Those answering roll call were Mayor Roberts,Pres.ident Middleton,Councilman Sembler,Stevenson,Letohworth and Anderson. Minutes of the Regular meeting of August ~nd and special called meeting of August ~lst.were read and approved. Bills to the amount of $294.58 after being aproved by the finance committee were ordered paid on motion by Councilman Sembler and seconded by Councilmamn Letchworth ¢ouncilman/qchairmen of the Street and Alley 0ommittee reported the City Dump needed a bull-dozer to push rubbish that had aceumllated at the edge of the dump into the pit and then have more space made with drag line so trucks ~an get to the edge and deposit the rubbish without depositing it on the road way. The Clerk was then instructed to write a letter to Mr Carter to have the ~,eccessary work donee Clerk was instructed to write to the ~.E.C.Ry account of ordinance as the City Attorney being out of town and the necoessary papers being in his possession nothing could be done until Mr Mitchell returned which would be on or soon after ~ep't 1~,1949. Advertising for the City in conjunction with the Sebastian Inlet and sending posters to out of Town and State friends was held. up account of cut to be made for the said folders. Mayor Roberts suggested the Clerk ~rit® letter to the Charles L.Futch Post American Legi. Auxiliary thanking them for their Civic Intrest,especialy in cleaning up ~he River front. Clerk was instructed to write letter of authority to the Florida Power and Light to move electric light pole or set new one at the School House as the one set there by the Light Co is too far east of the entrance and does not give the light required. Mayor Roberts read application for position on the Police force presented by Mr ~ohn R.Nash of Lowell Mass.0n motion by Councilman Anderson and seconded by Councilm~ Sembler that the City accept same and put on file untilsuoh time l~ould~;necessltate putting another Officer on duty.carried'. On motion by Councilman Sembler and seconded by Councilman Letohworth the City buy two ?00-20 10 ply n~tmber tires for the Fire truck. Clerk was instructed to check dealers for low price, carried. Minutes of meeting of September 6th.were read and approved. Councilman Sembler Chairman of Street and Alley Committee in his report to the Council asked that the City Clerk contact Mr Carter as to oiling Louslana Ave as was promised in 1946 when the street was repaired. The Clerk was instructed to get prices on Good Year and Atlas tires far the Fire Truck to compare with the prices received by The I~irestome and Amaco. Councilman Letchworth Chairman of the SanAtary Committee intrduced an ordinance entitled Sanitary Ordinance number 116 of Sebastian Florida. An 0rdinanoe providing minimum requirements for sewage disposal in the City of Sebastian,Florlda.;Providing that all sewage in the said City Which Shall be com- posed in whole or in part of excretions from the human body shall be discharged into Septic Tank oonstruct~du.and maintained, and the effulent therefrom disposed of, Ail in accord with and as provided by chapter five of the Florida State Sanitary Code as adopted by the l~lorlda State ~oard of Health on ~e~ruary 10 ,1948 , and as the same may be hereafter modified that all provisions for the disposal of sewage dontaining in whole or in part excretions from the human body which shall be made subsequent to the effective date of thisbordinanle shall be as required of this ordinance; Providing that all provisions now existing in the City of Sebastian .... for the disposal of sewage containing in whole or in part excretio~s from the h~.mn body shall be ohangedor modified or constructed or reconstructed so that the same shall conform wlth the provisions and requirements of this ordinance by July 1,1950. or prior thereof; Prohibiting the maintananoe within the City of Sebastian ,~lorida of any system for the disposal of sewage contaunlng in whole or part excretions from the human body contrary to the provisions of this ordinance; PrecribA~i,g~:,:p~ualties for the violation of this ordinance; And for other purposes. The above 0rdlnanoe was read the first time in fUll;upon uninamous consent of the Council, said ordinance was read the seco nd time by title only; There being no amendments,upon uninamous consent of the Council,said Ordinance was read the third time by title only.. Being put u pon final passage,the ordinance received the following vote. Ayes.: 0oumeilmen Mlddleton Sembler Stevenson hetohworth,and Anderson Nays: None The above 0rdinanoe .,declared adopted by the ~Ity Council,was approved by the Mayor and filed by the Clerk,and numbered 116. After the acceptance of abowe Ordinance o.ouncl~man 5embler moved ~hat no~ce be put in the Press Yournal for one issue.Said motion seconded by Councll~mn Let chworth. ~t was moved by vounoilman ~te~enson and seconded by ~ounoilman Anderson,that the City ~urohase lot 7 with building of the ~iardee Subdivision ~ for the sum of four hundred dollars.Motion carried.
