CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA ALL PROPOSED ORDINANCES AND INFORMATION ON ITEMS BELOW MAY BE INSPECTED IN THE OFFICE OF THE CITY CLERK, CITY HALL, 1225 MAIN STREET, SEBASTIAN, FLORIDA. PURPOSE: Grant Waiver of Bid Procedure and Ratify Health Insurance Contracts with McCreary Corporation as Third Party Administrator and Commonwealth Life Insurance Company as Re-Insurer Mayor Conyers called the Special Meeting to order at 5:00 p.m. and stated its purpose. 2. ROLL CALL Present: Mayor W.E. Conyers Councilman Peter Holyk Vice Mayor Frank Oberbeck Councilman Lonnie Powell Councilman George Reid Also Present: City Manager, Robert McClary Finance Director, Mike Hudkins Assistant Finance Director, Larry Napier City Clerk, Kathryn O'Halloran 3. PUBLIC INPUT ON AGENDA ITEMS None. Special City Council Meeting September 27, 1991 Page Two MOTION by Oberbeck/Holyk I move we amend our agenda tonight and add the request from the Craft Club. VOICE VOTE on the motion carried 5-0. Mayor Conyers read the requested dates for use of Riverview Park by the Craft Club of Sebastian as follows: 10/5/91, raindate 10/6/91, 11/2/91, 11/3/91, 12/7/91, 12/8/91, 1/4/91, raindate 1/5/92, 2/1/92, raindate 2/2/92, 3/7/92, raindate 3/8/92, 4/4/92, raindate 4/5/92, 5/2/92, raindate 5/3/92. It was noted that policy had been established to allow use only for six months at a time, that the City's standard conditions will be included in the approval, that this would be non-exclusive use, and that no pre-manufactured goods are to be sold. MOTION by Oberbeck/Holyk I move to approve the request of the Craft Club for the dates of October 5 through March 7, 1991. VOICE VOTE on the motion carried 5-0. (Subsequent to the meeting, the 12/7/91 date had to be rescheduled due to prior Council approval of use by the Sebastian River Junior Women's Club.) 91.264 Grant Waiver of Bid Procedure and Ratify Health Insurance Contracts with McCreary Corporation as Third Party Administrator and Commonwealth Life Insurance Company as Re-Insurer (City Manager Recommendation dated 9/19/91, Contract) The City Manager announced he had excused the City Attorney from this meeting and proceeded to give a brief explanation of the proposed health insurance contract with McCreary Corporation, which he stated, is the City's best option. Councilman Holyk inquired as to whether the City Manager had reviewed with the City Attorney whether the City was within its rights to go to a substitute insurance coverage. 2 Special City Council Meeting September 27, 1991 Page Three The City Manager responded he had received a call from Communications Workers of America yesterday· which claimed that its labor counsel's opinion was that the City cannot obtain substitute coverage if that coverage is a reduced or different contract, however, he said the City's labor counsel, Jim Linn, stated that the City's contract can go to a substitute coverage, therefore the City is not in violation of any collective bargaining agreement. Further discussion ensued relative to the insurance program. Duncan Chalmers, servicing representative and consultant to Indian River County School Board, addressed City Council. MOTION by Holyk/Oberbeck I move that we grant the waiver of bid procedure and ratify health insurance contracts with McCreary Corporation as third party administrator and Commonwealth Life Insurance Company as re-insurer. ROLL CALL: Mayor Conyers Councilman Holyk Vice Mayor Oberbeck Councilman Powell Councilman Reid aye aye aye aye aye MOTION CARRIED 5-0.
