MAYOR FLOOD STATED THAT INTERVIEWS HAD BEEN STARTED WITH THE LAWYERS WHO APPLIED FOR THE POSITION OF CITY
ATTORNEY. HOWEVER, SINCE ONLY VICE MAYOR GRAY AND COUNCILMAN JOACHIM WERE PRESENT, IT WAS THOUGHT IT WOULD
BE FAIRER TO CONDUCT THE INTERVIEWS WHEN THE FULL COUNCIL COULD BE PRESENT, AND A MEETING FOR THIS PURPOSE
WAS SET FOR OCTOBER 17 AT 7:00 P.M. IN THE INTERIM, MR. CHESTER CLEM, CITY ATTORNEY FOR INDIAN RIVER SHORES,
HAS CONSENTED TO ACT AS OUR CITY ATTORNEY FOR THE NEXT WORKSHOP MEETING, THE REGULAR COUNCIL MEETING, AND A
PUBLIC HEARING SCHEDULED ON OCTOBER 10 REGARDING DUTIES AND POWERS OF REGULAR STANDING COMMITTEES.
MAYOR FLOOD ADVISED THAT AT THE LAST REGULAR COUNCIL MEETING A MOTION WAS PASSED TO GRANT INDIAN RIVER CABLE-
VISION A RATE INCREASE EFFECTIVE OCTOBER 1, 1979. SINCE AN ORDINANCE IS REQUIRED FOR SUCH AN ACTION, THE
CITY CLERK READ IN ITS ENTIRETY AN EMERGENCY ORDINANCE (NO. 218 (C) TO COVER THE SITUATION.

NO. 218, A NON-EXCLUSIVE FRANCHISE ORDINANCE TO INDIAN RIVER CABLEVISION, INC.

THERE WAS A LENGHTY DISCUSSION ON HEALTH INSURANCE FOR THE EMPLOYEES OF THE CITY OF SEBASTIAN.
MOTION BY COUNCILWOMAN MC KINLEY TO TABLE UNTIL THE COUNCIL CAN GIVE FURTHER STUDY TO THE WORK PAPERS.
DIED FOR LACK OF SECOND.
VICE MAYOR GRAY MADE A MOTION TO STAY WITH THE INSURANCE WE HAVE. MOTION DIED FOR LACK OF SECOND.

WHEREAS, the Federal Revenue Sharing Account of the City of
Sebastian has funds from the 1978/1979 budget in the amount of
$8,871.75 which were not expended and
WHEREAS, it is desired that said funds be carried over into
the1979/1980 budget;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SEBASTIAN,
FLORIDA, BY AND THROUGH ITS CITY COUNCIL:
1. The amount of $8,871.75 remaining in the Federal Revenue
Sharing Account 1978/1979 budget is hereby carried over into the
1979/1980 budget.

INSURANCE FOR THE EMPLOYEES OF THE CITY OF SEBASTIAN. APPROVED BY VICE MAYOR GRAY AND COUNCILMAN
JOACHIM. OPPOSED BY COUNCILWOMAN MC KINLEY.
MOTION BY VICE MAYOR GRAY, SECONDED BY COUNCILWOMAN MC KINLEY, TO TABLE THE QUESTION OF HEALTH INSURANCE
UNTIL THE FULL COUNCIL IS AVAILABLE. CARRIED.
MAYOR FLOOD REQUESTED AND WAS GRANTED PERMISSION TO BRING UP THE SUBJECT OF AN ENGINEERING SURBEY REQUIRED
IN CONNECTION WITH HIS EFFORTS TO OBTAIN A GRANT FROM FARMER'S HOME LOAN. THIS SURVEY WOULD COST
APPROXIMATELY $2,000.-$3,000. AND IT WOULD BE MADE BY FLIP LLOYD, OUT CITY ENGINEER.
MOTION BY VICE MAYOR GRAY, SECONDED BY COUNCILWOMAN MC KINLEY, TO AUTHORIZE MR. LLOYD TO MAKE THE SURVEY
SO THAT WE MAY APPLY FOR A FRANT FROM FARMER'S HOME LOAN. CARRIED.
MAYOR FLOOD BROUGHT UP THE SUBJECT OF THE SELECTION OF AN ENGINEERING FIRM TO MAKE A STUDY IN CONNECTION
WITH THE BONDING ISSUE. THE FIRMS OF BRILEY, WILD AND POST, BUCKLEY WERE SELECTED AS THE NO. 1 AND NO. 2
COMPANIES TO BE CONSIDERED AND FLIP LLOYD NO. 3. HOWEVER, AFTER THE INTERVIEW WITH BRILEY, WILD WHEN THEY
QUOTED A PRICE OF $110,000. THIS WAS THOUGHT TO BE EXCESSIVELY HIGH, AND MAYOR FLOOD WAS OF THE OPINION THAT
POST, BUCKLEY WOULD BE IN THE SAME PRICE RANGE. HE, THEREFORE, REQUESTED THAT FLIP LLOYD BE CONSIDERED AS
NO. 2 AND POST, BUCKLEY, NO. 3. VICE MAYOR GRAY AGREED THAT IT WOULD BE BETTER TO HAVE SOMEONE WHO IS
FAMILIAR WITH THE AREA AND WITH WHOM WE ARE USED TO WORKING WITH. MAYOR FLOOD EXPLAINED FURTHER THAT MR.
LLOYD WOULD BE A LOT CHRAPER BECAUSE HE IS HERE AND HE DID THE ENGINEERING ORIGINALLY.
