PUBLIC HEARING CALLED TO ORDER BY MAYOR PAT FLOOD, JR., AT 7:00 P.M.

THE CITY CLERK READ THE NOTICE OF PUBLIC HEARING AS IT APPEARED IN THE VERO BEACH PRESS
JOURNAL, AUGUST 30, 1981, FOR THE PURPOSE OF DISCUSSION OF POSSIBLE USE OF GENERAL
REVENUE SHARING FUNDS IN CITY HALL, SEBASTIAN, FLORIDA.
MAYOR FLOOD ANNOUNCED THAT THERE WERE COPIES OF THE PROPOSED GENERAL REVENUE SHARING
BUDGET FOR 1981 - 1982 AVAILABLE FOR THE PUBLIC TO REVIEW.
COUNCILMAN OBERBECK STATED THAT MONEY WAS ALLOCATED IN THE PROPOSED GENERAL REVENUE SHARIN6
BUDGET FOR A NEW CEILING AT THE COMMUNITY CENTER AND THAT IT SHOULD BE CHANGED TO READ
A NEW INSULATED CEILING.
MAYOR FLOOD STATED THAT THE 1981 - 1982 PROPOSED GENERAL REVENUE SHARING BUDGET WOULD BE
AN AGENDA ITEM AT THE REGULAR COUNCIL MEETING, SEPTEMBER 16, 1981, AT WHICH TIME THE DATE
WOULD BE SET FOR THE NEXT PUBLIC HEARING.

MOTION BY COUNCILMAN OBERBECK, SECONDED BY VICE MAYOR GASS, TO BRING TO THE FLOOR A DIS-
CUSSION ON INDIAN RIVER BOULEVARD. CARRIED,
MAYOR FLOOD EXPRESSED HIS FEELINGS REGARDING THE SITUATION ON INDIAN RIVER BOULEVARD AND
STATED THAT SINCE THERE IS ONLY A CERTAIN AMOUNT OF MONEY ALLOCATED FOR ROADS AND BRIDGE
MAINTENANCE HE THOUGHT IT SHOULD BE USED ON TOP PRIORITY AREAS WITHIN THE CITY AND COUNTY.
MAYOR FLOOD STATED THAT HE HAD RECEIVED STATISTICS REGARDING INDIAN RIVER BOULEVARD AND
IT WAS INDICATED THAT INDIAN RIVER BOULEVARD WAS TOP PRIORITY BECAUSE OF HEALTH SAFTEY.
AFTER READING AND REVIEWING THE STATISTICS HE FELT THAT THE MAJORITY OF EMERGENCIES COME
FROM THE WEST SIDE OF THE RAILROAD TRACK WHERE THE MAJORITY OF THE INDIAN RIVER COUNTY
POPULATION IS AND A SMALL PERCENTAGE FROM THE BEACH AREA.
MAYOR FLOOD STATED THAT THE TOP PRIORITY AREA SHOULD BE 16TH. STREET. THE CITY OF VERO
BEACH HAS PLACED A TRAFFIC COUNTER ON 16TH. STREET AND APPROXIMATELY 8,000 TO 11,000
VEHICLES ARE PASSING ON A DAILY BASIS. THERE ARE ABOUT 2,000 STUDENTS ATTENDING VERO
BEACH HIGH SCHOOL LOCATED ON 16TH. STREET AND IN 1980 - 1981, 110 ACCIDENTS HAD OCCURRED
ON 16TH. STREET. MAYOR FLOOD STATED THAT 16TH. STREET IS VERY HAZARDOUS AND THAT IT
SHOULD TAKE PRIORITY OVER INDIAN RIVER BOULEVARD.

ATTORNEY KiLBRIDE READ A LETTER FROM MAYOR TERRY GOFF, VERO BEACH, TO PAT LYONS, CHAIRMAN,
BOARD OF COUNTY COMMISSIONERS, REGARDING THE SITUATION ON 16TH. STREET. MAYOR GOFF
INDICATED THAT THE CITY OF VERO BEACH WAS NOT IN FAVOR OF WIDENING AND PAVING INDIAN
RIVER BOULEVARD AND THAT THEY FELT A PRIORITY ROAD COMMITTEE SHOULD BE ESTABLISHED ALONG
WITH OTHER MUNICIPALITIES IN THE COUNTY. THE PRIORITY COMMITTEE WOULD FORM A LIST OF
10 TO 12 PRIORITIES ON PROBLEM ROADS IN THE COUNTY AND COME UP WITH COST ESTIMATES.
A PENNY GASOLINE TAX WAS DISCUSSED AND RECOMMENDED THAT THIS TAX MONEY COULD BE USED TO
COVER AS MANY ROADS AS POSSIBLE ON THE PRIORITY LIST. THE VERO BEACH CITY COUNCIL WANTED
THIS TO BE DISCUSSED ON MONDAY, SEPTEMBER 14, 1981 AT A JOINT MEETING WITH THE COUNTY
COMMISSION.
MAYOR FLOOD RECOMMENDED TO THE COUNCIL THAT A RESOLUTION BE DRAWN UP TO FORM A PRIORITY
COMMITTEE AND TO INCORPORATE INDIAN RIVER BOULEVARD.
MOTION BY COUNCILMAN VOTAPKA, SECONDED BY VICE MAYOR GASS, TO PASS A RESOLUTION REQUEST-
ING THE COUNTY COMMISSIONER TO ESTABLISH A ROAD PRIOR~T~ COMMITTEE IN WHTCH ALL
MUNICrPALITIES IN THE COUNTY'WDULD PARTICIPATE.
