COUNCILMAN SZELUGA STATED THAT HE WAS NOT 100% IN FULL AGREEMENT WITH THE PROPOSED BUDGET.
VICE MAYOR HARRIS STATED THAT HE WOULD LIKE TO SEE AN INFORMAL SPECIAL OR WORKSHOP MEETING
WiTH THE DEPARTMENT HEADS TO REVIEW THE BUDGET AGAIN, PRIOR TO THE H~ARING ON THE 18th. C
COUNCILMAN ROTH AGREED. COUNCILMAN VALLONE STATED THAT HE HAD WANTED TO SEE THIS TYPE OF
A MEETING FOR SOME TIME.
MAYOR GALLAGHER STATED THAT AFTER A VOTE ON THE MOTION THE COUNCIL COULD MAKE A MOTION
TO ESTABLISH ANOTHER DATE IF THAT WAs their desire.
MAYOR GALLAGHER STATED THAT THE MOTION AND SECOND ON THE FLOOR IS TO ACCEPT THE FIRST READING
OF A RESOLUTION OF THE CITY OF SEBASTIAN, FLORIDA PROVIDING FOR THE LEVY OF AD VALOREM TAXES
?OR THE CALANDER YEAR 1985-1986.

ATTORNEY PALMER READ FOR THE FIRST TIME BY TITLE ONLY A RESOLUTION OF THE CITY OF SEBASTIAN
FLORIDA PROVIDING FOR THE LEYY OF AD VALOREM TAXES FOR THE CALENDER YEAR OF 1985-1986.
MOTION BY COUNCILMAN ROTH SECONDED BY COUNCILMAN SZELUGA TO ACCEPT THE FIRST READING BY TITLE
ONLY A RESOLUTION OF THE CITY OF SEBASTIAN, FLORIDA PROVIDING FOR THE LEVY OF AD VALOREM TAXES
FOR THE CALENDAR YEAR OF 1985-1986.
COUNCILMAN ROTH QUESTIONED IF THE PROPOSED RESOLUTION WAS ADOPTED COULD THE COUNCIL AT A LATER
DATE LOWER THE MILLAGE RATE.
ATTORNEY PALMER STATED THAT THE COUNCIL CAN ADOPT THE FIRST READING OF THE RESOLUTION AND
LOWER THE MILLAGE RATE AT THE NEXT PUBLIC HEARING ON THE 18TH , HOWEVER IF THE MILLAGE RATE
WERE TO BE INCREASED THE CITY COULD BE REQUIRED TO PAY COST TO THE PROPERTY APPRAISERS OFFICE
FOR A FIRST CLASS MAILING NOTIFICATION OF ALL TAXPAYERS OF THE CITY.
THE COUNCIL QUESTIONED THE PROPOSED SALARIES AND WAGES FOR THE POLICE DEPARTMENT AND THE NUMBER
O~ NEW OFFICERS AND PROPOSED WAGES, MAYOR GALLAGHER WROTE THE NUMBER OF OFFICERS AND POSITIONS
ON THE BLACK BOARD ALONG WITH THE PROPOSED SALARIES AND THERE APPEARED TO BE A DIFFERENCE
OF APPROXIMATELY $9,000.00 IT WAS DISCUSSED AND DECIDED THAT THE CHIEF WOULD BRING BACK
CORRECTED SALARIES.

AND ASKED THAT MR. CLOPIEN OF THE MAINTENANCE ~VEH~LES C~E TO THE PODIUM. VICE MAYOR HARRIS
QUESTIONED THE NUMBER OF CARS AND THE YEARS THE CARS WERE PURCHASED AND THE CONDITION. HE ALSO
QUESTIONED MR CLOPI~TH~S~TY ~E P~ ~PAR~E~ HO~ATI~ CARS ON

DISCUSSION RELATED TO THE APPROPRIATE TIME OF SELLING OR TRADING THE VEHICLES WAS CONSIDER
TO BE AT 70,000 MILES. THE DISCUSSION ALSO LEAD TO THE POSSIBILITY OF ROTATING AND ADDING CARS
ON EACH YEAR OR TWO.
GALLAGHER STATED THAT THE USED CARS FROM THE POLICE DEPARTMENT WILL BE TRANSFERRED
THE CITY HALL FOR USE BY THE BUILDING DEPARTMENT AND POSSIBLY A CAR FOR THE CITY CLERK
~ND FINANCE DIRECTOR TO USE TO DO CITY BUSINESS.
COUNCILMAN SZELUGA QUESTIONED AS TO WHETHER THE CEMETERY BUDGET HAD ACCIDENTLY LEFT OUT MONIES
FOR GASOLINE FOR THEIR EQUIPMENT AND VEHICLE.
ALBERT PELTIER, PUBLIC WORKS DIRECTOR STATED THAT THE STREET DEPARTMENT PURCHASES THE GASOLINE
IN BULK AND THAT THEY SUPPLY YHE CEMETERY AS THEY DO NOT REQUIRE MUCH GASOLINE FOR OPERATION.
COUNCILMAN VALLONE STATED THAT HE IS EXTREMELY DISSATISFIED WITH THE BUDGET FOR PARKS AND
RECREATION. PARKS AND RECREATION HAD INCLUDED A FULL TIME RECREATION COORDINATOR AND MONIES
FOR A SECRETARY FROM THE CLERKS OFFICE.
COUNCILMAN VALLONE STATED THAT HIS STANDING COMMITTEE HAS ONLY VOICE RECORDINGS OF THE MEETINGS
AND THAT THEY ARE NOT PROVIDING HARD COPIES FOR PERMANENT RETENTION. HE CONTINUED BY AGAIN
STATING THAT THE PARKS AND RECREATION COORDINATOR WAS NOT CAPABLE OF DOING A VARIETY OF RECREATION
FOR THE YOUTH' AND SENIORS OF THE CITY AND THAT THEY NEEDED A FULL TIME RECREATION COORDINATOR.
MOTION BY' COUNCILMAN VALLONE THAT THE PARKS AND RECREATION BUDGET BE AMENDED BY ADDING $10,000.00
FOR A FULL TIME RECREATION COORDINATOR AND $1,200.00 FOR A SECRETARY.
MAYOR GALLAGHER STATED THAT THE PARKS AND RECREATION CHAIRMAN HAD ALWAYS PROVIDED MINUTES
OF THE COMMITTEE MEETING AND DID NOT SEE WHY THEY COULD NOT CONTINUE. MAYOR GALLAGHER
STATED THAT HE TOOK ALL THE MINUTES OF THE STANDING COMMITTEES THAT HE IS iNVOLVED IN. MAYOR
GALLAGHER ADDED THAT COUNCILMAN VALLONE WOULD HAVE TO PROPOSE AN AMENDMENT TO THE STANDARD
PERATING PROCEDURES TO INCLUDE A FULL TIME RECREATION COORDINATOR AND A PROPOSAL TO
HE SALARY' AND JOB CLASSIFICATION OF THE S.O.P.

VICE MAYOR HARRIS LEAD THE COUNCIL AND AUDIENCE IN THE PLEDGE OF ALLEGIANCE
TO THE 'FLAG.
MAYOR GALLAGHER STATED THAT THE COUNCIL HAD TWO ADDITIONAL DOCUMENTS BEFORE THEM TONIGHT,
THEY ARE A RESOLUTION SETTING THE MILLAGE RATE FOR THE FISCAL YEAR '1985-1986, WHICH REQUIRED
A FIRST READING AND A RESOLUTION ADOPTING THE BUDGET THAT WOULD NEED TO BE ADOPTED AT THE
FINAL HEARING ON SEPTEMBER 18, 1985. MAYOR GALLAGHER ANNOUNCED THAT THE COUNCIL HAD RECEIVED
ADD!'TiONAL SHEETS TO BE PLACED IN THEIR PACKAGES THEY' ARE PAGES 1, 3 & 16. THESE PAGES REFLECT
INCREASE OF $40,000.00 FOR THE GENERAL LIABILITY FOR THE CITY, MAYOR GALLAGHER CONTINUED

BUDGET AND RECOMMENDED THAT THE COUNCIL ACCEPT IT AS WRITIFEN.
ROBERT FITZMAURICE STATED THAT HE WAS PERSONA~AIN~HE POLICE DEPARTMENTS BUDGET AND
THAT HE WOULD HAVE STATISTICS AND AMMUNITION --'0'~ TFE HEL~.RING ON THE 18TH. MR. FITZMAURICE
ADDED THAT THE CHIEF HAD INCLUDED IN HIS BUDG--T $ hI£E J~J~ISE FOR HIMSELF AND THAT THE CITY
ATTORNEY' HAD DONE THE SAME. MR FITZMAUR1CE A)D--[ 1H~q-IHE COULD NOT BELIEVE THAT THE MAINTENANCE

THAT' I~N THE FINANCE AND ADMINISTRATION BUDGET -FRE~ ELECTRICAL COSTS ARE MUCH TO HIGH.
MR. FITZMAURICE ADDED THAT HIS PERSONAL TAXES HAVE INCREASED IN THE CITY $34. AND CHANGE.

MR. JOHN VAN ANTWERP STATED THAT HE THIS YEAR AS IN PRIOR YEARS HAS WATCHED AND LISTENED AND
UNDERSTANDS THE WORK THAT GOES INTO THE PREPARATION OF A BUDGET AND THAT IT IS EASY TO STAND
'UP AND SAY YOU SUPPORT THE POLICE DEPARTMENT BUDGET BUT TO STATE THAT YOU MAY BE AGAINST IT
PUBLICLY COULD BRING POSSIBLE REPROCUTIONS. MR. VAN ANTWERP ADDED THAT HE WAS AT THE PODIUM
ADDRESS THE GOLF COURSE BUDGET, THE COURSE MUST BE SELF SUPPORTIVE ON A NON AD VALOREM TAX
IT IS THE RESPONSIBILITY AND OBLIGATION THAT IT OPERATE EFFCIENTLY, HE CONTINUED
Y REMINDING THE PUBLIC AND COUNCIL THAT IF THE GOLF COURSE WERE TO RUN SHORT OF FUNDS THAT THE
RANCHISE FEES WOULD HAVE TO COVER THE COSTS. THERE IS A BASIC INCREASE OF 17% HERE THE
INFLATION IS UNDER 5% HE ADDED THAT HE UNDERSTOOD ABOUT THE UNION AND THE REQUIRED INCREASE
BUT THAT THE PAYROLL WAS DESTRESSING. THE COUNCIL iS TAKING A CHANCE THAT THE GOLFERS WILL
NOT PLAY THE NEW PROPOSED RATES OR PLAY LESS OFTEN TO COMPENSATE FOR THE INCREASES.
MAYOR GALLAGHER S~ATED THAT THE GOLF COURSE WILL HAVE TO PAY THE RENT DUE TO THE AIRPORT AND
THAT THE FAA RENT FIGURE IS ABOUT 10% MORE THAN PROPOSED.
MR. VAN ANTWERP QUESTIONED THE PROPOSED MONIES FOR THE EXPANSION OF THE CLUBHOUSE AND ITS
NECESSITY.
MR, LADD STATED THAT HE AND MR. ANKROM AND MR KRAGES REVIEWED THE PRIORITIES OF THE GOLF
COURSE AND THE USE OF THE ADDITIONAL BOND MONIES AND THAT HE WOULD ONLY ENLARGE THE
CLUBHOUSE iF IT WERE ADVENTAGEOUS, THE EXPANSION WOULD ALLOW FOR BANQUETS, WEDDING RECEPTIONS
AND LARGE FUNCTIONS. MR LADD ASSURED EVERYONE THAT IT IS HIS INTENTION TO TURN AROUND THE FOOD
AND BEVERAGE OPERATION INTO A MONEY MAKING VENTURE.
MAYOR GALLAGHER ADDED THAT THE EXPANSION OF THE CLUBHOUSE WOULD ALLOW THE GOLF COURSE TO
PURCHASE A ALCOHOLIC BEVERAGE LICENSE THAT WOULD ALLOW THE CLUB TO SERVE TO ANYONE NOT JUST
THE GOLFERS OF SEBASTIAN. MAYOR GALLAGHER ADDED THAT THE GOLF COURSE JUST LIKE THE CITY,
IS REQUIRED TO ISSUE PURCHASE ORDERS FOR ANYTHING OVER $100.00 AND TO GO TO BID FOR ANY PURCHASE
OVER $2,000.00.
