HomeMy WebLinkAbout09011978PUBLIC HEARING, FINALIZATION OF THE 1978-79 BUDGET, SEPTEMBER 1, 1978 PUBLIC HEARING WAS CALLED TO ORDER BY MAYOR PAT FLOOD, JR., AT 7:30 P.M. 501 PRESENT: VICE MAYOR GRAY, COUNCILMEN EVERETT T. GASS, AND J. RANDY JOACHIM AND MAYOR PAT FLOOD, JR. ABSENT: COUNCILMAN CLIFFORD HOOSE. MAYOR FLOOD STATED THAT THE PURPOSE OF THIS MEETING WAS TO FINALIZE THE BUDGET. WITH REFERENCE TO INSURANCE, MAYOR FLOOD ADVISED THAT IT WOULD BE PUT OUT FOR BIDS WHEN IT EXPIRES IN ABOUT 6 MONTHS. WE ARE HOPING TO GET GUIDE LINES FROM THE FLORIDA LEAGUE OF CITIES. WE WILL BE GOING INTO THEIR WORKMEN'S COMPENSATION AND WILL AUTOMATICALLY GET A REDUCTION OF ABOUT $2200. MR. EUGENE CRAGG QUESTIONED THE NECESSITY FOR THE INCLUSION OF RETIREMENT PAY IN VIEW OF THE FACT THAT THE BUDGET IS SO HIGH. CHIEF OF POLICE CUMMINS EXPRESSED HIS OPINION THAT A RETIREMENT PLAN IS INDEED NECESSARY. HE HAS BEEN WITH THE POLICE DEPARTMENT FOR 10 YEARS AND FEELS THAT HE MUST HAVE SOMETHING TO LOOK FORWARD TO OTHER THAN SOCIAL SECURITY. MAYOR FLOOD STATED THAT THE PLAN WOULD BE FOR ALL EMPLOYEES AND IN VIEW OF THE FACT THAT THE NUMBER OF OUR EMPLOYEES WILL INCREASE AS THE CITY GROWS, WE MUST HAVE SOME INDUCEMENT TO OFFER FOR CAPABLE WORKERS. WITH REGARD TO POLICE DEPARTMENT SALARIES, COUNCILMAN GASS ASKED IF THEY DIDN'T GET A THEORETICAL RAISE OF 4.7% WHEN THE HOURS WERE CHANGED FROM 42 TO 40 A FEW MONTHS AGO WITHOUT CHANGING THE SALARY, AND NOW THEY WiLL BE GETTING A 5% GENERAL iNCREASE. CHIEF CUMMINS STATED THAT FOR YEARS THE POLICE DEPARTMENT WORKED 48 HOURS A WEEK PLUS OVERTIME WHICH THEY WERE NOT PAID FOR. A FEW YEARS LATER THEY WERE CUT BACK TO 42 HOURS PLUS UNTOLD OVERTIME. ALL THEY WANT IS TO BE MADE 40 HOURS A WEEK THE SAME AS OTHER CITY EMPLOYEES. THEY GET PAID FOR 40 HOURS A WEEK. EVERYONE OF THE POLICE OFFICERS PUTS IN MORE THAN 50 HOURS AND DO NOT GET PAID FOR ANYTHING OVER 40 UNLESS THEY ARE CALLED OUT iN UNIFORM ON A SPECIAL OCCASION AND THAT IS CALLED OVERTIME, FOR WHICH THEY RECEIVE STRAIGHT PAY, NO TIME AND A HALF, NO TIME OFF. /~CI~--MA~T~-~HAT THAT'S WHAT HE WANTED TO GET ON THE RECORD.
