A RESOLUTION OF THE CITY OF SEBASTIAN, FLORIDA,
ADOPTING THE ANNUAL BUDGET OF THE CITY OF SEBASTIAN,
FLORIDA, FOR THE FISCAL YEAR BEGINNING OCTOBER 1,
1991, AND ENDING SEPTEMBER 30, 1992; APPROPRIATING
FUNDS FOR THE EFFICIENT AND EFFECTIVE OPERATION OF
THE GOVERNMENT OF THE CITY OF SEBASTIAN AND ALL OF
ITS DEPARTMENTS FOR THE FISCAL YEAR ENDING SEPTEMBER
30, 1992, SUCH APPROPRIATIONS BEING FROM ANTICIPATED
REVENUE; PROVIDING A MEANS TO AMEND THE SAID ANNUAL
BUDGET SO AS TO CARRY FORWARD THE FUNDING OF PURCHASE
ORDERS, WORK ORDERS, AND GRANTS OUTSTANDING AS OF

The City Manager announced the grand opening ceremony
for the new City garage facility on Thursday,
September 19, 1991 at 3:15 p.m.

The City Attorney read Resolution No. R-91-32 in its
entirety.
Mayor Conyers opened the public hearing at 7:04 p.m.
Stanley Brewer, 500 Balboa Street, Sebastian; Edra
Young, 1151 Clearmont Street, Sebastian; Dean Wilder,
588 Balboa Street, Sebastian; and Nate McCollum, 1448
Laconia Street, Sebastian addressed Council.
Mayor Conyers closed the public hearing at 7:16 p.m.
In response to Councilman Powell, the City Manager
said that adoption of the budget does not give him
the authority to purchase the CAVCorp property and
that a number of legal documents would have to be
drafted and brought back to Council for approval to
finalize the purchase.
MOTION by Oberbeck/Reid
I move for the adoption of Resolution No. R-91-32
adopting a millage rate of 6.452 mills.

and, being no input, closed it.
MOTION by Oberbeck/Powell
i move that we adopt Resolution No. R-91-33 the
91/92 fiscal year budget.
Vice Mayor Oberbeck announced that although the money
is budgeted for CAVCorp his future votes on CAVCorp
would be conditioned on the property being used by
residents only.
