PRESENT: VICE MAYOR YATES, COUNCILMEN JAMES C. KINARD, CLIFFORD HOOSE AND PAT FLOOD, JR.~
AND MAYOR CRAGG.
MINUTES OF PUBLIC HEARING OF AUGUST 12, 197~ AND MINUTES OF REGULAR MEETING OF THE SAME DATE
WERE APPROVED AS READ~
MOTION BY VICE MAYOR YATES, SECONIED BY COUNCILMAN HOOSE~ TO PAY AUGUST BILLS IN THE AMOUNT OF
$6~98.83. CARRIED.
VICE MAYOR ]fATES REPORTED ON THE PROGRESS OF THE COMMUNITY BUILDING. DESPITE PROBLEMS ENCOUNTERED
WITH EELIVERY OF THE FRENCH DOORS~ HE STILL HOPES TO HAVE THE BUILDING COMPLETED WITHIN THE NEXT
30 DAYS. FOR ANYONE WHO HAS NOT P~E,N DOWN THERE TO SEE THE BUILDING~ HE COMMENTED~ IT IS QUITE
A BUILDING.
VICE MAYOR YATES THANKED THE CITY FOR ITS EXCELLENT SUPPORT OF THE ELEMENTARY SCHOOL "Y" FOOTBALL
TEAM~. THE TURNOUT WAS GOOD AND TWO TEAMS HAVE ~N FOR~D~ ONE FROM THE 1st TO 3rd GRADES AND
ONE FROM THE ~th TO 6th GR~DR, S. ABOUT AD BOYS ARE INVOLVED. THE TEAMS WILL HE COMPETING WITH
OTHER '~" TEAMS AND ARE NOT CONNECTED WITH THE COUNTY OR VER0 BEACH. PRACTICE WILL BE HELD
EVENINGS AT THE SCHOOL YARD UNTIL THE TEAMS SHAPE UP AND GAMES WILL HE PLAYED AT VERO ON SATURDAY MORNINGS.
A PRACTICE GAME WILL HE PLAYED THIS SATURDAY.
COUNCILMAN KINARD ASKED TO DISCUSS THE PENSION PLAN FOR CITY EMPLOYEES AT A LATER DATE. HE DGES
NOT HAVE SUFFICIENT INFOR~TION AT THIS TIME TO BRING IT ~EFORE THE COUNCiLe
COUNCILMAN HOOSE ASKED TO DELAY DISCUSSION ON THE PROPOSED ORDINANCE ON CEMETERY RULES AND
REGULATIONS UNTIL THE NEXT MEETING.
COUNCILMAN HOOSE BROUGHT THE COUNCIL UP TO DATE ON ACTIONS TAKEN SO FAR ON THE CENTENNIAL +
10 PROGRAM. A MEETING OF REPRESENTATivES OF THE VARIOUS ORGANIZATIONS IN TOWN WILL HE HELD AT
CITY HALL ON MONDAY, SEPT. 30, AT 7:30 P.M. TO GIVE THE CENTENNIAL COMMIT~ A PROGRESS REPORT.
COUNCILMAN FLOOD REPORTED BRIEFLY ON NEGOTIATIONS TO DATE ON THE PROPOSED PURCHASE OF THE CUTSHAW
PROPERTY LOCATED AT THE FOOT OF MAIN STREET. HE WILL VISIT TALLAHASSEE NEXT NEDNESDAY TO DISCUSS
FURTHER PLANS FOR THE MARINA TO BE BUILT IN THE PARK AREA ALONG THE RIVER.
COUNCILMAN FLOOD ~ET WITH MR. PARKS, DIRECTOR OF PARKS & EEC FOR VERO BEACH AND INDIAN RIVER
COUNTY, TO DISCUSS PLANS FOR A RECREATIONAL PROGRAM FOR THE CITY OF SEBASTIAN. THE COUNTY
HAS MADE A COUNTY-WIDE SURVEY OF RECF~TIONAL FACILIT]]~S AND WILLy AT OUR REQUEST, BREAK OUT
THAT PORTION PERTAINING TO THE CITY WITHOUT ANY COST TO US. COUNCILMAN FLOOD FEELS THAT THIS
SHOULD HE LOOKED iNTO BEFORE DECISION IS MADE TO ACCEPT THE YM3A PROPOSAL TO MAKE A SURVEY FOR
THE CITY AT A COST OF $500. THE Y~A PLAN WAS PRESENTED TO THE COUNCIL AT THE SEPTEMBER ATH
WORKS HOP MEE TING.
THE POLICE CHIEF REPORTED 1Al COMPLAINTS ANSWERED IN AUGUST, NOT INCLUDING TRAFFIC STOPS.
MAYOR CRAGG ANNOUNCED THE RESIGNATION OF MR. SWANSON AS BUILDING INSPECTOR AND INTRODUCED
HIS SUCCESSOR, MR. ALIEN MUMM.
MR. MUMM READ THE BUILDING REPORT COMMENTING THAT AUGUST WAS ONE OF THE SLOWEST MONTHS FOR THE
YEAR IN NEW CONSTRUCTION. THERE ~ NO NEW RESIIENTIAL OR COMMERCIAL BUILDINGS~ AND ADDITIONS
AMOUNTED TO $5162.00.
MAYOR CRAGG WAS PLEASED THAT THE CONSTRUCTION PERMITS FOR THIS FISCAL YEAR HAD REACHED THE $1,000,000
MARK~ STATING THAT SEBASTIAN IS STILL GROWING BUT AT PRESENT AT A MUCH SLOWER PACE.
MRS. META CHESSER BOLINGER REQUESTED A CHANGE iN ZONING FROM M-1 INDUSTRIAL TO R-1-M AND A
VARIANCE ON LOT 1, BLOCK 9, HAREEE'S ADDITION. THE REQUEST FOR ZONING CHANGE WILL BE FORWARDED TO
THE PLANNING & ZONING COMMISION PRIOR TO SUBMISSION TO THE VARL~NCE BOARD.
THE ROSELAND PROPERTY OWNERS ASSOCIATION, INC. FORWARIED A LETTER OF CONGRATULATIONS TO THE CITY
ON ITS ll3TH ANNIVERSARY.
THE TWO-MAN SUBMARINE DISCUSSED AT THE PREVIOUS COUNCIL MEETING IS NO LONGER AVAILABLE TO THE
CITY HECAUSE OF A TIME LAPSE.
MAYOR CRAGG DECLARED A FURTHER MORATORIUM ON THE FLOWER SITUATION AT THE CITY CEMETERY UNTIL THE
NEW ORDINANCE ON CEMETERY RULES & REGULATIONS IS PASSED.
MAYOR CRAGG ANNOUNCED HE WILL CALL A SPECiAL BUDGET ~EETING AT CITY HALL WITHIN THE NEXT COUPLE
OF WEEKS.
iN RESPONSE TO A REQUEST FROM THE NATIONAL SOCIETY OF THE DAUGHTERS OF THE AMERICAN REVOLUTION AT
VERO ~EACH~ MAYOR CRAGG WILL ISSUE A PROCLAMATION ANNOUNCING WEEK OF SEPTEMBER 17-23 AS
"CONSTITUTION WEEK" CELEBRATING THE 187TH ANNIVERSARY OF THE CONSTITUTION.

COUNCILMAN KINARD SUBMITTED THREE VACATION PLANS FOR THE COUNCIL'S CONSIIERATION IN LIEU OF
THE VACATION PLAN NOW IN EFFECT. THE THREE PLANS WERE READ AND DISCUSSED. COUNCIL AGEEED
THAT PlAN #2 WOULD BE THE MOST EESIRABLE.
AFTER OBJECTION BY THE POLICE CHIEF THAT THE NEW PlAN WOULD TAKE AWAY CERTAIN MENEFITS FROM
HIS MEN WHO WERE HIRED UNRER THE CURRENT PLAN, MAYOR CRAGG STATED THAT THOSE HIKED BEFORE
THE PASSAGE OF THIS NEW PLAN WOULD BE GRANDFAT}~D UNTIL THEY BECOME ELIGIBLE FOR ADDITIONAL
DAYS AS ALLOWED UNBER THE NEW PLAN.
MAYOR CRAGG VOICED OBJECTION TO THE CURRENT POLICY OF CITY EMPLOYEES BEING ABLE TO TAKE PAY
IN LIEU OF VACATION TIME.
MOTION BY VICE MAYOR YATES TO ADOPT THE FOLLOWING PLAN FOR ALL EMPLOYEES HIRED AFTER
SEPTEMHER 10, 197~:
AFTER 1 YEAR (365 DAYS FROM ANNIVERSARY DATE OF EMPLOYMENT) - 10 WORKING DAYS' VACATION.
ONE THRU FIVE YEARS - 10 WORKING DAYS' VACATION.
AFTER COMPLETION OF THE 5TH YEAR, ONE EXTRA DAY TO ME ADIED FOR EACH ADDITIONAL YEAR WORKED
UNTIL A MAXIMUM OF 20 DAYS IS REACHED AT THE END OF 15TH YEAR.
ALL EMPLOYEES WILL BE PERMITTED TO ACCUMULATE A MAXIMUM 30 DAYS VACATION TIME.
ALL PRESENT EMPLOYEES WILL CONTINUE THE VACATION PLAN UNIE~R WHICH THEY WERE HIRED UNTIL THEY ACCUMULATE
ENOUGH SERVICE TO BENEFIT FROM THE NEW PLAN. SECONIED BY COUNCILMAN FLOOD. CARRIED.
MR. VOCEIJE, CITY ATTORNEY, REPORTED ON THE PROGEESS OF THE NEW TREE ORDINANCE STATING THAT HE
HOPED TO HAVE THE ORDINANCE READY FOR THE COUNCIL'S REVIEW AT THE NEXT MEETING.
COUNCILMAN HOOSE ASKED TO IELAY REPORTING ON THE PROGRESS OF THE STORAGE BUILDING AT 'THE. CEMETERY
UNTIL THE NEXT MEETING. ~

LOCATION SO IT IS NOT AT,'A JUNCTION OF THE STREET. CARRIED.
MR. KOHL, A MEMBER OF THE INDIAN RIVER COUNTY COUNCIL FOR AGING~ INC. PEESENTED A RESOLUTI~N
WHICH THE BOARD OF COUNTY COMMISSIONERS HAD FORWARIED TO THE DIRECTOR OF ADMINISTRATION,
TALLAHASSEE, ASKING THAT THE INDIAN RIVER COUNTY COUNCIL FOR AGING, INC. CONTINUE TO BE GROUPED
WITH ST. LUCIE, MARTIN, OEEECHOBEE AND PALM HEACH COUNTIES IN REGION iOA AND NOT HE REGROUPED
WITH REGION 6 (EAST CENTRAL FLORIDA DIVISION) WHICH INCLUIES LAKE, VOLUSIA~ SEMINOLE, ORANGE,
BREVARD AND OSCE[EA COUNTIES. GEOGRAPHiCALLY IT IS MUCH MORE ECONOMICAL AND EFFICIENT IN TER~
OF TRAVEL~ COMMUNICATIONS~ CG~H~ENIENCE AND GENERAL EXPENSES FOR THE PERSONNEL OF THE INDIAN RIVER
COUNTY COUNCIL TO OPERATE IN FORT PIERCE RATHER THAN IN ORLANDO.
MAYOR CRAGG READ THE RESOLUTION AND ASKED FOR COUNCIL ACTION.
MOTION BY COUNCILMAN FLOOD, SECONBED BY COUNCILMAN HOOSE, TO REVISE THE EESOLUTION AS READ TO
INCLUIE THE CITY'S NAME AND TO FORWARD IT TO THE PROPER AUTHORITY. CARRIED.
MAYOR CRAGG OUTLINED THE Y/~A'S PROPOSAL TO COMPLETE A SURVEY OF THE SEBASTIAN AREA FOR A RECREATIONAL
PROGRAM. THE COST FOR SUCH A SURVEY WOULD BE $500. AFTER DISCUSSION, COUNCILMAN KINARD MOVED
TO TABLE THIS PROJECT UNTIL COUNCILMAN FLOOD IS ABLE TO CONTACT THE COUNTY OFFICIALS TO EETERMINE
WHAT THEY CAN DO TO ASSIST US IN OUR RECREATIONAL PROGRAM AND TO COME BACK TO THE COUNCIL WITH A
REPORT. SECONIED BY VICE MAYOR YATES. CARRIED.
VICE MAYOR YATES REPORTED THE BATHRO0~ AT THE LAKE HAVE BEEN BROKEN INTO AGAIN AND SUGGESTED
POSTING A $50 REWARD FOR INFORMATION LEADING TO A CONVICTION OF ANYONE DAMAGING CITY PROPERTY.
MAYOR CRAGG SUGGESTED POSTING A NOTICE ON THE DOORS OF THE RESTROOMS OFFERING SUCH A REWARD.
IN THE MEANTIME, MR. VOCELLE, CITY ATTORNEY, WILL SEARCH THE LEGALITY OF SUCH ACTION AND
REPORT TO THE COUNCIL.
MR. NICKERSON, A REALTOR REPRESENTING MRS. CUTSHAW ON THE SALE OF HER PROPERTY, WAS OFFERED
$12,OOO BY THE CITY COUNCIL AS THE PURCHASE PRICE FOR THE PROPERTY, AND HE WILL ME GIVEN UNTIL
NOON ON FRIDAY~ SEPTEMBER 13TH TO ACCEPT THE OFFER. A LENGTHY DISCUSSION FOLLOWED AFTER WHICH
MR. NICKERSON WAS ADVISED THAT IF NO ANSWER IS RECEIVED BY 12 NOON ON FRIDAY~ SEPTEMMER 13, 197~,
IT WILL BE CONSTRUED AS A REFUSAL AND THE OFFER WILL BE WITHI]RAWN.
VICE MAYOR YATES SOLICITED DONATIONS FOR THE SEBASTIAN "PANTHERS" AND ASKED THAT SUCH DONATIONS
HE MAILED TO P.O. BOX 155, SEBASTIAN. RECEIPTS WILL BE MAILED AT THE END OF THE YEAR WHEN THE
BOOKS ARE AUDITED. THIS CONTRIBUTION CAN ME USED AS A TAX REDUCTION.
