PRESENT: VICE MAYOR ROBERT FITZMAURICE COUNCILMAN RICHARD SZELUGA COUNCILWOMAN DOROTHY MCKINLEY COUNCILMAN JAMES GALLAGHER CITY ATTORNEY DANIEL KILBRIDE MAYOR PAT FLOOD, JR. THE CITY CLERK READ THE NOTICE OF PUBLIC HEARING AS IT APPEARED IN THE VERO BEACH PRESS JOURNAL, SEPTEMBER 16, 1983, TO CONSIDER THE ADOPTION OF TAX INCREASE, CITY OF SEBASTIAN, FLORIDA, PROPOSED TO INCREASE ITS PROPERTY TAX LEVY BY (15%) PERCENT. MAYOR FLOOD STATED THAT THE INCREASED MILLAGE RATE IS THE RESULT OF THE EXPANDED HOMESTEAD EXEMPTION. HE EXPLAINED THAT WE LOST APPROXIMATELY $12 MILLION DOLLARS IN TAXABLE PROPERTY VALUE THIS FISCAL YEAR WHICH WOULD HAVE GENERATED APPROXIMATELY $58,000.00 IN AD VALOREM REVENUE BECAUSE OF THE HOMESTEAD EXEMPTION. HE ALSO MENTIONED THAT IF THE CITY DID RECEIVE THE ADDITIONAL MONEY WE COULD HAVE KEPT THE MILLAGE RATE AT A THREE TO FOUR PERCENT INCREASE. THE NEW MILLAGE RATE REFLECTS A 15 PERCENT INCREASE OVER LAST YEAR'S ROLL BACK RATE AND THAT RATE IS THE MILLAGE NEEDED TO GENERATE THE SAME AMOUNT OF REVENUE AS THE PREVIOUS FISCAL YEAR. COUNCILWOMAN MCKINLEY AND COUNCIL~ )GALIGHER WERE IN AGREEMENT THAT THE MAYOR'S SALARY BE INCREASED BUT NOT AT THk-'"t~XPE~SE OF THE CITY POLICE DEPARTMENT, ESPECIALLY SINCE THIS ISSUE HAS TO BE PUT TO REFERENDUM VOTE IN THE CITY'S MARCH ELECTION. $91,000.00 F~O~ FE~E~L R~NNUt I~AR~ MONEY AND THI~NEY~ ~N BE TAKEN FROM THIS ATION OF FUN~TTORME~B~DE~T~TH]~ THE A~T~ ~T CAN BE AMENDED IF NEEDED IN THE FUTURE. THERE BEING NO FURTHER COMMENTS CONCERNING THE 1983-1984 CITY OF SEBASTIAN BUDGET, THE COUNCIL REVIEWED THE PROPOSED 83-84 GOLF COURSE BUDGET. CITY ATTORNEY KILBRIDE READ IN ITS ENTIRETY A RESOLUTION ADOPTING THE ANNUAL BUDGET OF THE CITY OF SEBASTIAN, FLORIDA FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1983 AND ENDING SEPTEMBER 30, 1984, APPROPRIATING FUNDS FOR THE EFFICIENT AND EFFECTIVE OPERATION OF THE GOVERNMENT OF THE CITY OF SEBASTIAN AND ALL ITS DEPARTMENTS FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 1984; SUCH APPROPRIATIONS BEING FROM ANTICIPATED REVENUE: PROVIDING MEANS TO AMEND THE SAID ANNUAL BUDGET SO AS TO CARRY FORWARD THE FUNDING OF PURCHASE ORDERS, WORK ORDERS AND GRANTS OUTSTANDING AS OF SEPTEMBER 30, 1983; PROVIDING A MEANS TO AMEND THE SAID ANNUAL BUDGET TO REFLECT GRANTS RECEIVED AFTER SEPTEMBER 30, 1983: AND AUTHORIZING THE TRANSFER OF FUNDS HEREIN APPROPRIATED SO LONG AS THE TOTAL COMBINED APPROPRIATIONS SHALL NOT BE INCREASED THERBY: PROVIDING AN EFFECTIVE DATE. MOTION BY COUNCILWOMAN MCKINLEY, SECONDED BY COUNCILMAN GALLAGHER, THAT A RESOLUTION ADOPTING THE ANNUAL BUDGET OF THE CITY OF SEBASTIAN, FLORIDA FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1983 AND ENDING SEPTEMBER 30, 1983 BE ADOPTED. ROLL CALL VOTE: A YES: VICE MAYOR FITZMAURICE COUNCILMAN SZELUGA COUNCILWOMAN MCKINLEY COUNCILMAN GALLAGHER MAYOR FLOOD NAYS: NONE MOTION CARRIED.
