COUNTY, FLORIDA, PROVIDING FOR THE LEVY OF AD VALOREM
TAXES FOR THE CALENDAR YEAR 1990; PROVIDING FOR
DEPOSIT OF TAX LEVIES; AND PROVIDING FOR AN EFFECTIVE
DATE.

B. RESOLUTION NO. R-90-35 - 90/91 FY Budget -
A RESOLUTION OF THE CITY OF SEBASTIAN, FLORIDA,
ADOPTING THE ANNUAL BUDGET OF THE CITY OF SEBASTIAN,
FLORIDA, FOR THE FISCAL YEAR BEGINNING OCTOBER 1,
1990, AND ENDING SEPTEMBER 30, 1991; APPROPRIATING
FUNDS FOR THE EFFICIENT AND EFFECTIVE OPERATION OF
THE GOVERNMENT OF THE CITY OF SEBASTIAN AND ALL OF
ITS DEPARTMENTS FOR THE FISCAL YEAR ENDING SEPTEMBER
30, 1991, SUCH APPROPRIATIONS BEING FROM ANTICIPATED
REVENUE; PROVIDING A MEANS TO AMEND THE SAID ANNUAL
BUDGET SO AS TO CARRY FORWARD THE FUNDING OF PURCHASE
ORDERS, WORK ORDERS, AND GRANTS OUTSTANDING AS OF
SEPTEMBER 30, 1990; PROVIDING A MEANS TO AMEND THE
SAID BUDGET TO REFLECT GRANTS RECEIVED AFTER
SEPTEMBER 30, 1990; PROVIDING A MEANS TO AMEND SAID
BUDGET SO AS TO CARRY FORWARD UNENCUMBERED BALANCE IN
CAPITAL PROJECTS FUND; AUTHORIZING THE TRANSFER OF
FUNDS HEREIN APPROPRIATED SO LONG AS THE TOTAL
COMBINED APPROPRIATIONS SHALL NOT BE INCREASED
THEREBY; AND PROVIDING FOR AN EFFECTIVE DATE.
5. ADJOURN
ANY PERSON WHO DECIDES TO APPEAL ANY DECISION MADE BY THE
CITY COUNCIL WITH RESPECT TO ANY MATTER CONSIDERED AT THIS
MEETING (OR HEARING) WILL NEED A RECORD OF THE PROCEEDINGS AND
MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS
MADE, WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH

entirety.
Councilman Rondeau arrived at 7:02 p.m.
Mayor Conyers opened the public hearing at 7:02 p.m.
George Metcalf, 425 Pine Street, Sebastian, objected
to budget procedures.
Mayor Conyers closed the public hearing at 7:05 p.m.

i move we adopt Resolution No. R-90-34.

The City Manager read Resolution No. R-90-35 by title
only:
Mayor Conyers opened the public hearing at 7:07 p.m.
George Reid, 202 DelMonte Road, Sebastian, expressed
dismay with the manner in which Council removed
funding for the Assistant City Manager position.
A1Vilardi, 445 Georgia Boulevard, Sebastian,
suggested that Council use surplus funds for
drainage.
Mayor Conyers closed the public hearing at 7:13 p.m.
Mayor Conyers made a statement regarding his
3ustification for abolishing funding for the
position of Assistant City Manager, spoke to a
discussion with the City Attorney, asked whether City
Council wanted to take action on this and expressed
disatisfaction with local newspaper reporting.
Councilman Rondeau and Councilman McCollum said they
were not contacted by the City Attorney.
Councilman Powell said he had contacted the Indian
River County Recreation Director who said the county
will help the city in any way it can regarding
recreation programs.
The City Manager suggested that Council consider
retaining JoAnne Townsend in a retitled dual position
of City Planner and Personnel Director at her current
salary, stated that after re-evaluating Ms. Townsend's
resume and the City Planner Job description he found
that she meets the qualifications and said that his
office would be responsible for recreation in the
manner of a tenant-landlord relationship.

Mayor Conyers said it was his understanding that
positions need to be advertised, to which the City
Manager responded that he was unaware of any policy.
Vice Mayor Oberbeck said he was in favor of
advertising for a City Planner.
Vice Mayor Oberbeck was excused from 7:42 p.m. to
7:43 p.m.
A lengthy discussion ensued on the City Manager's
suggestion relative to the combined position. Motion
was made as follows:
MOTION by Rondeau/McCollum
I recommend the City Council adopt the
recommendation of the City Manager regarding the
Assistant City Manager personnel and City Planner.
The motion was read back by the Deputy Clerk with the
inclusion of recreation instead of personnel.
Councilman Rondeau offered to withdraw the motion to
discuss retaining Ms. Townsend's current salary.
Councilman Rondeau, during a lengthy discussion,
changed his motion to retain Ms. Townsend at her
current salary but to delete the four percent
increase.
The City Clerk, at the request of Mayor Conyers, read
the motion to accept the recommendation of the City
Manager regarding the Assistant City Manager as City
Planner and Recreation Director not to exceed current
salary and then delete the four percent raise.
The City Manager questioned whether Personnel
Director wasn't to have been part of the motion to
which Councilman Rondeau responded in the affirmative.
The City Clerk questioned whether this was in
addition to the Recreation Director, to which the
City Manager and Councilman Rondeau responded in the
affirmative.
The City Manager said he was not requesting a
Recreation Director.
Mayor Conyers said he was still of the opinion that
the position should be advertised.
