Sebastian City Council
September 5, 1946.
Meeting called to order by Mayor Shafor at 7~30 pm. Present Mayor
Shafor; Councilmen:' Milk, eton, Sembler, Turlington, Smith and
Bohannon; City Clerk: 0'Neal and 01ty Attorney: Mitchell
Minutes of last meeting were read and approved.
Motion made by Councilman Bohannon, seconded by Councilman
Sembler that the city purchase a mowing machine. Motion carried.
Mr. V~m. Ryall, a visitor present, read a letter to the Cityfrom
Florida Power and Light Co. The City is to write a letter to ~he
Company about lights.
On Motion of Councilman Bohannon, seconded by Councilman
Turlington, the following bills were vrdered paid:

Attorney Mitchell read a report from Mr. Carter that work on
Louisiana Avenue is ~o be started at once.
Mr. Mitchell read the follov, ing resolution which was carried
unanimously: "RESOLVED, That by reason of there being no newspaper
published in the City of Sebastian, Florida, the Veto Beach Press
3ournal, Journal, a newspaper of general circular ion published
at Veto Beach, Indian River County, Florida, and having been
continuously published for a period of more than one-. year prior
to this date, be ~nd it is herewith selected and designated as
the newspaper in which whall be published the list and statement
of real estate in the City of Sebastian, Florida, delinquent for
the paymentof taxes assessed on such. real estate by the City of
Sebastian, Florida, and for the purpose of making sale of such real
estate for non-payment of such taxes."
Resolution made by Councilman Sembler seconded by Councilman
Smith that the City of Sebastian sell Lots l, 2, 5 and 4 in 1st
Addition to Sebastian, Fla., to Phil Sutre for the sume of $2,000.
with down payment of $100.00. ~Unanimously carried with all voting.
Sture agreed to build within two years with option to City to return
property to City: Bohannon nor Sembler, yes$ Turlington, r~;
Smith, yes; Middleton, no.
Motion made by Councilman Turlington seconded by Councilman

0nw bid was received and read to the Meeting for 1And at
Sebastian Airport. It was that of Paul Stevenson. The land
was awardedto h~m as a result of the appended Resolution -
unanimously adopted:
RESOLUTION
the City of Sebastian, Florida, is the owner
in fee simple of property situated in Indian River County, Florida
described as follows, to-wit:
~ of Section 7, Township 31 South,
Ran~.e 39 East, containing 80 acres, more or less; also
a strip of land. 100 feet in width along the West line of
the Southwest ~ of the Northwest ~
¥ of Section 7, Township
31 South, Range Z9 I!'~ast, and extending 100 feet East of
said ~est line of said Southwest ~j~ of the Northwest ~ of
Section 7, Township ~1 South, Range Z9 East, and running
North from the North boundary line of West ½ of the South-

to the right of way of the public road traversing said

AND
The Southeast Quarter (SE~) of the Southwest Quarter
(S~) of Section 7, Township 31 South, Range 39 East;
said land lyin~ and being in Indian River County, Florida.
said property is vacaot a~d unoccupied and has not been used
nor held for use for any municipal purpose and the City Council
of such City has determined and does herewith determine that it
is to the best interest of said City' to sell said property;
an advertisement having been publimhed in the Vero Beach Press
Journal, a newspaper of general circulation, published in
Vero Beach, Indian River County, Florida, in its issues of
August 9, and 16, 1946 as per proof of publication filed in the
minutes of this meeting requesting sea. led offers for 'the purchase
of said land on this the 3rd day of September, 1946; and time
having arrived for the opening of any such sealed, offers and the
same having been publlcally opened, read aloud and considered at
this, a regular meeting of said Council of s~.id City and having
been duly considered; therefore,
BE IT REBOLVED that the offer herewith made by Paul
R. Stevenson to purchase the above described land at and for the
sum of ~1601.01 is the highest offer and best offer received for

interests of sai~ City' to accept the same.
BE iT FL~ Tt~...=R RESOI_.VE~D that the said offer is accepted
and that the officials of said City are authorized and instructed
to execute Deed conveying said property to Paul R. Stevenson in
the name of and in behalf of the City and to dellver the same
to [I~'r. Stevenson upon receipt of said purchase price.
