THE DEPUTY CITY CLERK READ THE NOTICE OF PUBLIC HEARING AS IT APPEARED IN THE VERO
BEACH PRESS JOURNAL, AUGUST 21 AND 28, 1983, TO CONSIDER THE ADOPTION OF AN ORDINANCE
OF THE CITY OF SEBASTIAN, FLORIDA, ADOPTING A SERVICE AVAILABILITY POLICY AND A
SCHEDULE OF FEES FOR PLANT CAPACITY, LINE EXTENSION FOR WATER AND SEWER CUSTOMERS OF
GENERAL DEVELOPMENT UTILITIES, INC., PROVIDING AN EFFECTIVE DATE; REPEALING CONFLICTING
ORDINANCES.

THE EXISTING ORDINANCE, THE STANDARD WATER AND SEWER CONNECTION FEE WOULD BE $1,025.00
AND NEW CUSTOMERS CONNECTING TO TH~ME WATER SYSTEM WOULD PAY $2,492.00.
MAYOR FLOOD STATED THAT HE WOULD ~'0~ ENDORSE THE ORDINANCE UNTIL IT WAS REWORKED, SINCE
MANY RESIDENTS ALREADY PAID A $1,C00.00 C~NECTION FEE 20 YEARS AGO THROUGH THEIR
ORIGINAL LAND CONTRACT AND HE DID NO? ~EE~ THEY SHOULD BE CONSIDERED NEW CUSTOMERS AND
BE CHARGED AN ADDITIONAL FEE.

YEARS AGO WOULD BE CONSIDERED NEW CUSTOMERS AND RECOMMENDED THAT THIS ORDINANCE BE
TABLED UNTIL IT COULD BE RESOLVED. HE FELT THE CITY COULD BE PUTTING ITSELF IN LEGAL
JEOPARDY IF THIS ORDINANCE IS ADOPTED.
COUNCIL MEMBERS ALSO WERE IN AGREEMENT NOT TO ACT ON THE ORDINANCE AND QUESTIONED WHY
GENERAL DEVELOPMENT UTILITY IS BEHIND IN THE INSTALLATION OF WATER AND SEWER CONNECTIONS
IN UNITS #14, 15, 16 & 17. ACCORDING TO THE CONTRACT AGREEMENT WITH GENERAL DEVELOPMENT
UTILITY, MR. KISELA STATED THAT WATER AND SEWER WOULD BE AVAILABLE BY DECEMBER 31, 1983.
MOTION BY COUNCILWOMAN MCKINLEY, SECONDED BY COUNCILMAN SZELUGA, THAT THIS ORDINANCE
BE TABLED.
