THERE BEING NO OTHER OBJECTIONS REGARDING THE PARKS AND RECREATION PROPOSED BUDGET IT WAS ACCEPTED.
BUILDING MAINTENANCE DEPARTMENT
MAYOR GALLAGHER EXPLAINED THAT THE ADMINISTRATION HAD CREATED A NEW DIVISION OF PUBLIC WORKS AND
THESE WERE THE EMPLOYEES THAT CLEANED THE CITY HALL, COUNCIL CHAMBERS, YACHT AND COMMUNITY
CENTER AND THE OUTSIDE MAINTENANCE OF THE FACILITIES WERE INCLUDED.
VICE MAYOR HARRIS QUESTIONED THE WATER.
MOTION BY COUNCILMAN VALLONE TO ADJOURN MOTION CARRIED.

AFTER SOME DISCUSSION REGARDING THE SAVING OF MONIES
MOTION BY VICE MAYOR HARRIS, TO STOP THE COUNCILMEMBERS PAY
MOTION DIED FOR LACK OF SECOND
RECESS WAS CALLED AT THE PLEASURE OF THE COUNCIL.
THE COUNCIL RECONVENED AND MAYOR GALLAGHER STATED FOR THE RECORD THAT ALL MEMBERS PRESENT PRIOR
TO THE RECESS WERE PRESENT FOR THE RECONVENING OF THE MEETING.
MAYOR GALLAGHER ASKED IF THERE WERE ANY QUESTIONS OR COMMENTS ABOUT THE BUDGET PROPOSED FOR THE
PLANNING AND ZONING COMMISSION.

ENGINEER BUDGET AS PRESENTED HAD NO OBJECTIONS FROM THE COUNCIL MEMBERS
CEMETERY BUDGET
COUNCILMAN SZELUGA STATED THAT THE BUDGET DID NOT HAVE MONIES FOR GASOLINE.
MAYOR GALLAGHER EXPLAINED THAT THE CEMETERY USED SO LITTLE GASOLINE THAT THE PUBLIC WORKS
DIVISION PROVIDED THE GASOLINE.
COUNCILMAN ROTH SUGGESTED THAT THE COUNCIL ACCEPT THE BUDGET AS PRESENTED.
PARKS AND RECREATION BUDGET
COUNCILMAN VALLONE STATED THAT HE HAD OBJECTIONS TO THE MAYOR TAKING THE FULL TIME SALARY FROM
'THE PROPOSED BUDGET AND THAT THEY NEEDED A FULL TiME COORDINATOR, THE PART TIME COORDINATOR
JUST COULD NOT DO THE JOB FOR $2600 PER YEAR.
BY COUNCILMAN VALLONE THAT THE COUNCIL FIND $10,000 IN THE BUDGET AND HIRE A FULL TIME
NATOR FOR PARKS AND RECREATION.

MAYOR GALLAGHER ADVISED THAT HIS SALARY INCLUDED THE PLANNING AND ZONING GO,MISSION,
AIRPORT ADVISORY BOARD, CONSTRUCTION BOARD, SOME CODE ENFORCEMENT HEARINGS, AND MANY MORE.
AFTER A LENGTHY DISCUSSION THE FOLLOWING MOTIONS WERE MADE.
MOTION BY COUNCILMAN VALLONE SECONDED BY COUNCILMAN ROTH THAT THE COUNCIL AMEND THE CITY ATTORNEY
BUDGET SALARY TO $38,000 PLUS $1,000 COURT FEES FOR A TOTAL $39,000 ALL INCLUSIVE.
MAYOR GALLAGHER QUESTIONED AS TO WHETHER OR NOT THAT INCLUDED THE PLANNING AND ZONING LEGAL FEES
AND IF IT DID THAT HE WOULD LIKE TO KEEP PLANNING AND ZONING SEPARATE HOWEVER THE COUNCIL COULD
DECREASE THE PLANNING AND ZONING ATTORNEY FEES BY $'1,000.
COUNCILMAN VALLONE AMENDED HIS MOTION TO READ THAT THE RETAINER STAY AT $37,000
AND $1,000 FOR COURT COSTS AND DELETE $3,000 FROM THE PLANNING AND ZONING LEGAL FEES.
¥1CE MAYOR HARRIS STATED THAT IT WOULD BE HIS DESIRE TO LEAVE THE PLANNING AND ZONING LEGAL
FEES ON AN ADD NEED BASIS ON AN HOURLY BASIS AND ENCOURAGE THE BOARD TO USE SMALL LEGAL USAGE.
COUNCILMAN VALLONE WITHDREW HIS MOTION.
VICE MAYOR HARRIS RECOMMENDED THAT IT BE BASED ON AN HOURLY RATE.

THERE WAS A LENGTHY DISCUSSION REGARDING THE NUMBER OF NEW OFFICERS AND CARS NEEDED.
DISCUSSION REVOLVED AROUND THE IDEA OF HOT SEATING CARS AND A PROGRAM TO PURCHASE NEW CARS ON A
YEARLY BASIS. DISCUSSION ALSO REVOLVED AROUND THE NUMBER OF MILES ON THE PRESENT VEHICLES AND
THERE WHEREABOUTS AFTER NEW CARS ARE PURCHASED. ALLEGED DIFFERENCES IN THE SALARIES PROPOSED
iN THE BUDGET AND THE AMOUNT OF SALARY INCREASE VS NEW EMPLOYEES.
MOTION BY COUNCILMAN VALLONE SECONDED BY VICE MAYOR HARRIS THAT THE PROPOSED ADJUSTMENT IN SALARIES
BE CHANGED FROM $2,000 TO $1500 WITH 3 NEW POLICE OFFICERS STARTING AT $15,500.
COUNCILMAN ROTH STATED THAT HE COULD NOT AGREE WITH THAT AS A STARTING SALARY YOUNG PEOPLE WITH
FAMILIES CANNOT LIVE ON $15,500.00.
MAYOR GALLAGHER STATED THAT HE WOULD SUPPORT $18,000.00.
VICE MAYOR HARRIS STATED THAT WOULD BE NICE HOWEVER OUR SALARIES SHOULD BE THE SAME AS SURROUNDING
AREAS.

MAYOR GALLAGHER STATED THAT THE PURPOSE OF THE SPECIAL CITY COUNCIL WORKSHOP BUDGET MEETING WAS
TO RE¥1EW THE PROPOSED BUDGETS WiTH THE DEPARTMENT HEADS.
COUNCILMAN SZELUGA ARRIVED AT THE MEETING AT 5;20 P.M.
MOTION BY COUNCILMAN VALLONE TO AMEND THE ELECTION COST OF THE FINANCE AND ADMINISTRATIVE BUDGET
BY $3360.00.
AFTER SOME DISCUSSION THE FOLLOWING MOTION WAS MADE
MOTION BY COUNCILMAN ROTH SECONDED BY VICE MAYOR HARRIS TO RAISE THE ELECTION
COST IN THE FINANCE AND ADMINISTRATIVE BUDGET FROM $4940 PLUS $3660.
MAYOR GALLAGHER STATED THAT AN ADDITIONAL ELECTION TOTAL TWO WOULD BE APPROXIMATELY $6360.
COUNCILMAN VALLONE STATED THAT HE WOULD PREFER TO WAIT AND HAVE ONE ELECTION TO COVER A NUMBER
OF ISSUES, MAYOR INCREASE, CITY MANAGER, ETC IN MARCH.
MAYOR GALLAGHER AGREED AND STATED THAT IF THAT WAS THE OPINION OF THE COUNCILMEMBERS TO DEFEAT
