PUBLIC HEARING - SEPTEMBER 5, 1979
MAYOR FLOOD OPENED THE PUBLIC HEARING AT 7 P.M.
PRESENT: VICE MAYOR LEWIS B. GRAY, COUNCILMEN EVERETT T. GASS AND JOHN R. JOACHIM, COUNCILWOMAN DOROTHY
MC KINLEY, MAYOR PAT FLOOD, JR., AND CiTY ATTORNEY MR. L. B. VOCELLE.
THE CITY CLERK READ THE PUBLIC NOTICE CONCERNING FEDERAL REVENUE SHARING FUNDS FOR 1980. THE REPORT WAS
REVIEWED AND AFTER A FEW COMMENTS FROM THE COUNCIL AND THE MEMBERS OF THE PUBLIC, IT WAS AGREED THE REPORT
WILL BE FINALIZED AT THE NEXT BUDGET MEETING.
THE CITY CLERK READ THE PUBLIC NOTICE CONCERNING ADOPTION OF ORDINANCE REPEALING THE PART OF PARA 6.07B OF
ORDINANCE NO. 179, WHICH READS:
"PROVIDED, HOWEVER, THAT NO ACCEPTANCE BY THE CITY WILL BE MADE UNTIL BUILDING
CONSTRUCTION ON AT LEAST TEN (10%) OF THE LOTS IN SAID SUBDIVISION HAS BEEN
COMPLETED."
THE CITY CLERK READ THE PROPOSED ORDINANCE IN ITS ENTIRETY FOR THE SECOND TIME.

AFTER THE CITY CLERK READ THE PUBLIC NOTICE ADVERTISING FOR BID ON A 24X60 MODULAR HOME, THE CITY ATTORNEY
OPENED AND READ THE FOLLOWING TWO BIDS.
MOBILE LEASING, INC., LAKE PARK, FLORIDA
$19,973.00 - INCLUDES DELIVERY, SET-UP AND THE TIE DOWNS, AND FLORIDA REGISTRATION FEES.
FLORIDA MOBILE LEASING - FT. LAUDERDALE, FLORIDA
$19,900.00 - TO MEET ALL SPECIFICATIONS WITH THE EXCEPTION OF CEILING HEIGHT, WHICH IS
TO BE 90" INSTEAD OF 96".
THE MAYOR EXPLAINED THE PROPOSED USE OF THIS BUILDING. THE POLICE DEPARTMENT AND BUILDING DEPARTMENT
WILL BE HOUSED IN IT UNTIL SUCH TIME AS OTHER PLANS ARE MADE FOR RELOCATING CITY HALL. THERE ARE SEVERAL
IDEAS PENDING, BUT NOTHING DEFINITE AT THE MOMENT, NOR IN THE IMMEDIATE FUTURE. THE MODULAR HOME WILL
BE LOCATED AT THE REAR OF CITY HALL.
VICE MAYOR GRAY SUGGESTED THE BUILDING OFFICIAL VISIT THE SITE WHERE THREE HOMES ARE LOCATED IN ORDER TO
DETERMINE IF IT WOULD, IN FACT, BE SATISFACTORY FOR THE CITY'S PURPOSE. MAYOR FLOOD SAID HE, PERSONALLY,
WOULD VISIT LAKE PARK AND ST. LAUDERDALE AND WOULD BE HAPPY TO TAKE ANYONE WHO IS INTERESTED WITH HIMe
HE CAN ACCOMMODATE FIVE PEOPLE.
MOTION BY COUNCILMAN JOACHIM, SECONDED BY COUNCILWOMAN MC KINLEY, TO TURN THE BIDS OVER TO THE AWARDS
COMMITTEE FOR REVIEW AND TO SUBMIT ITS RECOMMENDATION ATTHE MONDAY NIGHT COUNCIL MEETING. CARRIED.
IN RESPONSE TO A QUESTION ON THE COST OF PANELLING FOR PARTITIONS, MAYOR FLOOD ESTIMATED THE COST TO BE
BETWEEN $500 AND $700. THIS IS BASED ON FIGURES SUBMITTED TO HIM BY THE BUILDING OFFICIAL WHO HAS VOLUNTEERED
HIS SERVICES TO ASSIST WiTH THE LABOR.

COUNCILMAN GASS READ A PREPARED STATEMENT IN WHICH HE COMMENTED HE IS CONVINCED IT IS NOT IN THE BEST
INTEREST OF THE CITY OF SEBASTIAN TO ESTABLISH THE OFFICE OF MAYOR AS A FULL TIME POSITION AND ASKED THAT
HIS AFFIRMATIVE VOTE REGISTERED ON AUGUST 13TH, AT THE FIRST READING, BE CHANGED TO "NO." HE ASKED THE
RECORDS BE CHANGED TO REFLECT THIS AND THAT HIS REMARKS WERE NOT INTENDED TO BE A PERSONAL ATTACK ON ANYONE.
THE CITY CLERK ADVISED COUNCILMAN GASS THAT A VOTE MADE AT A FORMER MEETING CANNOT BE CHANGED. COUNCILMAN
GASS'S COMMENTS WILL BE MADE A MATTER OF RECORD AND ATTACHED TO THE OFFICIAL MINUTES OF THIS PUBLIC HEARING.
AFTER CONSIDERABLE DISCUSSION, PRO AND CON, BY MEMBERS OF THE AUDIENCE, A MOTION WAS MADE BY COUNCIL~C KINLEY,
SECONDED BY COUNCILMAN JOACHIM, TO TABLE AND CONTINUE THE PUBLIC HEARING ON SEPTEMBER 12, 1979, 7 P.M. AT
THE COMMUNITY CENTER. CARRIED.
CONCERNING THE DEPLORABLE CONDITIONS THROUGHOUT THE CITY BECAUSE OF THE DEBRIS AS A RESULT OF HURRICANE
DAVID, MAYOR FLOOD~TATED THE CITY WILL MAKE EVERY EFFORT TO HAVE THE DEBRIS PICKED UP AS SOON AS POSSIBLE.
THIS

ONLY
APPLY ~.T~REES, TREE LIMBS, PALM FRONDS, ETC., AND NOT SUCH ITEMS AS REFRIGERATORS AND THE
LIKE. IT WILL PROBABLY'B~ NECESSARY TO HIRE ADDITIONAL PEOPLE ON A PART TIME BASIS TO HELP WIHT THIS
PROJECT. THE MATTER WI~iBE STUDIED TO DETERMINE THE LEAST EXPENSIVE WAY TO DO iT. MAYOR FLOOD ASKED THE
CITY ATTORNEY FOR HIS OPINION - UNDER THE PRESENT EMERGENCY, CAN HE BE AUTHORIZED TO PURCHASE A TRUCK WITHOUT
GOING THROUGHT THE NORMAL PROCEDURE OF ADVERTISING FOR BIDS? MR. VOCELLE WILLCHECK INTO THIS.
IN THE MEANTIME, MOTION WAS MADE BY COUNCILMAN GASS THAT THE COUNCIL DETERMINE, BECAUSE OF THE HURRICANE
DAVID AND THE WINDS AND THE DEVASTATION THAT IT MADE WITHIN THE CITY OF SEBASTIAN AND, FUTHER, BECAUSE OF
THE BASIS OF THE EMERGENCY NATURE OF ITS DEBRIS AND THE HEALTH AND FIRE HAZARDS, THAT THE COUNCIL DEEMS AND
DETERMINES THAT THIS iS AN EMERGENCY MATTER AND THAT THE COUNCIL DIRECT THE MAYOR TO SPEND UP TO WHATEVER
UNDS ARE NECESSARY~ T~,~:PURCHASE A DUMP TRUCK TO SATISFY THE CLEANING UP OF THE DEBRIS BECAUSE OF THE
PROBLEM, IF THE CITY ATTORNEY FF_~LS THAT BECAUSE OF THE NATURE OF EMERGENCY iT CAN BE DONE WITHOUT
