Approval of Minutes of the MPO Meeting of May 8, 2019 Action Required Chairman Auwaerter asked if there were any additions or corrections to the MPO minutes of March 13, 2019. Chairman Auwaerter stated he would like the minutes amended to reflect clarification of his statement on Page 3, Paragraph 3 — Change section to read — "that the resurfacing of the section of A-1-A between the Village Beach Market and Fred Tuerk Drive be scheduled during the off season period since the traffic backups are normally extensive." 1 F:\Community Development\Users\MPO\Meetings\MPO\2019\7-10-19\MPO 7-10-19 unapproved-thin.doc ON MOTION BY Chairman Auwaerter, SECONDED by Mr. Oftsie, the members voted (11-0) to approve the minutes of the Metropolitan Planning Organization of May 8, 2019, with the necessary amendment/correction. Status Report of Other MPO Advisory Committees No Action Required Mr. Matson gave an update on the following committees: The TAC met on June 28, 2019 and considered the Draft Community Characteristics Report and recommended that the MPO approve this document. The TAC also heard the presentation by Mr. Mike Brown, Transportation Planning Services (TPS) on 2045 Long Range Transportation plan (LRTP) Lane Use and Socio-economic Data Development. The CAC met on July 2, 2019 and considered the Draft Community Characteristics Report and recommended that the MPO approve this document. The CAC recommended a couple of businesses from the barrier island be included in the final report. The CAC also heard the presentation by Mr. Mike Brown, Transportation Planning Services (TPS) on 2045 Long Range Transportation plan (LRTP) Lane Use and Socio-economic Data Development. Authorization to Submit an Application for Section 5305(d) Transit Planning Grant Funds for FY 2019/20. Action Required Mr. Matson noted that one of the tasks. included in the MPO's Unified Planning Work Program (UPWP) is Task 3.2, Transit Planning. Mr. Matson stated that, as indicated in the UPWP, these activities will be funded primarily through a Section 5305(d) grant from the Federal Transit Administration. For FY 2019/20, the MPO will receive $78,640 in Federal funds, which will be matched with $9,830 in FDOT funds and $9,830 in local funds. The source of the local match will be a combination of the county General Fund and the Municipal Services Taxing Unit (MSTU) Fund. Mr. Matson stated there is a possibility of consolidating the Transit and Highway Planning Grant which would make them one agenda item; but for now the Transit Grant will be approved separately. ON MOTION BY Mr. Dodd, SECONDED BY Commissioner Flescher, the members voted (11-0) to approve the Authorization to Submit an Application for Section 5305(d) Transit Planning Grant Funds for FY 2019/20. 0) F:\Community Development\Users\MPO\Meetings\MPO\2019\7-10-19\MPO 7-10-19 unapproved-thin.doc Review of Progress Report and Reimbursement Invoice #3 for the 2018,/19 Local Program Administrative Support Grant. Action Required Mr. Matson stated that it is required, as part of the Transportation Disadvantaged (TD) Local Program Administrative Support Grant, that periodic progress reports and reimbursement invoices be submitted. To comply with the CTD's requirements, staff has prepared a progress report and invoice for the period from January 1, 2019 to March 31, 2019. On May 23, 2019, the TDLCB reviewed the quarterly progress report and recommended approval by the MPO. ON MOTION BY Commissioner Solari, SECONDED BY Commissioner O'Bryan, he members voted (11-0), to recommend approval of the Review of Progress Report and Reimbursement Invoice #3 for the 2018/19 Local Program Administrative Support Grant. Consideration of the Draft Communitv Characteristics Report. Action Required Mr. Matson introduced Mr. Brian Freeman of the MPO staff who gave a Power Point presentation, a copy of which is on file in the MPO office. Mr. Freeman stated that the majority of information in this report is based on data received from the 2015 report which is a midpoint range of the 2010 census and the 2020 census. Mr. Freeman expects to come back in a couple years and update the 2015 report with the 2020 data. This report is recommended by FDOT in their Administrative Handbook for MPO's as a way to .provide information and make sure programs and projects are complying with Title VI (Non-discrimination Requirements). Commissioner Solari was concerned with the vacancy rates and inquired as to when this survey is done, if it is conducted during the off-season? Mr. Freeman replied that the data collected will only reflect primary residences; seasonal residences are classified as vacant. With the information being based on the census tract, Commissioner Solari felt the census tract distorts Gifford due to Waterway Village. Commissioner Solari asked if going forward, could these areas be divided in two groups and call them traditional Gifford and Waterway Village? Mr. Freeman responded this is an excellent point and staff is currently in the process of trying a couple of different approaches in getting these separated. Commissioner Solari asked if there was anything the Board of County Commissioners could do along with the help of the NAACP? Mr. Matson stated as part of your motion, authorize the Staff Director to write a letter of support for the staffs proposed boundary change for census track in the Gifford area. Mr. Matson interjected that pages 5 and 6 breaks this information down and shows the comparison between the State and Indian River County. Ms. Justice wanted to ask how does this information affect the planning involved with Go -Line? Mr. Matson responded it is a key input in our Long Range Transportation model. He said Mr. Mike Brown will show a presentation on demographics and how it affects travel. This is critical data and the MPO tries to put a disproportionate amount of transit service in those areas where people don't own cars. ON MOTION BY Commissioner Solari, SECONDED BY Commissioner Flescher, the members voted (11-0), to recommend approval of the Consideration of the Draft Community Characteristics Report and authorize staff to put together a letter of support to the Census Bureau to amend certain census tracts. Consideration of the 2045 Long Range Transportation Plan (LRTP) Land Use and Socio- economic Data Development. No Action Required Mr. Matson presented a small Power Point Presentation on Transportation Modeling, highlighting UTMS Methodology (Urban Transportation Modeling Structure) and Gravity Modeling Trip Distribution. The slides presented how data is obtained by using the four stages of transportation planning: Trip Generation, Trip Distribution, Modal Split and Traffic Assignment. Mr. Matson introduced Mike Brown from Transportation Planning Services, Inc. (TPS) who gave an overview of this Power Point presentation (TC 2045 Zonal Data). Mr. Brown stated that an important tool in the development of the LRTP is the Travel Demand Forecast Model. Mr. Brown noted that Travel Demand Forecast Models are highly dependent on data inputs. For the 2045 LRTP, two important early steps are determining how many people are expected to live in Indian River County in 2045 (also referred to as the Population Control Total) and identifying where those people will live (also referred to as the Population Allocation). Commissioner Zorc inquired if any current or in -process annexations were taken into consideration. Mr. Brown stated we do try to build that in using parcel level data, zoning and future land use for the cities as well as the counties, and any other information we have and with the staffs help we are tweaking these figures. Due to the recent annexation in Sebastian Mr. Brown related they have bumped those figures up by a couple hundred dwelling units and a couple hundred residences. Chairman Auwaerter inquired is there was a financial incentive for St. Lucie to use the high population projection to get more transportation money from the feds or the state? Mr. Brown replied each MPO has to come up with a financially feasible plan. The MPO's have to show where the revenue stream is going to come from to pay for those new roads. Using those higher population numbers, they are handicapping themselves as they will have to come up 0 F:\Community Development\Users\MPO\Meetings\MPO\2019\7-10-19\MPO 7-10-19 unapproved - thin.doc with new taxes and new revenues. There is a down -size to using the higher number, it is much better to use the medium/more reasonable figures. Chairman Auwaerter further inquired as to the modeling of traffic around rush hour, how is that defined? Mr. Brown stated they do "time of day" modeling where the whole day is considering and not the normal morning and evening hours. There were too many fluctuations using the usual times considered rush hour. Ms. Justice inquired with each of these long range plans, have there been communities that have done some significant economic development that has skewed projections for employment and labor gains? Mr. Brown responded in the past we have done different land use scenarios, and developed different traffic zone data sets, based on redistributing the growth. There have even been charrettes to assist in determining these results. Mr. Matson further added that is why this plan is done every five years. There will be opportunities to fix this, if needed. Along those same lines, Commissioner Zorc asked if you have the BEBR number, and have an annexation pending, is that number fractionally shared that with the BEBR allocations? Mr. Brown replied, it is an allocation model that has a set copulation control total and it moves the growth around. The model does geographic distribution. Chairman Auwaerter thanked Mr. Brown for his presentation. Other Business Commissioner O'Bryan commented on the 82"d Avenue/CR 510 extension. He noted FDOT is now working on acquiring the right-of-way and the City of Sebastian is contemplating an annexation which includes the Graves Brothers land where 82"d Avenue would be extended. He expressed concern about the impact that a proposed rezoning and land use amendment that allows commercial and industrial uses along 82"d Avenue will have on the right-of-way acquisition costs of the 82"d Avenue project. Mr. McPartlan replied they are still in the early stages even though they have had the first reading on the subject. Mr. Dodd further stated that is not an unreasonable request to account for right-of-way dedication in the annexation and he will carry that concern forward to the City Planning department. Mr. Dodd asked if the north extension of 82"d Avenue is a finalized location. Mr. Matson replied he believes FDOT has the location and design concept, and then directed the question to Ms. Fasiska. Ms. Fasiska responded that she didn't have any specific details but they have a design group that is working on that project. Mr. Szpyrka stated he would like to include CR510 into this conversation also; there is a lot of annexation in the area of CR510. Mr. Dodd questioned who at FDOT is in negotiations with Graves Brothers? Mr. Szpyrka stated he would get that information and email it to Mr. E F:\Community Development\Users\MPO\Meetings\MPO\2019\7-10-19\MPO 740-19 unapproved - thin.doc Matson and he will in turn forward that to Mr. Dodd. Mr. Szpyrka further added that, in the CR510 corridor where FDOT is now in design, the location of retention ponds serving the road projects is an issue of concern. A discussion ensued regarding pond siting, design, and ROW negotiations. Mr. Jason Brown stated the County has commented on the proposed annexation, but is not in the business of telling cities whether to annex or not. The points made in the letter, to his recollection, were to serve as a provision for water and sewer, which is not the issue for the MPO really, and transportation improvements. Mr. Brown indicated the County planned on having a meeting set between county staff and city staff to talk about these thi,ngsAn early August. More urgently, the concern is the cost of the right-of-way for FDOT being.: increased by the annexation and the proposed changes in allowed land uses. He indicated.CR'510 needs to be widened as soon as possible. The more the right-of-way costs, and the more roadblocks that are put up, the longer that effort will take. Mr. Brown declared CR510 is something that serves Sebastian residents, unincorporated residents, all county residents, Fellsmere residents and people going to the island. CR510 is a significant roadway, so the concern is anything that might delay it. Commissioner O'Bryan mentioned although the MPO isn't scheduled to meet until September, due to the importance of this and in the interest of good communication, asked the Board to consider having an August meeting specifically for this issue. Chairman Auwaerter questioned what is this body going to accomplish on this subject that can't be done communication -wise between the two staffs, our Public Works Director and Jason Brown? Commissioner Adams replied that she felt it was important for the elected officials to communicate with each other. Mr. Dodd stated this is a forum where that could take place; we would otherwise have to have a workshop and announce it. Commissioner O'Bryan said this is an easy way this could take place. There won't be any voting so you won't need to have a quorum. Mr. Matson said he will have to advertise and tentatively set the meeting up, and should it get worked out at the staff level before that, or if it is decided a meeting should come later in the process, we could cancel the meeting. This might be a provisional way to move forward. ON MOTION BY Commissioner O'Bryan, SECONDED BY Mr. Oftsie the members voted (11-0), to authorize MPO Staff to schedule a meeting, at the convenience of most MPO members, to discuss the Sebastian annexation in regards to 82nd Avenue and CR510 prior to the August 281h second reading. Mr. Szpyrka updated staff on the Fellsmere/1-95 Interchange issues. He has met with 1.9 F:\Community Development\Users\MPO\Meetings\MPO\2019\7-10-19\MPO 7-10-19 unapproved-thin.doc FDOT and they are working on a solution to the merging concerns. Chairman Auwaerter responded on that point FDOT had a workshop concerning that area, he raised an issue if you are exiting southbound on 1-95 and making a left hand turn to go east, there is an unnecessary delay waiting for a green light. Mr. Matson stated he passed that along to the Traffic Engineer, Janie, in Public Works and she is taking a look into it. Mr. Szpyrka replied there was an issue with the contractor and the controllers but we are working with FDOT to change some stoppers make it more convenient. Commissioner Zorc asked if there was an update on crossing issues on All Board Florida? Mr. Szpyrka responded we have not heard from FDOT and haven't heard from Virgin Trains. Chairman Auwaerter informed MPO members he recently attended the Workshop held in St. Lucie County with the FDOT Traffic Secretary and it appears that other counties have the same complaint with Virgin Trains and their lack of communication. Mr. Szpyrka relayed to the committee that other counties in north that are experiencing the same issues. Comments from the Public Mr. Bryan Corrigan of Corrigan Ranch wanted to address the right-of-way, property annexation, and the important cooperation of developers in the ROW acquisition process. Matson, AICP MPO Staff Director ( I DATE: July 30, 2019 SUBJECT: Discussion of Impacts of Proposed Sebastian Annexation on MPO Priorities It is requested that the information presented herein be given formal consideration by the Indian River County MPO at its meeting of August 12, 2019. DESCRIPTION & CONDITIONS On June 26, 2019, the Sebastian City Council conducted the first reading of an ordinance considering a petition for voluntary annexation by the Graves Brothers Company. According to that ordinance, the proposed annexation would add 1,118 acres of land into the City of Sebastian (Attachment 1). As part of a series of land use changes that accompanied the request, the petitioner proposed converting existing Agricultural Land along both the CR 510 and 82nd Avenue corridors to Commercial Land. CR 510 and 82nd Avenue are both high-ranking MPO priorities and have been under development for widening and/or paving for a number of years. CR 510 serves critical mobility and evacuation functions is the MPO's top highway priority, as it is currently over capacity. 82nd Avenue does not extend north of 69th Street presently. Therefore, the MPO is proposing a new, 2-lane roadway extension between 69th Street and CR 510, giving the County a badly needed north -south alternative corridor. At the July 10, 2019 MPO Meeting, an MPO Governing Board member raised concerns that the proposed annexation and associated land use changes (as depicted on Attachment 2, the overall site plan) may increase the cost of the MPO roadway priorities, resulting in delays and affecting other MPO priorities. After a discussion about the timing of the annexation agreement and questions about its impact on right-of-way costs, the MPO Governing Board requested that staff schedule a Special Call MPO Meeting prior to August 28th, the date the Sebastian City Council is scheduled to conduct the Second (and final) reading on the proposed annexation. F:\Community Development\Users\MPO\Meetings\MPO\2019\8-12-19\Sebastian Annexation Staff Report.doc 1 With respect to the MPO Roadway Priorities, the timing, phasing, and cost estimates for the two projects are as follows: CR 510 - FDOT has completed the Project Development & Environmental (PD&E) phase and is currently entering the Design phase. Pending completion of design, right of way (ROW) will be acquired. The current estimated cost of ROW is $11.239 Million and construction is estimated at $50.224 Million to complete the project between 58th Avenue and 82nd Avenue. 82nd Avenue — FDOT has completed the PD&E and Design phases and is in the Right -of -Way and Construction phases. FDOT estimates right-of-way acquisition costs to be $2.429 Million and construction costs to be $21.254 Million. ANALYSIS According to the 2040 Indian River County Cost Feasible Plan, both projects are essential to maintaining long-range level of service in the County and both are essential for minimizing delay. CR 510, as the sole North County connection between 1-95 and the Barrier Island, is particularly essential for emergency response and evacuation. Further, both projects are cited in the annexation backup as essential to handling traffic generated by the proposed annexation. Finally, the project costs exceed FDOT 5-year work program resources and are therefore programmed as ongoing, multi -year priorities. Over and above highway construction impacts, the proposed annexation has introduced coordination challenges for drainage, potable water, sewerage, and other utility issues and has raised concerns among Community Development staff about consistency with County comprehensive plans. While acknowledging the various concerns, the City of Sebastian maintains that annexation is necessary for the City to control the timing and pace of nearby development and mitigate adverse impacts to City facilities from developments approved in other jurisdictions. On August 12th, 2019, the MPO will consider presentations by staff and will discuss the impacts of the proposed annexation with staff from the City of Sebastian and Indian River County.
