MAYOR GALLAGHER STATED THAT THE COUNCIL HAD RECEIVED A RECOMMENDATION FROM THE AWARDS STAFF AND THE CITY WILL DO SOME OF THE WORK ON THE RENOVATION OF THE YACHT CLUB AND THE FINAL TOTAL COST WILL BE IN THE AMOUNT OF $3250. MAYOR GALLAGHER STATED THAT THE SITE PLANS WERE APPROVED BY THE PLANNING AND ZONING COMMISSION AND DID NOT GO BEFORE COUNCIL FOR REVIEW. COUNCILMAN ROTH VOTED NAY BUT STATED THAT HE HAD INTENDED TO VOTE AYE. ALL AYES MOTION CARRIED. MAYOR GALLAGHER STATED THAT THE CITY CLERK HAD PROVIDED EACH COUNCIL MEMBER WITH INFORMATION REGARDING TIlE CODIFICATION OF THE LAND DEVELOPMENT CODE AND THE APPROXIMATE COST OF 100 COPIES AT APPROXIMATELY $8300.00 MOTION BY COUNCILMAN ROTH SECONDED BY COUNCILMAN SZELUGA TO AUTHORIZE ~HE CITY CLERK TO PURCMASE 100 COPIES OF THE LAND DEVELOPMENT CODE FROM MUNICIPAL CODE CORPORATION. MOTION BY COUNCILMAN VALLONE SECONDED BY COUNCILMAN ROTH IF THE COUNCIL GRANTED THE REQUEST FOR FREE USE OF THE YACHT CLUB TO THE LIONS CLUB FOR THEIR MEETINGS THAT THE $25.00 FEE PAID BE RETURNED. ALL AYES MOTION CARRIED. MAYOR GALLAGHER EXPLAINED THAT THIS WAS ON GIBSON STREET AND AN AREA OF IT HAD NOT BEEN SUB- DIVIDED, RECOMMENDATION WAS THAT MR. RENE G VAN DEVOORDES NAME BE ADDED TO THE PLAT AS THE PETITIONING ATTORNEY. COUNCILMAN SZELUGA AMENDED HIS MOTION TO INCORPORATE THE AMENDMENTS ON A EXHIBIT "B" VICE MAYOR HARRIS AMENDED HIS SECOND. COUNCILMAN ROTH QUESTIONED AS TO THE AREAS THAT GENERAL DEVELOPMENT UTILITIES HAD AN EXCLUSIVE FRANCHISE WI'THIN THE HIGHLANDS. VICE MAYOR HARRIS STATED THAT THE WATER FRANCHISE WAS INCLUSIVE OF UNITS 1-17 IN THE SEBASTIAN HIGHLANDS. MR. DARRELL MCQUEEN, ENGINEER SEBASTIAN LAKES UTILITY COMPANY ADVISED THE COUNCIL TBAT THE SUBDI¥ISION WAS PURCI~'ASING BULK WATER FROM GENERAL DEVELOPMENT UTILITIES TO SERVICE THEIR DEVELOPMENT. COUNCILMEMBEI~S MATTERS: COUNCILMAN ROTH REQUESTED THAT THE COUNCIL INSTRUCT ATTORNEY PALMER TO AMEND THE CITY CHARTER FOR A SPECIAL ELECTION TO INCREASE THE MAYOR'S SALARY TO $25,000.00. MAYOR GALLAGHER ADVISED COUNCILMAN ROTH THAT UNDER COUNCIL MATTERS WAS NOT THE PROPER PLACE TO ADDRESS THIS ISSUE. MOTION BY COUNCILMAN ROTH THAT A DISCUSSION REGARDING THE MAYORS SALARY BE ADDED TO THE CITY COUNCIL AGENDA. MOTION DIED FOR LACK OF A SECOND. MAYOR GALLAGHER EXPLAINED TO COUNCILMAN ROTH THAT IF HE DESIRED THIS TO BE AN AGENDA ITEM HE COULD PRESENT A LETTER TO THE CITY CLERK NO LATER THAN NOON ON FRIDAY FOR THE NEXT AGENDA. COUNCILMAN ROTH STATED THAT MEMBERS FROM THE LIONS CLUB WERE PRESENT AT THE MEETING AND DID THE COUNCIL DESIRE TO ADDRESS THEIR REQUEST FIRST. JAY ANDRE, EASY STREET, RECOMMENDED THAT THE COUNCIL FRAME A ZONING MAP SO THE COUNCIL MEMBERS AND AUDIENCE WOULD UNDERSTAND WHAT AND WHERE THE COUNCIL IS MAKING AMENDMENTS. MAYOR GALLAGHER STATED THAT THE COUNCIL WOULD TAKE THE SUGGESTION UNDER ADVISEMENT. THERE WERE NO FURTHER COMMENTS FROM THE PUBLIC. MAYOR GALLAGHER CLOSED THE PUBLIC HEARING AT 7;27 P.M.
