COUNCILWOMAN MCKINLEY POINTED OUT THAT IN THE MINUTES OF PUBLIC HEARING AND SPECIAL MEETING ~ 1980-91 BUDGET -AUGUST 13, 1980, A MISTAKE WAS MADE ON THE 3RD PAGE, LAST MOTION READ: MOTION BY COUNCILMAN OBERBECK, SECONDED BY COUNCILMAN OBERBECK. SHOULD READ: SECONDED BY COUNCILMAN GASS. VICE MAYOR GRAY ALSO POINTED OUT THAT HIS ATTENTION HAD BEEN BROUGHT TO THE FACT THAT IN THE VERBATIM MINUTES OF THE REGULAR COUNCIL MEETING OF AUGUST 11, HIS NAME HAD INADVERTENTLY BEEN LEFT OUT WHEN PERMISSION WAS GRANTED BY THE COUNCIL TO BRING UP ON THE FLOOR THE REQUEST OF COUNCILWOMAN McKINLEY FOR THE RESIGNATION OF THE FORMER CITY CLERK. VICE MAYOR GRAY WISHED TO GO ON RECORD AS HAVING BEEN IN AGREEMENT WITH THE REST OF THE COUNCIL. MOTION BY VICE MAYOR GRAY, SECONDED BY COUNCILWOMAN McKiNLEY, TO APPROVE WITH CORRECTIONS THE MINUTES OF PUBLIC HEARINGS 8/6/80, REGULAR COUNCIL MEETING 8/11/80, PUBLIC HEARING AND SPECIAL MEETING PROPOSED 1980-81 BUDGET 8/13/80, PUBLIC HEARING 8/20/80, REGULAR COUNCIL MEETING 8/20/80. CARRIED. MAYOR FLOOD STATED THAT HE WAS VERY DISSATISFIED WITH~ONES INTERCABLE. THE 60 DAYS HAS EXPIRED DURING WHICH TIME THEY WERE SUPPOSED TO START LAYING CABLE. MAYOR FLOOD EXPECTS TO MEET WITH THE DISTRICT MANAGER SOME TIME THIS WEEK AND WILL REQUEST THAT A REPRESENTATIVE OF JONES INTERCABLE ATTEND THE NEXT COUNCIL MEETING ON SEPTEMBER 17. MAYOR FLOOD ANNOUNCED THAT A PUBLIC HEARING WILL BE HELD AT THE NEXT COUNCIL MEETING ON iAEPTEMBER 17. STER FIBERGLASS PRODUCTS ADVISING THEM gH~%~ THEY H;VB NO~UI~ED UP TO THE TERMS OF THEIR LEASES. THE AIRPORT ADVISORY BOARD WOULD LIKE TO HA%~ THES~ ~EASES DISSOLVED SO THEY COULD INSTALLED, ONE AT THE COMMUNITY CENTER AND ONE AT THE TENNIS COURTS. NEW GUTTERS AND LEADERS HAVE BEEN INSTALLED ON THE COMMUNITY CENTER. ~O~AND RECREATION FACILITY AT THE FOOT- BALL FIELD IS ABOUT 90% COMPLETED. RANDY JOACHIM OUTLINING WHAT THE SEBASTIAN CEMETERY ASSOCIATION IS PREPARED~-,~FF~THE CITY DURING 1980-81, CONTINGENT UPON THE UNOBSTRUCTED USE OF THE COMMUNITY CENTER IN CONDUCTION WEEKLY BINGO GAMES. THE BUILDING OFFICIAL REPORTED THAT 52 SINGLE FAMILY HOMES WERE CONSTRUCTED IN AUGUST FOR A TOTAL VALUE OF $2,373,600. TOTAL CONSTRUCTION FOR THE MONTH WAS $2,475,666. PERMIT FEES WERE $10,688.50. TOTAL CONSTRUCTION TO DATE AMOUNTS TO $13,421,060.20. ~ND TOTAL PERMIT FEES $67,454.82. CUMMINS REPORTED THAT 343 COMPLAINTS WERE HANDLED BY THE POLICE DEPARTMENT DURING THE OF AUGUST, NOT INCLUDING TRAFFIC STOPS. MR. WEHR REPORTED THAT THE STREET DEPARTMENT WORKED A TOTAL OF 1720 HOURS. EXPENDITURES AMOUNTED TO $2400. MR. LANCASTER REPORTED THAT AT THE END OF AUGUST, 1980, OUR REVENUE HAS BEEN $876,397.37 AND EXPENDITURES HAVE BEEN $689,828.51. SINCE THE STREET DEPARTMENT HAS RUN OVER A LITTLE, BUDGET WISE, DUE TO SAND SEALING AND PAVING ROADS, MR. LANCASTER REQUESTED THE COUNCIL TO CONSIDER ADOPTING A RESOLUTION THAT $45,000. IN THE GENERAL DEVELOPMENT CORPORATION ROAD AND MAINTENANCE FUND BE TRANSFERRED TO THE GENERAL FUND OF THE CITY. THIS RESOLUTION WILL BE CONSIDERED AT THE MEETING ON SEPTEMBER 17. MR. LANCASTER BROUGHT UP ANOTHER QUESTION ABOUT GENERAL DEVELOPMENT CORPORATION FUNDS, ESPECIALLY IN THE CONSIDERATION OF ALLOCATED AND UNALLOCATED SURPLUSES, AS TO WHETHER OR NOT INTEREST EARNED ON THAT MONEY SHOULD BE KEPT iN THAT FUND OR PLACED IN THE GENERAL FUND. VICE MAYOR GRAY STATED THAT HE THOUGHT THAT AT THE BUDGET MEETING IT HAD BEEN APPROVED TO PUT IT IN THE GENERAL FUND FOR NEXT YEAR. THERE FOLLOWED A BRIEF DISCUSSION ON THE BUDGET AND THE DATES WHEN THE PUBLIC HEARING COULD BE HELD. IT WAS AGREED THAT A SPECIAL MEETING TO DISCUSS EMPLOYEES' WAGES WOULD BE HELD AT 5:30 P.M. ON SEPTEMBER 17. G~EG GOLIEN REPORTED THAT THE PLANNING AND ZONING COMMISSION APPROVED THE SITE PLAN FOR A MINI WARE- HOUSE IN THE VICINITY OF STATE ROAD 512 AND THE RAILROAD. MINUTES OF REGULAR COUNCIL MEETING - SEPTEMBER 8, 1980 PG 2 .ROBERT LLOYD, CITY ENGINEER, STATED THAT ABOUT A MONTH AGO AND MAYOR FLOOD AND THE HE IEPRESENTATIVES OF GENERAL DEVELOPMENT CORPORATION HAD A MEETING. GENERAL DEVELOPMENT COR- IORATION HAD SUBMITTED SEWAGE PLANS FOR UNIT 16 WHICH SHOWED THE SEWER LINES LOCATED IN THE CENTER OF THE ROAD AND MR. LLOYD CONCURRED WITH THIS. HOWEVER, WHEN MR. LLOYD CHECKED CON- STRUCTION THAT HAD BEEN STARTED WITHOUT HIS KNOWLEDGE, HE FOUND THAT ALL THE SEWER LINES HAD BEEN MOVED OVER TO THE EDGE OF THE PAVEMENT. IT WAS AGREED THAT THE SEWERS THAT HAD ALREADY BEEN CONSTRUCTED WOULD BE ALLOWED TO REMAIN, BUT ~IR. LLOYD RECOMMENDED THAT ANY FUTURE SEWERS BE CONSTRUCTED IN THE CENTER OF THE STREET. MOTION BY VICE MAYOR GRAY, SECONDED BY COUNCILMAN OBERBECK, THAT ALL FUTURE SEWER LINES SHOULD BE LOCATED IN THE MIDDLE OF THE STREET. LLOYD AGREED, BUT ADDED THAT HE MIGHT HAVE A BETTER REPORT AT A FUTURE MEETING. MAYOR FLOOD STATED THAT HE IS STILL WORKING ON SOME STATISTICS WHICH HE WILL SEND ALONG WITH A LETTER PROTESTING THE SITE CHOSEN FOR THE NEW POST OFFICE. MOTION BY COUNCILMAN GASS, SECONDED BY COUNCILMAN OBERBECK, TO TABLE UNTIL SEPTEMBER 17 THE DIS- CUSSION ON LENGTH OF TERMS FOR VARIOUS COMMITTEE MEMBERS. CARRIED. MR. JOHN VAN ANTWERP BROUGHT TO THE COUNCIL FOR THEIR CONSIDERATION A REQUEST TO PROCEED WITH THE GOLF COURSE ON THE BASIS OF A REVENUE BOND OR A BOND ANTICIPATION NOTE FROM THE REVENUES FOR THE FUNDING OF THE GOLF COURSE. THE GOLF COURSE COMMITTEE RECOMMENDED THAT THE BOND OR THE NOTES BE APPLIED FOR ON A LIMIT OF 9% WITH THE CONTINGENCY TO ASK FOR BIDS TO BE SURE THAT IT WOULD COME IN WITHIN THE AVAILABLE FUNDS WHICH IS GOING TO BE BETWEEN $1,110,000. OR $1,120,000. BEFORE BIDS CAN BE PUT OUT, IT IS NECESSARY TO HAVE A SET OF PLANS AND FIR. VAN ANTWERP ADVISED THAT MR. CHARLES ANKROM IS AGREE- ABLE TO GIVING US A SET OF PLANS FOR $40,000. $20,000. WOULD BE PAYABLE IN ADVANCE AND THE OTHER 000. WOULD BE ON A CONTINGENCY BASIS. THE GOLF COURSE COMMITTEE IS GOING TO TRY RAISE THE $20,000. THE SECOND $20,000.
