MOTION by Holyk/Oberbeck I move item 17 A (91.254) be removed from the agenda. VOICE VOTE on the motion carried 5-0. 6. MAYOR'S MATTERS Mayor Conyers reported on the indian River County Transportation Planning Committee meeting and questioned the meeting held between special legal counsel and engineers on water and sewer with individual City Council members. 11. COUNCIL MATTERS A. Vice Mayor Oberbeck Vice Mayor Oberbeck questioned the Mayor's use of a "Signed Under Protest" stamp on documents approved by City Council. The City Attorney suggested that the Mayor indicate that he is signing as a spokesperson for Council, however, not under protest. Regular City Council Meeting September 11, 1991 Page Ten 12. B. Councilman Holyk Councilman Holyk said his understanding of the meetings held between special legal counsel and engineers on water and sewer was to provide Council members with answers to questions they may have on an individual basis and that no sunshine violation occurred. C. Councilman Powell Councilman Powell inquired what can be done to improve Airport Drive West and if the city would qualify for FDOT funding for such a project. The City Manager responded that he would get with the Airport Manager. Councilman Powell said he received good information at the meeting with special legal counsel and engineers on water and sewer. D. Councilman Reid Councilman Reid said Council should avail itself of all available information in regard to water and sewer. CITY ATTORNEY MATTERS None. 13. CITY MANAGER MATTERS 14. The City Manager said the bid opening on the rebid of the police facility construction would take place on September 25, 1991 at 2:00 p.m. in the City Council Chambers and be open to the public. OLD BUSINESS 91.003 A. 91.162 Report on FDOT Median Improvements (Staff Recommendation dated 9/5/91, FDOT Letter dated 8/30/91) The City Engineer reported on FDOT median improvements on U.S. 1 and stated that the drawings are in his office for review. He also reported, at the request of Vice Mayor Oberbeck, on the system he has set up to log and classify drainage complaints and stated that consultant proposals for stormwater utility will be opened on September 20, 1991. Be Sebastian City Hall Historic Preservation Grant Request Status - Direct Staff to Resubmit Application, Prepare RFP for Registered Architect, Secure Endorsements and Pursue Registration of City Hall on National Trust Registry (Staff Recommendation 8/29/91) The City Planner reported that the city's attempt to acquire an historic preservation grant had been unsuccessful, however, she said she had been encouraged to resubmit the application subsequent to meeting certain requirements of the state.
