COUNCILMAN RONDEAU STATED THAT HE HAD REQUESTED AN AGENDA ITEM FOR THE OCTOBER 8, 1986, COUNCIL MEETING, ON PHASE i OF THE MASTER PLAN FOR THE AIRPORT. JOHN VAN ANTWERP STATED THAT MR. GOFF OF POST, BUCKLEY CAN BE AT THE OCTOBER 15, 1986, COUNCIL MEETING. THE AGENDA ITEM WAS MOVED TO OCTOBER 15, 1986. MAYOR HARRIS ANNOUNCED THE PRESENCE OF MEMBERS OF THE NEW CHANNEL 56 FROM PALM BAY IN THE AUDIENCE. COUNCILMAN VALLONE PRAISED THE POLLWORKERS, INCLUDING CITY CLERK, LIBBIE REID, WHO DID SUCH A SWIFT JOB OF COUNTING THE NEW BALLOTS FOR THE PRIMARY RUNOFF ELECTION. COUNCILMAN MCCARTHY STATED THAT DUE TO ILLNESS HE WAS UNABLE TO ATTEND THE SEPTEMBER 30, 1986, PARKS AND RECREATION MEETING. MAYOR HARRIS OPENED THE PUBLIC HEARING AT 7:12 P.M. LEWIS DID AN EXCELLENT JOB. COUNCILMAN VALLONE SPOKE ON BEHALF OF GEORGE VORRATH'S PROBLEMS WITH DRAINAGE AND THE CODE ENFORCEMENT BOARD. BUILDING OFFICIAL, ROGER CLOUTIER STATED THAT THE DRAINAGE PROBLEM IS BEING TAKEN CARE OF THROUGH COOPERATION OF AMERON HOMES AND THE PROPOSED PLACEMENT OF A CULVERT UNDER THE STREET. DISCUSSION FOLLOWED ON THE ELEVATIONS OF PROPERTIES. MAYOR HARRIS STATED THAT THE CITY COUNCIL HAS NO JURISDICTION OVER THE CODE ENFORCEMENT BOARD AND THAT MR. VORRATH SHOULD APPEAL TO THE CODE ENFORCEMENT BOARD, AND THAT IF HE DID SO, THE MAYOR WOULD PERSONALLY ATTEND THE MEETING. WHO FILLED IN FOR MAYOR HARRIS ANNOUNCED THAT THE CITY HALL PARKING LOT WOULD BE PAVED THURSDAY MORNING. MAYOR HARRIS PRESENTED A LETTER FROM THE SEBASTIAN AMBULANCE REQUESTING PURCHASE OF GAS PROM CITY PUMPS. SQUAD MOTION BY COUNCILMAN MCCARTHY, SECONDED BY COUNCILMAN VALLONE, TO MAKE THE REQUEST FROM THE SEBASTIAN AMBULANCE SQUAD FOR PURCHASE OF GAS FROM CITY PUMPS AN OCTOBER 8, 1986, AGENDA ITEM. MAYOR HARRIS ANNOUNCED THAT THE SHRINERS WOULD BE LEAFLETTING FOR DONATIONS ON OCTOBER 27 AND NOVEMBER 8. MAYOR HARRIS REQUESTED THAT DISCUSSION AND POSSIBLE ACTION ON BADLY NEEDED MOWER FOR GOLF COURSE TAKE PLACE. IT WAS DECIDED THAT THE PURCHASE MUST BE MADE FROM 86/87 CAPITAL OUTLAY FOR THAT DEPARTMENT SINCE THE NEW FISCAL YEAR HAS ALREADY BEGUN.
