GASS, COUNCILMAN FRANK OBERBECK, COUNCILMAN RICHARD VOTAPKA COUNCILMAN GEORGE SCHUM, CITY ATTORNEY DANIEL KILBRIDE AND MAYOR PAT FLOOD, JR. FOR A MATTER OF RECORD, ATTORNEY KILBRIDE STATED THAT THIS PROPOSED TENTATIVE BUDGET TO BE DISCUSSED IS BASED ON THE TENTATIVE MAXIMUM MILLAGE RATE OF 4.863.MILLS TENTATIVELY ADOPTED. MAYOR FLOOD STATED THAT THE CHANGES IN THE LEGISLATIVE DEPARTMENT SHOWS A REDUCTION IN SALARIES FROM $27,760.00 TO $18,000.00 AND PAYROLL COSTS WOULD DROP FROM $3,475.00 TO $3,380.00, LEAVING A TOTAL OF $31,130.00 IN REPAIRS AND MAINTENANCE DEPARTMENT, VEHICLES AND EQUIPMENT WERE INCREASED TO $3,000.00, MAKING A TOTAL OF $35,000.00 UNDER CAPITAL OUTLAY. IT WAS DECIDED THAT MACHINERY AND EQUIPMENT IN THE AMOUNT OF $3,500.00 COULD BE PURCHASED WITH FEDERAL REVENUE SHARING MONEY, MAKING THE TOTAL CAPITAL OUTLAY $3,100.00. THE TOTAL FIGURE BUDGETED FOR REPAIR AND MAINTENANCE DEPARTMENT WOULD BE $88,657.00. THE FOLLOWING INCREASES WERE MADE TO THE CONSUMER AFFAIRS DEPARTMENT: PROFESSIONAL SERVICES, $4,000.00, TRAVEL EXPENSES, $1,000.00, POSTAGE, $400.00, TELEPHONE, $500.00, PRINTING AND BINDING $250.00, LEGAL ADS, SLO0.O0, SECRETARIAL SERVICES, $2,000.00, MAKING A TOTAL BUDGET OF $8.450.00 FOR CONSUMER AFFAIRS. AN ADDITIONAL $3,000.00 WAS ADDED TO THE PUBLIC WORKS DEPARTMENT TO COVER TREE TRIMMING WITHIN THE CITY'S PARK AREAS. COUNCILMAN OBERBECK RECOMMENDED THAT A REGULATION BASKETBALL COURT AND ONE COURT FOR CHILDREN SHOULD BE CONSIDERED AT THE OLD SEBASTIAN ELEMENTARY SCHOOL/NEW CITY HALL COMPLEX. MAYOR FLOOD STATED THAT UNDER PARKS AND $19,500.00. U COUNCILMAN VOTAPKA, STATED THAT TH5 FE~U~M£NDED CHANGESI ~ THE CIVIL DEFENSE WOULD BE FOR IMPROVEMENTS MOTION BY COUNCILMAN VOTAPKA, SECONDED BY COUNCILMAN OBERBECK, THAT WE EXTEND THE MEETING FOR NOT LONGER THEN % HOURS. MOTION CARRIED. VICE MAYOR GASS LEFT THE MEETING, AT t0:30 ~ M., D~ TO HIS ILLNESS. iL` WOULD REDUCE THAT FIGURE TO APPROXIMATELY $3,500.00 AND WITH OTHER SUGGESTED ADJUSTMENTS THE BUDGET WILL BE WITHIN $170.00 OF THE REQUIRED AMOUNT. MOTION BY COUNCILMAN OBERBECK, SECONDED BY COUNCILMAN VOTAPKA, TO EXTEND THIS PUBLIC HEARING AN ADDITIONAL 30 MINUTES. MOTION CARRIED. MOTION BY COUNCILMAN VOTAPKA, SECONDED BY COUNCILMAN OBERBECK, THAT WE REJECT THE $5,200.00 FOR MANAGEMENT FEE UNDER PARKS AND RECREATION BUT TO PROBABLY COME UP WITH A RECOMMENDATION. ROLL CALL VOTE: AYES: COUNCILMAN OBERBECK COUNCILMAN VOTAPKA MAYOR FLOOD NAYS: COUNCILMAN SCHUM MOTION CARRIED., MOTION BY COUNCILMAN VOTAPKA, SECONDED BY COUNCILMAN OBERBECK, THAT WE MAKE AN OFFER TOCOMPENSATE MR. CLIFFORD HOOSE AT A FEE OF NO LESS THAN $150.00 PER MONTH FOR HIS TIME AS RECREATION MANAGER, WHICH IS EQUIVALENT TO A COUNCILMAN'S COMPENSATION. ROLL CALL VOTE: AYES: COUNCILMAN OBERBECK COUNCILMAN VOTAPKA COUNCILMAN SCHUM MAYOR FLOOD NAYS: NONE MOTION CARRIED. THIS WILL REDUCE THE AMOUNT TO $1,800.00 PER YEAR. MOTION BY COUNCILMAN VOTAPKA, SECONDED BY COUCILMAN OBERBECK, THAT WE INCLUDE A LINE ITEM FOR $3,000.00 FOR HALF OF A BASKETBALL COURT BY THE NEW CITY HALL, ROLL CALL VOTE: A YES: COUNCILMAN OBERBECK COUNCILMAN VOTAPKA COUNCILMAN SCHU~.:.. NAYS: NONE MOTION CARRIED. PUBLIC HEARING - SEPTEMBER 14, 1982 MOTION BY COUNCILMAN OBERBECK, SECONDED BY COUNCILMAN OBERBECK, TO APPROVE THE IMPROVEMENTS TO COMMUN- ICATION RADIO TO $880.00 FROM THE CURRENT $550.00 MOTION AMENDED BY COUNCILMAN OBERBECK, SECONDED BY COUNCILMAN SCHUM, TO INCREASE SEMINARS FROM ITS CURRENT $80.00 TO $250.00. ROLL CALL VOTE: AYES: COUNCILMAN OBERBECK COUNCILMAN VOTAPKA COUNCILMAN SCHUM NAYS: NONE THE TOTAL FOR CIVIL DEFENSE WILL BE $2,370.00 MOTION CARRIED. MOTION BY COUNCILMAN OBERBECK, SECONDED BY COUNCILMAN VOTAPKA, THAT FOURTH OF JULY ALLOWANCE UNDER SPECIAL EVENTS BE INCREASED TO $4,000.00. ROLL CALL VOTE: A YES: COUNCILMAN OBERBECK COUNCILMAN VOTAPKA COUNCILMAN SCHUM MAYOR FLOOD NAYS: NONE MOTION CARRIED. THE TOTAL FOR SPECIAL EVENTS WILL BE $7,000.00. IN CONNECTION WITH THE DISCUSSION ON A 10% SALARY INCREASE FOR EMPLOYEES, COUNCILMAN OBERBECK SUGGESTED THAT AN INCENTIVE AND LONGEVITY PROGRAM SHOULD BE IMPLEMENTED WITH A 7% INCREASE NOW AND ADDITIONAL 30 MINUTES. MOTION BY COUNCILMAN OBERBECK, SECONDED BY COUNCILMAN VOTAPKA, THAT WE INCREASE 8% WITH THE 2% BEING RETAINED FOR LONGEVITY AND MERIT AND TO BE AWARDED BASED ON A RECOMMENDATION OF THE PERSONNEL DIRECTOR OR ANY OTHER DEPARTMENT HEAD WITHIN A FOUR MONTH PERIOD. MOTION BY COUNCILMAN VOTAPKA, SECONDED BY COUNCILMAN OBERBECK, THAT WE PROCEED IMMEDIATELY AND HAVE CODY AND ASSOCIATES PERFORM THE MERIT PAYINCENTIVE SYSTEM. ROLL CALL VOTE: A YES: COUNCILMAN OBERBECK COUNCILMAN VOTAPKA COUNCILMAN SCHUM MAYOR FLOOD NAYS: NONE MOTION CARRIED. ATTORNEY KILBRIDE STATED FOR THE RECORD THAT UNDER THE TENTATIVELY ADOPTED BUDGET, THAT WAS AMENDED AND ADOPTED TONIGHT, THAT THE PROPOSED MILLAGE RATE IS 4.863 MILLS, THE SAME AS PREVIOUSLY ANNOUNCED. ATTORNEY KILBRIDE STATED THAT THE FINAL ADOPTI,ON OF THE BUDGET WILL BE MADE AT THE NEXT PUBLIC HEARING, SEPTEMBER 29, 1982, AT THE COMMUNITY CNETER, 7:00 P.M.
