HomeMy WebLinkAbout09131979SPECIAL COUNCIL MEETING, SPETF~ER 13, 1979 :ETING WAS CALLED TO ORDER BY MAYOR PAT FLOOD, JR., AT 4:00 P.M. ~RESENT: VICE MAYOR LEWIS GRAY, COUNCILMEN EVERETT T. GASS AND JOHN RANDY JOAHCIM, COUNCILWOMAN DOROTHY MC KINLEY, MAYOR PAT FLOOD, JR., AND MR. L. B. VOCELLE, CITY ATTORNEY. THE PURPOSE OF THE MEETING WAS TO DISCUSS AN AIRPORT LEASE WITH MR. EDWARD GOLDBERG, GOLDSTAR AERO, INC. VICE MAYOR GRAY ADVISED THAT THE AIRPORT ADVISORY BOARD MET AT 8:30 A.M. ON SEPTEMBER 12, AND APPROVED THE LEASE WITH CERTAIN AMENDMENTS. MR. VOCELLE READ OVER THE LEASE AND AGREED WITH THE RECOMMENDATIONS OF THE AIRPORT ADVISORY BOARD. MR. GOLDBERG EXPLAINED THAT THE NATURE OF THE BUSINESS HE WISHES TO CONDUCT IS PRIMARILY THE SALE OF NEW AIRPLANES AND ANSWERED QUESTIONS FROM MEMBERS OF THE COUNCIL AND THE PUBLIC. MOTION BY COUNCILMAN JOACHIM, SECONDED BY COUNCILWOMAN MC KINLEY, TO ACCEPT THE.LEASE WITH GOLDSTAR AERO, INC., AS AMENDED. ROLL CALL VOTE: AYES: VICE MAYOR GRAY COUNCILMAN GASS " JOACHIM COUNCILWOMAN MC KINLEY MAYOR FLOOD NAYS: NONE. CARRIED. MAYOR FLOOD REQUESTED MR. GOLDBERG TO ATTEND THE MEETING OF THE ZONING AND PLANNING COMMISSION AT 7:30 .M. ON SEPTEMBER 13 TO SEEK THEIR APPROVAL OF THE SITE PLAN. DOING BUSINESS AS INDIAN RIVER PLUMBING AS-D ELECTRIC, BEQUE~TI~G AN APPEAL TO THE SEBASTIAN CITY COUNCIL OF A DECISION BY THE CONSTRUCTION BOARD O~ ~ CITY CF SEBAS~N TO DENY MR. BAKER CERTIFICATION TO WORK IN THE CITY.~ __ __ IT WAS THE OPINION OF THE CONSTRUCTION BOARD THAT MR. BAKER HAD AMPLE TIME TO BE CERTIFIED UNDER THE GRAND- FATHER CLAUSE BEFORE THE TIME LIMIT EXPIRED, BUT~EGLECTED TO DO SO. MR. ARTHUR MAYER ADVISED THAT MR. BAKER COULD BE CERTIFIED IF HE TOOK THE BLOCK TEST. MOTION BY COUNCILMAN JOACHIM, SECONDED BY COUN'CILMAM GAS~, TO DENY MR. BAKER AN APPLICATION UNDER THE GRAND- FAT~R CLAUSE. CARRIED. MAYOR FLOOD STATED THAT HE WAS RECOMMENDING T S ITH METROPOLITAN INSURANCE COMPANY AS THE CARRIER OF THE HEALTH INSURANCE PLAN FOR THE CITY EMPLOYEES IN EFFECT AT THIS TIME AND CONSIDER ALTERNATE PLANS MOTION BY COUNCILMAN ~THAT ~E ~T~'IT~ 9~R~PR~E~ GROUP BECAESE F~ HAVE ~Hm. BEST PLAN. SECONDED ~C~IC~y~RY~~EE~ ~O~EP~E~. CQLLNCIL~24~NLK~ATED THAT SHE DID NOT LIKE THE BLUE CROSS PLAN. COUNCILMAN JOACHIM REMARKED THAT EVEN THOUGH MR. ROBERT TEALL, OUR INSURANCE CONSULTANT, HAD RECOMMENDED BLUE CROSS, HE LIKED THE PRUDENTIAL PLAN. AFTER CONSIDERABLE DISCUSSION, SECOND WAS WITHDRAWN BY VICE MAYOR GRAY, AND MOTION WAS WITHDRAWN BY COUNCILMAN GASS. ANOTHER MEETING WILL BE HELD ON SEPTEMBER 17 AT 4:30 P.M. EETING ADJOURNED 5:45 P.M. CITY CLERK MAYOR
