM 1-95 TO U. S. # 1 AS A PRIMARY ROAD INSTEAD OF A SECONDARY ROAD. MR. PELLEGRINO, CONSULTANT, CODY AND ASSOCIATES, EXPLAINED THE POSITION CLASSIFICATION AND PAY PLAN STUDY THAT WAS PREPARED FOR THE CITY OF SEBASTIAN, HE INDICATED THAT A REGIONAL STUDY WAS PREPARED IN ORDER TO DO A SALARY SURVEY. HE ALSO INDICATED THAT A MINIMUM AND A MAXIMUM PAY SALE HAD BEEN ESTABLISHED WITH A MERIT INCREASE FALLING IN BETWEEN. MR. PELLEGRINO STATED THAT THE CITY WOULD BE ABLE TO DO THE STUDY IN THE FUTURE AND THAT HE WOULD COME BACK EVERY TWO YEARS TO DO AN UPDATE. MOTION BY VICE MAYOR GASS, SECONDED BY COUNCILMAN VOTAPKA, TO ACCEPT THE CODY REPORT AS A GUIDELINE.
