He requested that Chief White be permitted to address City Council on a position reclassification. 4. STAFF BUDGET PRESENTATION REVENUE OVERVIEW EXPENDITURE OVERVIEW CAPITAL IMPROVEMENT PROGRAM OVERVIEW The Finance Director distributed additional backup (see attached Exhibits C and D) to City Council and audience members and gave an overview of revenues and expenditures and a brief overview of capital improvements. He said capital improvements will be addressed in greater detail at a workshop next month. Mayor Cartwright opened the public hearing at 7:29 p.m. and the City Attorney read Ordinance No. O-96-29 for the first time by title only. The Chief of Police distributed documentation showing current and proposed flow charts (see attached Exhibit E) for the Police Department and requested the reclassification of one sergeant to a new lieutenant position and moving an officer to fill the sergeant position. Sal Neglia, 461 Georgia Boulevard, Sebastian, questioned the need for fencing in the Central Garage. The City Manager responded that the fence will decrease the likelihood ofthet~ and protect the city's liability. The Finance Director noted the fence is in the current budget. 4 /pecial City Council Meeting udget Hearing September 6, 1996 Page Five Tut Connolly, 149 Kildare Drive, Sebastian, suggested four sergeants and one new lieutenant position. TAPE I - SIDE II (7:50 p.m.) Mr. Connolly continued, handing out a flyer regarding the discomfort of audience seating and requesting new chairs. Discussion took place on source of funds. J.W. Thompson, 125 Main Street, Sebastian, questioned the employee distribution form submitted by the Finance Director at the beginning of the meeting, noting a need for correction for the reclassification of the City Planner to Community Development Director. The City Manager said a correction would be made. Bob Freeland, 733 Wentworth Street, Sebastian, questioned the reduction in reserves and the Finance Director explained that all of the fund balance need not be reflected in the budget unless needed to balance expenditures and revenues. Mayor Cartwright closed the public hearing at 8:10 p.m. It was the consensus of City Council to concur with Chief White's request for reclassification of a sergeant to lieutenant. Mayor Cartwright suggested increasing the amount budgeted for council chairs from $2300 to $5000, keep the chairs it has, reshape the council dais and purchase new chairs for audience members. Discussion followed as to whether those chairs can be purchased with capital funds. The City Manager said in-house costs will be added to the overall cost when undertaken and that he could give Council a budget adjustment at the next hearing. It was the consensus of City Council to concur with the Mayor's recommendation. MOTION by Halloran/Damp I move to adopt a tentative budget and accept the first reading of Ordinance 0-96-29; publish the appropriate budget ad on Saturday, September 14, 1996; and set the final public hearings on budget for Wednesday, September 18, 1996 at 7:00 p.m. at City Council Chambers. The City Council may amend the tentative budget and reduce (but not increase) the proposed millage rate. If the City Council changes the tentative millage rate, then the following steps must be followed: re-compute the proposed rate publicly announce the percent, if any, by which the re-computed rate is less than the rolled-back rate (which percentage shall be characterized as the percentage decrease in property taxes tentatively adopted by the City Council). In this first public hearing, the first substantive issue to be discussed shall be: the percentage change in the millage over the rolled-back rate, and the City Council shall hear comments regarding the millage rate and explain the reasons for the change from the rolled-back rate The public shall be allowed to speak and to ask questions prior to adoption of the proposed millage rate. The City Council shall adopt its millage rate prior to adopting its budget by separate motions. Directly supervises and evaluates Police Sergeants and other subordinate sworn or civilian personnel. Responsible for the overall efficient and effective operations within assigned division. Plans and coordinates divisional activities with other units within the department to ensure a focused effort of assigned resources toward accomplishment of the department's overall mission and goals. Takes complaints and initiates the disciplinary process, within prescribed procedures. May serve as a department representative in governmental and public meetings. May personally direct police field operations and investigations and assumes command of police operations in the absence of higher authority. Work in this class, although managerial, may also require the performance of regular law enforcement duties. Reports directly to the Police Captain. ~XAMPLES OF WORK: Commands either the Patrol or Support Services Division. Directs, supervises and evaluates subordinate personnel. Confers with superior officers and makes improvement and policy "recommendations. Implements corrective action, immediately, if necessary. Attends meetings and may serve as a department representative on committees, task forces, etc. Takes, investigates and responds to complaints from the public or other sources. Makes periodic inspections of assigned personnel, property and equipment to ensure compliance with departmental regulations. May personally handle police incidents and conduct investigations, including internal investigations. Initiates routine disciplinary action and refers cases involving potentially serious disciplinary action to superiors. Resolves day to day problems and conflicts. Assumes command of police incidents, upon arrival. Communicates orally or in writing with superiors, subordinates, the public and the news media. May conduct traffic stops, issue citations or warnings, make arrests and perform other law enforcement duties, as necessary. Work can involve emergency situations, danger and the potential for personal injury. KNOWLEDGE~ SKILLS AND ABILITIES: Must have ability to effectively supervise and direct the ~ork of subordinate employees. Working knowledge of Police organization, management and General Orders. Knowledge of applicable Florida Statutes, constitutional law, rules of evidence, municipal ordinances and other rules, regulations and investigative techniques and processes. Ability to both supervise and\or perform most types of police work and investigations. Must possess excellent oral and written communications skills, good management abilities, interpersonal skills, be decisive, have good perception, judgement and organization skills, planning and leadership ability. Page 2 of 2 ?ROMOT~QNAL REQUIREMENTS: Full time officers meeting each of the criteria listed below shall be eligible to participate in the promotional examination process: me Must be physically and mentally able to perform all essential functions in any of the assignments in the rank of Police Lieutenant, and; Shall have served at least two (2) continuous years as a full time Police Sergeant with the Sebastian Police Department, and; Shall have at least five (5) years experience as a full time law enforcement officer, and; Shall have a minimum overall rating of "satisfactory" on performance evaluation(s) for a minimum of twelve 12) months immediately preceding eligibility for promotion, and; Shall not have had any serious disciplinary action (suspension, demotion or termination proceedings), or' Written Reprimands, for a minimum of twenty-four (24) months immediately preceding eligibility for promotion, and; Must possess and maintain a valid Florida Drivers License and Florida CJSTC Law Enforcement certification during employment in this class. Shall successfully complete a Probationary Period of six (6) months following promotion and attain an overall rating of "satisfactory" or higher on the end of probation performance evaluation, prior to attaining permanent status in the position.
