AFTER A FRIEF DISCUSSION, ATTORNEY PALMER WAS REQUESTED TO DRAW UP A RE-
SOLUTION REGARDING WAIVER OF GOLF COURSE INITIATION FEES FOR MEDICAL EXEMPTIONS
FOR THE WORKSHOP MEETING.
MOTION BY COUNCILMAN ROTH, SECONDED BY COUNCILMAN SZELUGA, TO PERMIT THE
AMARA SHRINE TO DISTRIBUTE PAMPHLETS THROUGHOUT THE COMMUNITY IN CONNECTION
WITH THEIR CHILDREN'S HOSPITALS. CARRIED.

ATTORNEY PALMER READ A LETTER FROM EARL WITHERBY, CHAIRMAN, CODE ENFORCEMENT
BOARD, TENDERING, UNDER PROTEST, HIS RESIGNATION AS CHAIRMAN DUE TO A RULING
FROM THE OFFICE OF THE ATTORNEY GENERAL REQUIRING THAT MEMBERS OF THE BOARD
BE RESIDENTS OF THE CITY, AND ADVISING THAT HE EXPECTS TO BE A RESIDENT
OF THE CITY WITHIN A FEW MONTHS.
MOTION BY VICE MAYOR MCKINLEY, SECONDED BY COUNCILWOMAN KEENAN, THAT EARL
WITHERBY, CHAIRMAN, CODE ENFORCEMENT BOARD, BE GRANTED A LEAVE OF ABSENCE
UNTIL HE IS A LEGAL RESIDENT OF THE CITY OF SEBASTIAN. (COUNCILMAN ROTH
OPPOSED.)
MOTION CARRIED.
COUNCILMAN ROTH REQUESTED THAT A PROCLAMATION BE DRAWN UP THANKING THE
CHAMBER OF COMMERCE AND THE JAY CEE'S FOR THE NEW SIGNS AT EACH END OF THE
CITY.
ATTORNEY PALMER WAS REQUESTED TO DRAW UP A RESOLUTION INCREASING MEMBERSHIP
FEES AND GOLF CART FEES AT THE SEBASTIAN GOLF COURSE.
MOTION BY COUNCILMAN ROTH, SECONDED BY COUNCILMAN SZELUGA, TO APPROVE THE
SAMPLE BALLOT CONTAINING THE QUESTION REGARDING INCREASE OF THE MAYOR'S
SALARY.

MAYOR GALLAGHER ADVISED THAT A MAJORITY OF THE EMPLOYEES HAD VOTED FOR
A UNION AND THAT WE WILL HAVE TO START NEGOTIATIONS WITH THEM. HE ADDED
THAT HE WOULD LIKE TO GRANT THE EMPLOYEES THEIR SALARY INCREASE ON OCTOBER 4.
ATTORNEY PALMER WAS OF THE OPINION THAT SINCE THE INCREASE WAS PROVIDED
FOR IN THE BUDGET WHICH WAS JUST ADOPTED AND ALSO BY THE ADOPTION OF
THE STANDARD OPERATING PROCEDURES BEFORE THE UNION ELECTION, THE ELECTION
DOES NOT AFFECT THAT. A SPECIAL COUNCIL MEETING HAS BEEN SCHEDULED FOR
OCTOBER 16, WHEN MR. LINN, THE LABOR ATTORNEY, WILL BE INVITED TO ATTEND
TO ADVISE THE COUNCIL ON WHAT WE CAN AND CANNOT DO.
MOTION BY COUNCILMAN ROTH, SECONDED BY VICE MAYOR MCKINLEY, TO APPROVE
THE CONCEPT OF A NORTH-SOUTH CONNECTOR ROAD (PRESENTLY KNOWN AS POWER
LINE ROAD) BETWEEN MAIN STREET AND C.R. 512 AND TO PERMIT THE BUILDING
OFFICIAL AND OTHER DEPARTMENT HEADS TO FOLLOW-THROUGH WITH THE PLANS.
