JOACHIM, COUNCILWOMAN DOROTHY W. MC KINLEY, MAYOR PAT FLOOD, JR., AND ACTING CITY ATTORNEY CHESTER CLEM. ABSENT: VICE MAYOR GRAY (VACATION) THE CITY CLERK READ NOTICE OF PUBLIC HEARING AS PUBLISHED IN THE PRESS JOURNAL SEPTEMBER 26, 28, 1979. THE CITY CLERK THEN READ IN ITS ENTIRETY AN ORDINANCE AMENDING AN ORDINANCE RELATING TO THE PROTECTION OF CERTAIN TREES WITHIN THE CORPORATE LIMITS OF THE CITY OF SEBASTIAN, FLORIDA. MAYOR FLOOD EXPLAINED THAT THE PRIMARY DIFFERENCE IN THE ORDINANCE IS THAT THE OLD ORDINANCE EXCLUDED R-1 AND R-2 RESIDENTIAL PROPERTIES. ARTHUR MAYER REQUESTED THAT INSTEAD OF HAVING THE EFFECTIVE DATE OF THE ORDINANCE "IMMEDIATELY UPON PASSAGE", IT BE CHANGED TO "EFFECTIVE IN 30 DAYS", IN ORDER TO GIVE THE CONTRACTORS TIME TO BECOME AWARE OF THE NEW PROVISIONS. IT WAS DECIDED THAT 15 DAYS WOULD BE LONG ENOUGH, AND THIS AMENDMENT COULD BE MADE AT NEXT MEETING. THE INTENT OF PARAGRAPH (b), PAGE 5, WAS ALSO DISCUSSED AND MR. CLEM WAS REQUESTED TO LOOK OVER THE ORDIN- ANCE AND BRING BACK ANY RECOMMENDED CHANGES TO THE COUNCIL MEETING ON OCTOBER 8. MOTION BY COUNCILWOMAN MC KINLEY, SECONDED BY COUNCILMAN JOACHIM, TO ACCEPT THE SECOND READING OF AN ORDINANCE AMENDING AN ORDINANCE RELATING TO THE PROTECTION OF CERTAIN TREES WITHIN THE COllPORATE LIMITS OF THE CITY OF SEBASTIAN, FLORIDA. MC KINLEY, MAYOR PAT FLOOD, JR., AND ACTING CITY ATTORNEY CHESTER CLEM. ABSENT: VICE MAYOR LEWIS GRAY (VACATION) THIS EMERGENCY ORDINANCE EXPIRES ON OCTOBER 5, 1979. THE CITY CLERK READ BY TITLE ONLY AN EMERGENCY ORDINANCE DEFINING AND REGULATING THE SEBASTIAN MUNICIPAL AIRPORT. MOTION BY COUNCILMAN JOACHIM, SECONDED BY COUNCILWOMAN MC KINLEY, TO EXTEND FOR ANOTHER 90 DAYS AN EMERGENCY ORDINANCE DEFINING AND REGULATING THE SEBASTIAN MUNICIPAL AIRPORT; ESTABLISHING THE AIRPORT ADVISORY BOARD AND FIXING QUALIFICATIONS OF MEMBERS AND PROVIDING POWER AND DUTIES OF SUCH BOARD; PROVIDING AN EFFECTIVE DATE.
