VICE MAYOR LEWIS GRAY, COUNCILMAN FRANK OBERBECK, COUNCILWOMAN DOROTHY McKINLEY, COUNCILMAN EVERETT GASS AND MAYOR PAT FLOOD, JR. MAYOR FLOOD RECOMMENDED TO THE COUNCIL THAT HTE EMPLOYEES BE GIVEN AN 8%% INCREASE ACROSS THE BOARD. COUNCILAMN GASS STATED THAT HE WOULD RATHER SEE A STIPULATED AMOUNT FOR EVERY EMPLOYEE. VICE MAYOR GRAY AGREED WITH THIS. DURING THE COURSE OF THE DISCUSSION, IT WAS SUGGESTED THAT A BASE STRUCTURE SHOULD BE SET UP ESTABLISHING A MINIMUM AND MAXIMUM WAGE SCALE FOR EACH POSITION. MAYOR FLOOD STATED THAT THE FLORIDA LEAGUE OF CITIES HAS BEEN MA'KING SUCH A STUDY AND WE SHOULD BE ABLE TO OBTAIN A COPY OF THEIR RECOMMENDATIONS AS A GUIDELINE. MOTION BY COUNCILWOMAN MCKINLEY THAT EACH EMPLOYEE BE GIVEN AN ACROSS THE BOARD RAISE IMMEDIATELY OF 8% AND REVIEW EACH AND EVERY POSITION AS SOON AS POSSIBLE. MOTION DIED i~OR LACK OF A SECOND. JOSEPH LANCASTER READ THE PROPOSED FEDERAL REVENUE SHARING BUDGET. TOTAL FUNDS AVAILABLE AT THE PRESENT TIME ARE $24,521.96, $13,448.00 OF WHICH HAS BEEN BUDGETED FOR MUNICIPAL CODE WORK AND PAYMENT ON THE BURR PROPERTY. THIS LEAVES A BALANCE OF $11,073.96, TO BE UTILIZED. MAYOR FLOOD ADVISED THAT WE ARE HOPING TO RECEIVE $35,000. IN FEDERAL REVENUE SHARING MONEY, AT WHICH TIME THE BUDGET WILL BE ADJUSTED. THE FINANCE COMMITTEE HAS PROPOSED TO TAKE $10,000. T~E $ 35,000. TO PAY FOR THE POLICE INVESTIGATOR AND $14,000. MOTION BY VICE MAYOR GRAY, SECONDED BY COUNCILMAN OBERBECK, TO PERMIT MAYOR FLOOD TO BRING ON THE FLOOR FOR DISCUSSION A RESOLUTION AUTHORIZING THE SEBASTIAN CEMETERY ASSOCIATION, INC. TO CONDUCT BINGO GAMES AT THE SEBASTIAN COMMUNITY CENTER AND ALSO AN AGREEMENT BETWEEN THE CITY OF SEBASTIAN AND THE SEBASTIAN CEMETERY ASSOCIATION, INC. CARRIED. BEFORE DISCUSSION WAS STARTED ON THE ABOVE, MAYOR FLOOD PRESENTED J. RANDY JOACHIM WITH A PLAQUE IN APPRECIATION OF THE FOUR YEARS HE SERVED AS A CITY COUNCILMAN. ATTORNEY KILBRIDE READ THE AGREEMENT IN ITS ENTIRETY. MR. JOACHIM STATED THAT AFTER POLLING THE MAJORITY OF THE MEMBERS OF THE SEBASTIAN CEMETERY ASSOCIATION, THEY REQUESTED THi~T THE SIGNING OF THE AGREEMENT BE DEFERRED UNTIL THE RETURN OF THEIR ATTORNEY, MR. SULLIVAN, WHO IS EXPECTED BACK IN TOWN ON OCTOBER 2. SO THAT HIS APPROVAL CAN BE OBTAINED. THEY HAVE NOTHING AGAINST THE RESOLUTION. IT'S JUST THE AGREEMENT THAT THEY HESITATE TO SIGN. MOTION BY VICE MAYOR GRAY, SECONDED BY COUNCILMAN OBERBECK, TO PERMIT THE SEBASTIAN CEMETERY ASSOCIATION TO HOLD BINGO GAMES ON OCTOBER 6 AND 13. CARRIED. MAYOR FLOOD STATED THAT A LETTER WAG SENT OUT TO ALL CONTRACTORS GIVING THEM 45 DAYS TO MOVE THEIR BUSINESSES OUT OF THE MODEL HOMES. HE ADDED THAT HE WOULD LIKE TO SEE THE COUNCIL AMEND THE HOME OCCUPATION ORDINANCE SO THAT THERE COULD BE ONE PERSON TO SHOW THE HOUSE. A LENGTHY DISCUSSION WAS HELD, AT THE END OF WHICH IT WAS DECIDED THAT WE SHOULD STAND BY THE LETTER THAT WAS CIRCULATED WHICH GIVES THE CONTRACTORS UNTIL NOVEMBER 10 TO MOVE THEIR BUSINESSES OUT OF THE HOMES. THE CONTRACTORS WILL HOLD A MEETING ON SEPTEMBER 24 WHICH WILL BE ATTENDED BY FLOOD AND ARTHUR MAYER. AT THIS T~HE--~AI~--~L~--~ISCUSSED FURTHER AND BROUGHT UP GAIN AT THE NEXT WORKSHOP MEETING. MAYOR FLOOD ADVISED THAT GENERAL DEVELOPMENT CORPORATION WAS HAVING A FEW PROBELEMS WITH THE UTILITIES ORDINANCE AND ASKED FiR. JERRY MOZIAN, THEIR REPRESENTATIVE, TO EXPLAIN. MR. MOZIAN STATED THAT THEY WOULD LIKE TO GO BACK TO THE ORIGINAL WORDING CONCERNING THE RATE MAINTENANCE SECTION. THERE WERE TWO SECTIONS REGARDING PASS THROUGH CLAUSES WHICH PERTAIN TO A PASS THROUGH OF ELECTRIC COSTS AN AD VALOREM TAXES AND TO AN INFLATION ADJUSTMENT. HE ADDED THAT HE COULD UNDER- STAND THE CONCERN ABOUT WHAT MIGHT BE CONSIDERED AN AUTOMATIC PASS THROUGH CLAUSE, BUT EXPLAINED ~- THAT THE CLAUSES WERE CONTAINED IN FLORIDA STATUTE 367 WHICH WAS JUST PASSED BY THE LEGISLATURE THIS THE LEGISLATURE IS CONCERNED ABOUT THE COSTS EVERY TIME A UTILITY FILES FOR A RATE INCREASE. PROPERTY TAXES GO UP, THIS IS CONSIDERED A NON-CONTROLLABLE COST, AND IT WOULD BE PASSED THROUGH GOING THROUGH A LENGTHY HEARING. THE OTHER ITEM MR. MOZIAN MENTIONED HAS TO DO WITH THE PURCHASE OF A UTILITY. THE PRESENT WORDING STATES THAT AT WHATEVER TIME THE PURCHASE IS MADE, THE BUYER PAYS THE UTILITY W[FAT AMOUNTS TO THE ORIGINAL COST OF THE SYSTEM LESS DEPRECIATION AND MR. MOZIAN SUGGESTED THAT WHEN A UTILITY IS PURCHASED, AN APPRAISAL SHOULD BE MADE TO SEE WHAT IT'S MINUTES OF REGULAR COUNCIL MEETING - SEPTEMBER 17~ 1980 PG 2 MR. KILBRIDE ADVISED THAT IT WAS THE COUNCIL'S OPTION EITHER TO PROVIDE FOR A PASS TO SIMPLIFY THE SYSTEM OR WHENEVER A RATE INCREASE IS REQUESTED, TO LOOK AT AND ANALYZE THE FIGURES PRESENTED AND APPROVE OR NOT. IT WAS THE CONSENSUS OF THE COUNCIL THAT THEY WOULD PREFER TO CONTROL THIS ITEM, RATHER THAN MAKE IT AUTOMATIC. TO SUM UP, MR. KILBRIDE STATED THAT THE COUNCIL HAS SAID THEY'RE NOT PREPARED TO MAKE ANY CHANGE TO THE RATES, THE ONLY SECTION WE'RE TALKING ABOUT UNDER THE THIRD DRAFT WORLD BE ON PAGE 5 AND 6, SECTION 5, DEALING WITH THE PURCHASE OF THE UTILITY. GENERAL DEVELOPMENT CORPORATION WILL BE GIVEN THE OPPORTUNITY TO COME UP WITH SOME ADDITIONAL LANGUAGE. HE RECOMMENDED THAT ANOTHER PUBLIC HEARING BE ADVERTISED FOR EITHER THE WORKSHOP MEETING OR THE NEXT REGULAR MEETING IN OCTOBER. MOTION BY VICE M~YOR GRAY, SECONDED BY COUNCILMAN GASS, TO TABLE THE LENGTH OF TERMS FOR ZONING AND PLANNING COMMISSION UNTIL THE WORKSHOP MEETING ON OCTOBER 8. CARRIED. MR. KiLBRIDE ADVISED THAT A RESOLUTION OF THE COUNCIL WAS NOT NECESSARY TO ADOPT THE RISK MANAGE- MENT SERVICES SAFETY PROGRAM. ' THIS COULD BE DONE BY A DIRECTIVE FROM THE MAYOR TO ALL EMPLOYEES. MOTION BY VICE MAYOR GRAY, SECONDED BY COUNCILN~AN OBERBECK, TO DIRECT MAYOR FLOOD TO WRITE A LETTER ADVISING ALL EMPLOYEES THAT TIlE RISK MANAGEME:VT SERVICES SAFETY PROGRAM HAS BEEN ADOPTED. CARRIED. MR. JOHN VAN ANTWERP REQUESTED PERMISSION FROM THE COUNCIL TO GIVE THE GOLF COURSE COMMITTEE THE TO AHEAD TO COLLECT THE SUM OF $20,000 FROM VARIOUS BUSINESS MEN WITH THE UNDERSTANDING THAT THE MONEY WILL BE REFUNDED. IT IS ON A LOAN BASIS. THIS MONEY WILL BE USED TO PAY THE FIRST $20,000. OF THEARCHITECT'S FEE, WHICH TOTALS $40,000., AND IS INCLUDED IN THE BONDING. MAYOR FLOOD ANNOUNCED THAT THE 1980-81 FEDERAL REVENUE SHARING BUDGET WILL BE FINALIZED AT THE PUBLIC HEARING ON SEPTEMBER 30. MAYOR FLOOD ADVISED THAT THE FIRST PUBLIC HEARING ON THE 1980-81 BUDGET WILL BE HELD AT THE COMMUNITY CENTER ON SEPTEMBER 30 , AT WHICH WE CAN ADOPT A TEMPORARY BUDGET AND A PROPOSED MILIAGE RATE. THE FINAL PUBLIC HEARING ON THE BUDGET WAS SET FOR OCTOBER 8. MOTION BY COUNCILMAN OBERBECK, SECONDED BY COUNCILWOMAN McKINLEY, TO APPROVE THE PURCHASE QF A ROYFAX BOND COPIER AT AN APPROXIMATE COST OF $4,000. MOTION BY COUNCILMAN GASS, SECONDED BY VICE MAYOR GRAY, TO PERMIT THE U.S. NAVY TO USE THE COUNCIL ROOM ON FRIDAY AFTERNOONS FOR RECRUITING PURPOSES. CARRIED. ATTORNEY KILBRIDE STATED THAT HE HAD PASSED OUT TO THE COUNCIL COPIES OF A RESOLUTION RELATING TO THE BUDGET. THIS RESOLUTION WAS REQUESTE~ BY MAYOR FLOOD WHO EXPLAINED.iTHAT WHEN IT BECOMES NECESSARY TO AMEND THE BUDGET, IT SI MUCH SIMPLER TO DO SO THROUGH A RESOLUTION RATHER THAN AN ORDINANCE.
