Meeting was called to order by President Sembler.
Those present were Mayor Rohme, President Sembler and aGuncilmen
Finnegan, Nash, Baxter and Brehmer. Attorney Vocelle was also present.
Minutes of regular meetings on August 8 and 22nd and emergency
meeting of September 9th and special meeting of September 5th 1960, were
approved as read.
Mr. Gordon Loudermilk met with the Council to request a Warranty Deed
on the property deeded to him by a quit claim deed on ~eb. .9, 1960, by the
City of Sebastian. The Council agreed to this request.
Mr. Gerald Adams requested the City to allow construction of a
garage to be located on Lots 15 and 16 of A. G. Rose Subdivision. This garage
to be used for storage of commercial' vehicles and accessories. The Council
agreed to the request on the condition that plans of the garage be submitted
at the City Hall and approved by the Building Inspector, and furthermore that
the uses of this garage be limited to the conditions set forth in a letter to
Attorney Vocelle by Gerald Adams.
Bills in the amount of $1791.50 were approved by the finance committee
with the exception of Florida Power & Light bill in the amount of $17.S4.

City Clerk read a Resolution, declaring the City of Sebastian a
disaster area . Attorney Vocelle recommended that this Eesolution be table~
~ .'~uby the Council until further information could be obtained from Mr. Earman,
as to the advantage of such a resolution.
Mayor Rohme reported to the Council that Mr. Earman requested he
be 'a~lowed the services of this city's part time officer to transport a
generator from Veto Beach to Fort Meyers. The Council unanimously refused
to release this Officer ~ince he was on duty at the time.
Attorney Vocelle was instructed by the Council to meet with the
County Commissioners in reference to a misunderstanding between Mr. Earman
and the City of Sebastian on Civil Defense equipment.
Councilman ~inne~an suggested that the city write a letter to
Joe Earman to the effect that R. E. Turlington was appointed by the Council to
serve ~s Civil Defense director for the North end of the county and also that
Mr. Turlington met with the Council o~ September 10, 1960 at 5:00 A.M., in
order to prepare for a hurricane emergency, also all Civil Defense equipment
was properly maintained, distributed and operated by officials of the City,
and that Joe Earmans's request that the City furnish an officer for the
transportation of equipment to ~ort Meyers~would have left the City handicapped
in Police protection if this was permitted.
City Clerk was instructed to extend an invitation to Mr. Earman
to attend the next regular meeting of the City Council.
Clerk was instructed to write a letter of appreciation to ~loyd
Funeral Home for the services of his ambulance to the city during the recent
hurricane alert.
Clerk read a bid from Arnold Ford ~ales on the rental of a Police
.~ehicle to the city. Arnold Ford to furnish to the City one new police
~.~.'~v~e~cle every six months, to furnish tires and repairs of the vehicle at
~..-.~'~'~.~id~ -- of $155.00 per month.
Councilman Baxter made a motion to accept Arnold Ford Sales bid
on Police car rental. Second by Councilman Finnegan. Carried.
Clerk read an application for city Engineer from Robert L. Floyd.
Clerk read a Resolution in reference t~ the Cit,,of Sebastian leasing
their rights and interest to Block A of W. A.'Martin S/D, as recorded in plat
book S page 12 of the records of St. Lucie County, ~lorid~..~
Councilman Finnegan moved this resolution be adopted, second by
Councilman Nash. Carried.
Clerk read a request from the street Inspector, Rex Hailey, to be paid
on ~ basis of a $10.00 fee per month plus $10.00 for each street inspection.
Councilman Baxter was instructed by the Council to make the decision
on this request.
Clerk read correcpondence from Attorney Vocelle.
Councilman Baxter made a motion to allow the exact lettering on a
new he~.dstone to be placed on the grave of Mr. Gaines as the lettering on the
original headstone, that is to be replaced. The city to purchase the new marker.
This motion w~s seconded by Councilman Brehmer. Carried.
Councilman Baxter made a motion to adjourn, seconded by Councilman
Brehmer.
