PRESENT: VICE MAYOR ROBERT FITZMAURICE COUNCILMAN RICHARD SZELUGA COUNCILWOMAN DOROTHY MCKINLEY CITY ATTORNEY DANIEL KILBRIDE MAYOR FLOOD, JR. ABSENT: COUNCILMAN JAMES GALLAGHER, (EXCUSED ABSENCE) CITY ATTORNEY DANIEL KILBRIDE EXPLAINED THAT UNDER THE NEW "TRIM BILL", EACH INDIVIDUAL PROPERTY OWNER WAS NOTIFIED OF THE PUBLIC HEARING ON THE 83-84 BUDGET THROUGH THE PROPERTY APPRAISERS OFFICE AND THAT IT WAS NOT ADVERTISED IN THE NEWSPAPER. MAYOR FLOOD STATED THAT THERE IS A TENTATIVE 3% ACROSS THE BOARD EMPLOYEE PAYROLL INCREASE WITH A 2% MERIT INCENTIVE INCREASE. MR. RONDEAU, EASY STREET, SEBASTIAN, FLORIDA, EXPRESSED HIS OPINION CONCERNING AN INCREASE IN THE MAYOR'S SALARY AND THE POSITION TO BE FULL TIME. FUND, IF AND WHEN AVAILABLE. S3,O00.O0/CODE WORK - REMOVED A~'D~O BE~ID~ OUT OF FEDERAL REVENUE SHARING FUND, IF AND WHEN AVAILABLE. $1,700 O0/CAPITAL OUTLAY - REMO~~D~O BE PAID OUT OF FEDERAL REVENUE SHARING FUND, IF AND WHEN AVAILABLE. POLICE DEPARTMENT FEDERAL REVENUE SHARING REVENUE SHARING $28,000.00 ALLOCATED FOR (2) POLICE DISPATCHERS, REMOVED FROM POLICE DEPARTMENT BUDGET. $32,500.O0/POLICE VEHICLES AND EQUIPMENT - REMOVED AND TO BE PAID OUT OF FEDERAL REVENUE SHARING FUND, IF AND WHEN AVAILABLE. PUBLIC WORKS DEPARTMENT $150,000.00/0F THE PROPOSED $200,O00.O0/ROAD REPAIR AND MAINTENANCE WAS REMOVED FROM THE PUBLIC WORKS DEPARTMENT, LEAVING $50,000.00 FOR ROAD REPAIR AND MAINTENANCE. CONSUMER AFFAIR DEPARTMENT $600.00 ADDED TO LEGAL ADVISOR, CODE ENFORCEMENT BOARD. MOTION BY VICE MAYOR FITZMAURICE, SECONDED BY COUNCILMAN SZELUGA TO EXTEND THE MEETING FOR ANOTHER 30 MINUTES. ROLL CALL VOTE: AYES: VICE MAYOR FITZMAURICE COUNCILMAN SZELUGA MAYOR FLOOD NAYS: COUNCILWOMAN MCKINLEY MOTION FAILED. PUBLIC HEARING 1983 - 1984 BUDGET AUGUST 31, 1983 MAYOR FLOOD MENTIONED THAT THE COUNCIL WILL HAVE TO CONTINUE WITH THREE MEMBERS SINCE THE BUDGET MUST BE FINALIZED TONIGHT TO BE IN ACCORDANCE WITH THE LAW. COUNCILWOMAN MCKINLEY STATED THAT SHE WAS NOT AWARE OF THIS PROCEDURE. MOTION BY VICE MAYOR FITZMAURICE, SECONDED BY COUNCILWOMAN MCKINLEY, TO CONTINUE THE MEETING FOR AN ADDITIONAL 30 MINUTES. ROLL CALL VOTE: AYES VICE MAYOR FITZMAURICE COUNCILMAN SZELUGA COUNCILWOMAN MCKINLEY MAYOR FLOOD NAYS: NONE MOTION CARRIED. MOTION BY VICE MAYOR FITZMAURICE, SECONDED BY COUNCILWOMAN MCKINLEY, THAT THE COUNCIL ADOPT THE TENTATIVE BUDGET AS AMENDED. ROLL CALL VOTE: AYES: VICE MAYOR FITZMAURICE COUNCILMAN SZELUGA COUNCILWOMAN MCKINLEY MAYOR FLOOD NAYS: NONE MOTION CARRIED. THE COUNCIL REVIEWED AND DISCUSSED THE PROPOSED 1983-1984 BUDGET FOR THE SEBASTIAN MUNICIPAL GOLF COURSE.
