Sebastian City Council
September l?th, 1946
Meeting called to order by Mayor Shafor at ?:30 pm.
Present: Mayor Shafor, Clerk 0'Neal and Councilmen Sembler, Turlingtoh
Mlddleton and Smith. t$ohannon - absent.
Minutes of the last meeting were woad and approved wit~he
following correction. Mr. R. G.Hardee is to be reimbursed in t~
amount of 20% of all taxes paid in 194§ on lots i to 5 in Hardee
Subdivision. ?1~e amount is to include delinquent taxes paid
at that time. The amount of the refund is $90.80.- $36.32 S. F~ad

On motion of Councilman Sembler - seconded by Councilman
Turlington - license of' L.Davidson was renewed in the amout of
$150 to cpera.te Sebastian Pact~ge Store for 1946-1947.
An informatl discussion was held onthe forthcoming Tax
~qualization meeting to be held on0ctoberl, 1946. An Assessment of
30 Mills was suggested (10 mills for S. F. and20 for General Fund)
This was ddemed most likelyto finance a budget of $7,700, for General
Fund and $3,250. for the Sinking Fund. Final Action will betaken
on this matter at the next meeting of Oity Council.
Motion was made ~a~d seconded that Chief ofPolice 0'Neal be
authorized to hire a man toassist him ~t night - salary to be $100.
per month. Chief0'Neal is further authorized to buy a 38 caliber
Smith and l~esson for official use by theCity.
Meeting adjourned at 9:10 pm.

Sebastian City Council
October l, 1946
Meeting called toorder at 8 pm by Councilman Bohannon
in the absence of Chairman Middletoh. Presentl Mayor Shafor,
Clerk 0'Neal, Attorney Mitchell, Councilmen Bohaunon, Smith,
Sembler ~nd Turlington. Absent: Councilman Middleton.
Proof of Publication of Tax Equalization Meeting was
established and filed. The 1946 Tax Roll was presented.
A callwas issued asking for the presentation of any requests
for adjustments. No requests or objections were forthcoming.
Councilman Sembler moved that the roll be acc~ptAd and Councilm~r~
Smith seconded the motion. It was unanimously adopted.
Mr. Mitchell was requested to prepare an Ordinance
establishing the Tax Rate for 1946 at 30 Mills - ofwhich l0 Mills
will be for Sinking Fund aud 20 Millsfor General Maintenance Fund
Thcs present were polled wi ththe following results: Smith yes;
Sembler yes; Turlington yes; Bohannon yes. The0rdinance
then t~ecomes part of these Minutes.
It was brought out at the Meetingthat City Licenses
for 1946-1947 are now due and payable. The Clerk is instructed
to issue notices tobusiness people and enforce payment where
necessary.

After discussion, Councilman Sembler made a motion, seconded
by Oouncilman Turlingbon, that the Chair appoint a Committee with full
power to act onthe investigstion and purchase of a two way radio set
for the police car. Themotion was carried and the following
0ommitteeapointed - Mayor Shafor, Chairman, Councilman Turlington and
Chief of Police 0'Neal.
Discussion was held onemploying another full time
Policeman to assist the Chief whith his duties. A Motion was made
by Councilman Turlington, seconded by Councilman Smith ~t an add be
run the t~e Veto Beach Press Journal asking for appoicattons for
the Job.
On motion the meeting adjourned.

CHAPTER N0
AN ORDINANCE PROVIDING FOR THE LEV~ OF TAXES IN
THE CITY OF SE~ASTIAN , FOR THE YEAR 1946
BE iT 0RDAII~ED BY THE MAYOR AND CITY COUNCIL OF TNE
CITY OF SEBASTIAN, FLORIDA.:
Sectionl . That the city of Sebastian ,~lorida
levy a tax of thirty mills upon each dollar valuation of
rfal and personal property within the City Limits of said
City subject to taxation on the first day of January ,1946
which tax shall be assessed and collected ~n the manner
provided by law.
Section 2. That of the total of 30 mills
herewith levied, 20 mills shall be segrated in a sparate fund
as the same is collected and shall be used for the purpose of
providing funds for the general fund of said city; that l0
mills of the ~0 mills herewith levied shall be segrated in a
separate fund ( special fund) as collected and shall be used
solely for the purpose of paying interest and providing a
a sinking for bonds of the said ciSy entitled" City of
Sebastian Refunding Bonds Issue Issue of July 1,1959.Said
tax levy of l0 mills for interest and sinking fund purposes
shall be levied and collected upon all taxable property
within said city as of January 1,1946,including homestead
property.
Section $. It shall be the duty of the City Tax
Collector and the City Treasurer to divide the proceeds of
said taxes into separate funds as above set forth as above
and to keep such accounts thereof as shall be from time to
time directed by the City Council .
Section 4. This Ordinance shall be in fMll force
and effect immediately upon its passage and approval or
upon its becoming a law without such approval.
I hereby certify that the foregoing Ordinance
was duly passed by the City Council the 1st. day of October
1946.

RESOLUTION
1~tE~ , As provided by the Charter and Ordinances
of the City of Sebastian , Florida, a genera e'lection will be
held in said city on the second Monday in December , namely,
December 9th, 1946 for the purpose of electing three members
to serve for the two ya&~e nex~ therafter; therefore .
BE IT RESOLVED that the city Clerk of said city Tax
Assesor did meet with the City Council of the City of
Sebastian , Florida, on this the 1st. day of 0ctober,1946 at
the hour of 7:30 OcloGk P.M. in the City hall of said city
and did present the tax assessment roll of said city for t~e
year 1946 mnd the ~ity Council has at this time c~nvened asa
bosrd of equ~Alizaticn for the purpose of examining said
roll and of receiving complaintand testimony wtth~regard te
same and with regard to the value of any proper~y, real or
personal as fixed bt the city Assessor of taxes upon such rd.I1
and
~ERAS ,The City Council of the City of Sebastian
has heard all such complaints and has received all such
testimony offered ,if any and has examined and reviewed said
assessment roll and has found it Unnecessary to increase
the valumtion of any property shown thereon and has found $~
such assessment roll to be correct, therefore.
