MAYOR JIM GALLAGHER CALLED THE SPECIAL CITY COUNCIL MEETING TO ORDER AT 9:00 A.M. FOR THE
PURPOSE OF DISCUSSING AND ADOPTING THE ANNUAL BUDGET FOR 1985-1986.

ABSENT: COUNCILMAN PETER VALLONE (.EXCUSED)
ATTORNEY PALMER LEAD THE AUDIENCE AND COUNCIL IN THE PLEDGE OF ALLEGIANCE TO THE FLAG.
MAYOR GALLAGHER EXPLAINED TO THE COUNCIL THE CONSEQUENCES IN NOT ADOPTING A BALANCED BUDGET
PRIOR TO MIDNIGHT SEPTEMBER 30, 1985. MAYOR GALLAGHER STATED THAT HE HAD PRESENTED THE COUNCIL
WITH A BALANCED BUDGET AND THE MILLAGE RATE WAS 4.9972, WHICH IS THE SAME AS THE COUNCIL
HAD ADOPTED FOR 1984-1985. MAYOR G/~LLAGHER STATED THAT IT I~OULD BE MOST BENEFICIAL TO GO OVER
EACH BUDGET INDIVIDUALLY AND APPROVE THEM AND THEN GO ON TO THE PROPOSED BUDGETS THAT THE COUNCIL
MEMBERS ARE HAVING PROBLEMS WITH, HE ADDED THAT THE COUNCIL HAD APPROXIMATELY 13~ HOURS TO GO OVER
THE BUDGET.
COUNCILMAN SZELUGA STATED THAT HE ~ME-~O~ A~AREAS IN THE BUDGET AND WOULD LIKE

MAYOR GALLAGHER ADVISED THAT THE COMPENSA~PA~IENTS TO THE COUNCIL WERE SET IN THE CHARTER.

VICE MAYOR HARRIS QUESTIONED THE $5,000.00 ALLOTED FOR CHRISTMAS LIGHTS
MRS. CARSWELL FINANCE DIRECTOR EXPLAINED THAT THE $5,000.00 WAS FOR THE CHRISTMAS LIGHTS
PLACED ON U.S. #1 AND MAIN STREET THE OPEN HOUSE FOR THE CITY PRIOR TO CHRISTMAS.

NEW TRUCK AND SUPPLIED THE POLICE DEPART~U~"~TjWITH THE FUNDS FOR THE PURCHASE OF THE
NEW POLICE VEHICLES. MAYOR GALLAGHER COnTinUED T(~EXPLAIN THAT THE BUILDING MAINTENANCE

THERE WAS A LENGTHY DISCUSSION ABOUT THE $2,000.00 ACROSS THE BOARD RAISE FOR THE DEPARTMENT
HEADS ALONG WITH A 2% MERIT INCREASE. THERE WAS ALSO DISCUSSION REGARDING THE NEED OF NEW
LARGE EQUIPMENT FOR THE PUBLIC WORKS DEPARTMENT AND MAYOR GALLAGHER ADVISED THAT IF AND WHEN
THE CITY RECEIVED FEDERAL REVENUE SHARING BUDGET MONIES THEY WOULD ALLOCATE FOR THIS EQUIPMENT.
MOTION BY COUNCILMAN SZELUGA SECONDED BY VICE MAYOR HARRIS THAT THE SALARY OF THE PUBLIC WORKS
DIRECTOR NOT BE INCREASED AS PROPOSED IN THE BUDGET.
VICE MAYOR HARRIS QUESTIONED COUNCILMAN SZELUGA AS TO HIS COUNTER OFFER.
COUNCILMAN SZELUGA STATED THAT HE INTENDED THE MOTION TO MEAN THAT THERE WOULD BE NO
RAISE AT ALL.
VICE MAYOR HARRIS STATED THAT HE HAD SECONDED THE MOTION FOR THE PURPOSE OF DISCUSSION.
VICE MAYOR HARRIS ADDED THAT HE WOULD AGREE TO INCREASE THE DEPARTMENT HEADS THE SAME 6% AS THE
CITY EMPLOYEES.
AFTER A LENGTHY DISCUSSION REGARDING THE METHOD TO INCREASE THE DEPARTMENT HEADS SALARIES AND THE
SAVINGS TO THE CITY, MAYOR GALLAGHER STATED THAT HE DID NOT CARE FOR THE POLICY OF ONE
DEPARTMENT HEAD THAT ALL DEPARTMENT HEADS PROVIDE MANAGEMENT POSITIONS AND SKILLS AND THEY
ARE WELL DESERVING OF A $2,000.00 RAISE. AFTER ADDITIONAL CONVERSATION BY COUNCIL MEMBERS.
MOTION BY VICE MAYOR HARRIS TO AMEND THE MOTION THAT $1,000.00 RAISE ACROSS THE BOARD BE GRANTED.
COUNCILMAN SZELUGA STATED THAT HE HAD MADE THE MOTION TO DISCUSS THE ITEM AND DID NOT INTEND
TO SINGLE OUT ONE INDIVIDUAL BUT TO LOOK AT THE SALARIES IN GENERAL.

MINUTES
MAYOR GALLAGHER STATED THAT FOR THE RECORD THE PROPOSED AMENDMENT TO THE ORIGINAL
MOTION HAD FAILED AND THE COUNCIL WOULD NOW VOTE ON TEH ORIGINAL MOTION. MAYOR
GALLAGHER STATED THAT THE ORIGINAL MOTION WAS THAT THE PUBLIC WORKS DIRECTOR NOT BE
GRANTED A SALARY INCREASE AS PROPOSED IN THE BUDGET.
AFTER SOME DISCUSSSION REGARDING THE MAYOR SALARY AND A PROPOSED CITY MANAGER FORM OF
GOVERNMENT AND THE USE OF SURPLUS FUNDS THE FOLLOW1N~MOTION WAS MADE.
MOTION BYV~CE MAYOR HARRIS TO GRANT THE DEPARTMENT HEADS A 6% ACROSS THE BOARD INCREASE.
MAYOR GALLAGHER ADVISED THAT THE MOTION WAS OUT OF ORDER.
COUNCILMAN SZELUGA STATED THAT IF IT WAS THE COUNCIL MEMBERS DESIRE TO CUT THE BUDGET
THEN THEY SHOULD ADDRESS THE LARGE iTEMS TO BE CUT AND NOT INCIDENTALS, COUNCILMAN ROTH
STATED THAT HE WOULD LIKE TO DISCUSS THE BUILDING DEPARTMENT CITY ENGINEERING DEPARTMENT
AND THE CITY ATTORNEYS PROPOSED BUDGET INCREASES.
COUNCILMAN SZELUGA STATED THAT AN IMPORTANT PART OF THE PROPOSED BUDGET WAS THE PERMIT
FEES AND APPLICATION FEES AND THAT THE CITYS WHOLE BUDGET IS PREDICATED ON THE PROPOBED
FEES BEING INCREASED.

COUNCILMAN SZELUGA RESTATED HIS MOTION, HIS INTENT OF THE MOTION WAS TO BE ALL SALARY
RAISES OVER AND ABOVE 6% CAP BE REDUCED BY HALF (~) OF THE PROPOSED RAISE INCREASES.

STANDARD OPERATING PROCEDURES, OF ESTABLISHING BASE LEVELS.
ATTORNEY PALMER CONCURRED THATiTHE MOTION ON THE FLOOR WAS CONTRARY TO THE CITYS ADOPTED

CHIEF NAPPI ADVISED THE COUNCIL THAT PRESENTLY HE HAD AN OFFICER ON THE JOB EARNING
$15,250.00 AND A NEW EMPLOYEE WOULD BE HIRED AT $15,500,00.
VICE MAYOR HARRIS AMENDED THE MOTION TO STATE THAT ALL POLICE OFFICERS SALARIES BE INCREASED

BY $'1,000.00 AND DISTRIBUTING THE REMAINDER OF THE MONIES TO THE POLICE OFFICERS, MAYOR GALLAGHER
STATED THAT NO MATTER WHAT THE COUNCILS DESIRE THE CITY WOULD NEVER BE ABLE TO PAY A POLICE
OFFICER WHAT THEY ARE WORTH.

VICE MAYOR HARRIS STATED THAT THERE WERE A NUMBER OF CONFLICTING FIGURES IN THE POLICE
DEPARTMENT BUDGET, ESPECIALLY IN THE SALARIES. THERE WAS A LENGTHY DISCUSSION REGARDING
A FLEET OF NEW CARS FOR THE POLICE OFFICERS.
MOTION BY VICE MAYOR HARRIS SECONDED BY COUNCILMAN SZELUGA TO UP-GRADE THE FLEET WITH
FIVE NEW POLICE CARS.
THERE FOLLOWED DISCUSSION REGARDING THE NEED FOR SEVEN NEW CARS AND THAT UP GRADING TO
FIYE CARS WOULD BE INADEQUATE. THE DISCUSSION ALSO REVOLVED AROUND THE TRANSFER OF THE
EXISTING CARS TO THE BUILDING DEPARTMENT AND ONE FOR THE FINANCE DIRECTOR AND CITY CLERK
TO SHARE, WHEN DOING CITY BUSINESS.

COUNCILMAN SZELUGA STATED THAT HE WOULD LiKE TO SEE THE HEALTH INSURANCE BE DECREASED
AND THE DENTAL PLAN TO BE INCLUDED. COUNCILMAN SZELUGA STATED THAT HE FELT THE HEALTH
INSURANCE COST SHOULD BE MUTUALLY PAID FOR BU THE EMPLOYEES AND CITY. COUNCILMAN SZELUGA
RECOMMENDED THAT THE CITY ONLY PAY FOR A SINGLE EMPLOYEE AND THAT 1F THE EMPLOYEE
DESIRED TO HAVE FAMILY COVERAGE THEY WOULD CONTRIBUTE THE ADDITIONAL COSTS.

COUNCILMAN ROTH QUESTIONED ATTORNEY PALMER ABOUT THE LEGAL FEES FOR PLANNING AND ZONING
COMMISSION ATTORNEY' PALMER EXPLAINED THAT HE HAD RECOMMENDED TO THE PLANNING AND ZONING
THAT THEY USE GREGORY GORE, ATTORNEY AT LAW, AS HE IS ALSO THE ATTORNEY FOR THE CODE ENFORCEMENT
BOARD AND HE IS FAMILIAR WITH THE CITY$ LAWS HOWEVER THE PLANNING AND ZONING STATED THAT THEY
PREFERED ATTORNEY PALMER TO REPRESENT THE BOARD.
THE DISCUSSION REVOLVED AROUND THE AMOUNT OF A FEE THE CITY WOULD GRANT TO ATTORNEY PALMER
