GASS, COUNCILMAN FRANK OBERBECK, COUNCILMAN RICHARD VOTAPKA, COUNCILMAN GEORGE SCHUM, CITY ATTORNEY DANIEL KILBRIDE AND MAYOR PAT FLOOD, JR. MOTION BY COUNCILMAN OBERBECK, SECONDED BY COUNCILMAN VOTAPKA, TO BRING TO THE FLOOR A DISCUSSION REGARDING THE TEMPORARY APPOINTMENT OF CAPTAIN JOHN MELTON AS ACTING POLICE CHIEF AND PLACING AN AD IN THE NEWSPAPER FOR THE HIRING OF A POLICE CHIEF. ATTORNEY KILBRIDE STATED THAT ACCORDING TO THE FLORIDA STATE STATUTES, THIS PUBLIC HEARING HAS BEEN SET TO DISCUSS THE 1982-1983 BUDGET AND ANY OTHER MATTERS MUST BE HELD AND DISCUSSED AFTER THIS BUDGET HEARING IS CLOSED. MOTION WITHDRAWN BY COUNCILMAN OBERBECK, SECOND WITHDREW BY COUNCILMAN VOTAPAK. THE CITY CLERK READ THE NOTICE OF PUBLIC HEARING AS IT APPEARED IN THE VERO BEACH PRESS JOURNAL, SEPTEMBER 26, 1982, TO MAKE A FINAL DECISION ON THE BUDGET AND TAXES FOR THE FISCAL YEAR 1982-1983. AS DISCUSSED AT THE LAST BUDGET HEARING, MAYOR FLOOD EXPLAINED THAT THE MILLAGE RATE IS TENTATIVELY SET AT 4.863 AND IF THE BUDGET IS REDUCED $2,000.00, THE MILLAGE RATE WILL BE REDUCED AND TENTATIVELY SET AT 4.8614. A VERY LENGTHY DISCUSSION FOLLOWED REGARDING THE JUSTIFICATION AND AMOUNT OF $5,200.00 ALLOCATED IN THE BUDGET OF A CITY RECREATIONAL DIRECTOR. MR. CLIFF HOOSE, PRESENTLY ACTING AS THE RECREATION COORDINATOR REMARKED THAT THIS POSITION IS NEEDED IN THE COMMUNITY AND SHOULD BE IMPLEMENTED SINCE THE AREA IS GROWING RAPIDLY AND THERE IS A TREMENDOUS NEED OF PLANNED RECREATION IN THE AREA FOR BOTH YOUNG AND OLD. HOOSE BE COMPENSATED $50.00 PER WEEK 0A~-44 TRIAL BASIS~ THAT WE LOOK AT THE ACCOMPLISHMENTS AND THE CONTrNUED DATION AND DID NOT HAVE ANY OBJECT~NS~ MAYOR FLOOD EXPLAINED THAT THERE WAS~ ADfTi'TION~ $4,00~ TO COVER A PART TIME EMPLOYEE. CLIFF HOOSE ACCEPTED THIS RECOMMEN- O0 ALLOCATED IN THE STREET DEPARTMENT BUDGET HE MENTIONED THAT THIS WAS NOT IN THE EARLIER BUDGET NEGOTIATIONS, THERE BEING NO FURTHER COMMENTS, PUBLIC HEARING D. CITY CLERK MAYOR S. PECIAL BUDGET C G DE MBZR 29, 198 MAYOR FLOOD OPENED THE FLOOR TO THE COUNCIL FOR THEIR COMMENTS AND RECOMMENDATIONS SO FINAL ADOPTION CAN BE MADE FOR THE 1982,1983 BUDGET. COUNCILMAN VOTAPKA QUESTIONED THE $300.00 DIFFERENCE BETWEEN THE $90,363.00 FIGURE LISTED FOR SALARIES AND WAGES IN THE ADMINISTRATIVE AND FINANCE DEPARTMENT AND THE $90,658.00 SHOWN ON THE PAYROLL INFORMATION SHEET. HE RECOMMENDED THAT THESE TWO FIGURES BE EXACTLY THE SAME. JOSEPH LANCASTER, FINANCE DIRECTOR,,EXPLAINED THAT THE $300.00 DIFFERENCE HAS BEEN GENERATED THROUGH SOME PAYROLL ADJUSTMENTS MADE SINCE THE PREPARATION OF THE BUDGET. MOTION BY COUNCILMAN VOTAPKA, TO ACCURATELY REFLECT THE SALARIES AND WAGES THAT WE HAVE ON THE PAYROLL INFORMATION SHEET, SALARIES AND WAGES BE ADJUSTED FROM $90,363.00 TO $90,658.00. PAYROLL COSTS FROM $24,153.00 TO $24,231.00 TO REDUCE THE PROMOTIONAL ACTIVITIES FROM $1,000.00 TO $627.00, THERE BY LEAVING THE SAME TOTAL OF THE ENTIRE SHEET $211,139.00 MOTION DIED,LACK OF SECOND. A BRIEF DISCUSSION FOLLOWED REGARDING THE POSSIBILITY OF HIRING A PART TIME EMPLOYEE FOR THE CEMETERY. MAYOR FLOOD RECOMMENDED THAT WE WORK WITH THE YOUTH PROGRAMS AVAILABLE FOR THE ADDITIONAL HELP AND WHEN THERE IS AN URGENT NEED, ADDITIONAL HELP WOULD BE GIVEN FROM THE PARKS AND RECREATION DEPARTMENT. MOTION BY COUNCILMAN VOTAPKA, SECONDED BY COUNCILMAN OBERBECK, TO AMEND THE CIVIL DEFENSE EQUIPMENT BUDGET BY REDUCTION OF $500.00 TO REDUCE THE PARKS AND RECREATION. A VERY LENGTHY DISCUSSION FOLLOWED, CONCERNING THE POSSIBILITY OF ADVERTISING FOR THE POSITION OF POLICE CHIEF OR TO APPOINT CAPTAIN MELTON, SINCE THE COUNCIL FELT THAT IT IS IMPORTANT TO PROMOTE FROM WITHIN THE RANKS TO ESTABLISH A GOOD MERIT INCENTIVE FOR OTHER OFFICERS AND ALSO THAT CAPTAIN MELTON'S BACK- GROUND IN EDUCATION AND TRAINING IS EXCELLENT. DUE TO THE FACT THAT CAPTAIN MELTON WAS INVOLVED IN THE ADMINISTRATIVE INVESTIGATION WITHIN THE POLICE DEPARTMENT, MAYOR FLOOD REMARKED THAT THIS SITUATION COULD BECOME TOUCHY AND RECOMMENDED THAT THE COUNCIL TAKE ADDITIONAL TIME TO CONSIDER THIS DECISION AND BE PREPARED TOTAKE ACTION AT THE NEXT COUNCIL MEETING. MOTION WITHDRAWN BY COUNCILMAN OBERBECK, COUNCILMAN SCHUM DID NOT RESCIND HIS SECOND.
