Mayor Conyers called the workshop to order at 7:00
p.m.

4. AGENDA MODIFICATIONS (ADDITIONS AND/OR DELETIONS)
The City Manager withdrew items 91.272 - Tom Collins
- Captain Hiram's Restaurant Request for Vacation of
Portion of Right-of-Way of North Central Avenue at
the request of the applicant and 91.273 Schumann
North Lake Fountain since the problem had been
remedied. Council concurred.
PROCLAMATIONS/ANNOUNCEMENTS
Proclamation - Respiratory Care Week - 10/6/91
through 10/12/91
Mayor Conyers read the proclamation and directed the
City Clerk to forward it to the appropriate party.
PUBLIC INPUT
Carolyn Corum, 881 Delores Street, Sebastian, urged
Council to conserve scrub areas should they enlarge
the Golf Course.
Sal Neglia, 461 Georgia Boulevard, Sebastian,
questioned the need for another Golf Course.
7. WORKSHOP ITEMS
PGA Golf Course Feasibility Study - Additional
Eighteen Hole Course (Staff Recommendation dated
9/18/91, PGA Proposal, Vicinity Map)
The City Manager and Golf Course Manager said that
interest had been expressed to add another course and
that a feasibility study could determine cost and
whether the area could support it.
A lengthy discussion ensued as each Council member
stated his position. Vice Mayor Oberbeck requested
that the contract be budgeted by task. The City
Manager said the contract could be based on a notice
to proceed for each task.
It was the consensus of Council to direct the City
Manager to contact PGA and, if they are agreeable to
accept the contract on a notice to proceed basis, to
place approval on the October 9, 1991 consent agenda.

This item had been previously withdrawn.
Properties ~ East Side of Indian River Drive
(Staff Recommendation dated 9/26/91, Sample
Letter to Property Owners, Proposals 1 & 2 from
Florida Lifestyle Real Estate, inc.)
In response to Council concerns, relative to source of
funding for these properties, the Director of
Community Development said staff was not recommending
purchase, merely bringing proposals to Council as
directed previously. He said staff was pursuing
donation of properties and would present a progress
report to Council in thirty days.
The City Manager said that in the future staff will
notify Council when it receives proposals from
property owners and should Council direct, proposals
will be placed on Council workshop agendas. Council
concurred.

This item had been previously deferred.
8. MAYOR'S MATTERS
Mayor Conyers questioned the cost to acquire the GDU
plant and expressed concern as to why the Department
of Community Affairs had not been notified that the
city had amended its decisions on CR 512 and water
and sewer. The Director of Community Development
said that notification was not yet appropriate since
a thoroughfare plan had not been completed and that
no definite decision has been made on water and
sewer. Mayor Conyers said he will notify DCA on his
own.

Councilman Powell said he had been requested by
Carolyn Corum to replace him on the Indian River
County Land Acquisition Committee. The City Clerk
said she would contact county staff.
D. Councilman Reid
Councilman Reid expressed concern for inaccurate
press reports regarding Golf Course rates and
requested that the press print a correction.
Councilman Holyk said he had been contacted with an
apology from the Press Journal and a correction will
be run.
CITY ATTORNEY MATTERS
None.
11. CITY MANAGER MATTERS
In concurrence with the City Manager's request from
Indian River County Administrator, Jim Chandler, City
Council set a tentative date of November 26, 1991 for
a joint meeting with Indian River County
Commissioners in regard to CR 512.
The City Manager reported that Mark Construction had
sent a certified letter requesting $5,806 within
fifteen days for time spent negotiating the
construction of the police facility; said that
Architect Design Group's report had been received
recommending the low bidder; and with the concurrence
of Council, placed approval of the police facility
bid on the October 9, 1991 agenda.
