R-90-34 - Ad Valorem Tax - 6.50 MILLS (Tentative Approval - 2nd Public Hearing and Adoption 9/17/90) TO BE READ IN FULL IN ACCORDANCE WITH FS 200.065 (2)(d) A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER COUNTY, FLORIDA, PROVIDING FOR THE LEVY OF AD VALOREM TAXES FOR THE CALENDAR YEAR 1990; PROVIDING FOR DEPOSIT OF TAX LEVIES; AND PROVIDING FOR AN EFFECTIVE DATE. 90.111 Be RESOLUTION NO. R-90-35 - 90/91 FY Budget - Tentative Approval - 2nd Public Hearin9 and AdoDtion 9/17/90) A RESOLUTION OF THE CITY OF SEBASTIAN, FLORIDA, ADOPTING THE ANNUAL BUDGET OF THE CITY OF SEBASTIAN, FLORIDA, FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1990, AND ENDING SEPTEMBER 30, 1991; APPROPRIATING FUNDS FOR THE EFFICIENT AND EFFECTIVE OPERATION OF THE GOVERNMENT OF THE CITY OF SEBASTIAN AND ALL OF ITS DEPARTMENTS FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 1991, SUCH APPROPRIATIONS BEING FROM ANTICIPATED REVENUE; PROVIDING A MEANS TO AMEND THE SAID ANNUAL BUDGET SO AS TO CARRY FORWARD THE FUNDING OF PURCHASE ORDERS, WORK ORDERS, AND GRANTS OUTSTANDING AS OF SEPTEMBER 30, 1990; PROVIDING A MEANS TO AMEND THE SAID BUDGET TO REFLECT GRANTS RECEIVED AFTER SEPTEMBER 30, 1990; PROVIDING A MEANS TO AMEND SAID BUDGET SO AS TO CARRY FORWARD UNENCUMBERED BALANCE IN CAPITAL PROJECTS FUND; AUTHORiZiNG THE TRANSFER OF FUNDS HEREIN APPROPRIATED SO LONG AS THE TOTAL COMBINED APPROPRIATIONS SHALL NOT BE INCREASED THEREBY; AND PROVIDING FOR AN EFFECTIVE DATE. 5. The Pledge of Allegiance was recited. 3. ROLL CALL Present: Mayor W.E. PUBLIC HEARINGS 90.111 A. 90.111 RESOLUTION NO. The City Manager read Resolution No. R-90-34 by title only. Mayor Conyers opened the public hearing at 7:03 p.m., however, there being no input he closed the public hearing. RESOLUTION NO. The City Manager read Resolution No. R-90-35 by title only. 2 Special City Council Meeting Public Hearing - Budget September 10, 1990 Page Three Mayor Conyers opened the public hearing at 7:05 p.m. A1Vilardi, 445 Georgia Boulevard, Sebastian, Ed Gilcher, 661Wimbrow Drive, Sebastian, and William Mahoney, 207 Delaware Avenue, Sebastian addressed Council on the budget and the City Manager responded to their concerns. Discussion took place on the addition of two police officers to the budget as revised for this meeting. Vice Mayor Oberbeck said Council did not authorize the addition, however, the City Manager said it was his understanding that if available funds were found the two officers would be included. Vice Mayor Oberbeck said personnel costs need to be cut. Councilman McCollum suggested that he be more specific. MOTION by Oberbeck/Powell I move we abolish the position of Assistant City Manager. Discussion ensued relative to the need for the position. The City Manager requested that if the position is abolished, recreation funds be reinstated in the budget. ROLL CALL: Mayor Conyers - aye Councilman McCollum - nay Vice Mayor Oberbeck - aye Councilman Powell - aye Councilman Rondeau - nay MOTION CARRIED 3-2 (McCollum, Rondeau - nay) Discussion continued on the proposed full-time rather than part-time Golf Course cartman position. MOTION by Oberbeck/Powell I move we retain the current system with regard to golf cart maintenance at the Golf Course and eliminate that 814,000 to $17,000 position. 3 Special City Council Meeting Public Hearing - Budget September 10, 1990 Page Four ROLL CALL: Councilman McCollum - nay Vice Mayor Oberbeck - aye Councilman Powell - aye Councilman Rondeau - nay Mayor Conyers - aye MOTION CARRIED 3-2 (McCollum, Rondeau - nay) Mayor Conyers called recess at 8:05 p.m. and reconvened the meeting at 8:20 p.m. Ail Council members were present. MOTION by Powell/Oberbeck I move we approve two police officers in the budget. ROLL CALL: Vice Mayor Oberbeck - aye Councilman Powell - aye Councilman Rondeau - aye Mayor Conyers - aye Councilman McCollum - aye MOTION CARRIED 5-0. MOTION by McCollum/Rondeau I move that this Council give up its salary and save the city some $13,000. The City Manager said this may need the opinion of the City Attorney since a charter amendment may be required. ROLL CALL: Councilman Powell - nay Councilman Rondeau - aye Mayor Conyers - nay Councilman McCollum - nay Vice Mayor Oberbeck - aye MOTION FAILED 2-3 (Powell, Conyers, Oberbeck - nay) Discussion followed on the elimination of the recreation budget and whose responsibility recreation coordination will be. Mayor Conyers directed staff to look into what services County recreation can provide and report back to Council. 4 Special City Council Meeting Public Hearing - Budget September 10, 1990 Page Five The City Manager read Resolution No. R-90-34 in its entirety in accordance with FS 200.065 (2)(d). MOTION by McCollum/Rondeau I move we tentatively adopt Resolution No. R-90- 34 and set the second public hearing and adoption for September 17, 1990. ROLL CALL: Councilman Rondeau - aye Mayor Conyers - aye Councilman McCollum - aye Vice Mayor Oberbeck - aye Councilman Powell - aye MOTION CARRIED 5-0. MOTION by Rondeau/McCollum I move that we accept ReSOlution NO. R-90-35 as presented and amended tonight and set the second public hearing and adoption for September 17, 1990. ROLL CALL: Mayor Conyers - aye Councilman McCollum - aye Vice Mayor Oberbeck - aye Councilman Powell - aye Councilman Rondeau - aye MOTION CARRIED 5-0.
