PRESENT: VICE MAYOR GRAY, COUNCILMEN GASS AND JOACHIM, MAYOR FLOOD AND CITY ATTORNEY L. B. VOCELLE. ABSENT: COUNCILMAN HOOSE. MAYOR FLOOD OPENED THE MEETING COMMENTING THAT THE PURPOSE OF THE MEETING~AS TO DISCUSS WITH REPRESENTATIVES OF GDC., MR. WAYNE ALLEN, MR. WILLIAM BEVAN, AND MR. J. O'NEILL, A WORKING AGREEMENT FOR ACCEPTANCE OF ROADS AND DRAINAGE IN THE SEBASTIAN HIGHLANDS. MR. WAYNE ALLEN PRESENTED GDC'S AGREEMENT PROPOSAL TO THE CITY. GDC WILL ENTER INTO AN AGREEMENT WITH THE CITY OF SEBASTIAN PURSUANT TO ONE OF THE FOLLOWING THREE ALTERNATIVES IF THE CITY AGREES TO ACCEPT ALL ROADS AND DRAINAGE FACILITIES CONSTRUCTED BY GDC IN THE CITY AND TO RELEASE ALL BONDS POSTED: ALTERNATIVE 1. DONATION OF $100,000.00 TOWARD EQUIPMENT PURCHASE, DONATION OF 12-ACRE PARK SITE, CONSTRUCT ONE-HALF OF ACCESS ROAD, CONSTRUCT DRAINAGE WAY AND OBTAIN EASEMENT THROUGH THE BOY SCOUT PROPERTY, FILL APPROXIMATELY 300 FEET OF DITCH AND INSTALL DRAINAGE PIPE ALONG LAYPORT DRIVE, CORRECT ASPHALT DEFICIENCIES IN UNITS 2 THROUGH 15. ALTERNATIVE 2. COMPLETE ALL THE ITEMS IN ALTERNATIVE 1, EXCEPT THE EQUIPMENT DONATION WOULD BE $50,000.00 AND GENERAL DEVELOPMENT WOULD BUILD A WEIR IN COLLIER CREEK. ALTERNATIVE 3. DONATE $125,000,00 FOR THE CITY'S USE TOWARD ANY OF THE ABOVE LISTED ITEMS AND ALSO COMPLETE PAVING OF ONE-INCH ASPHALT DEFICIENCIES IN UNITS 2 THROUGH 15. THE PROPOSED AGREEMENT CONTAINED THE FO/L~ING--DE~I~N%d~7ITEMS: 1. 12-ACRE PARK SITE DONATION ($19,16d.O~COST, CITY TO ~F~ET THE $9,560.00 SURETY BOND PREMIUMS). 2. EQUIPMENT PURCHASE- THE CITY PURyAS~ OR LEASES MAIN~ANCE EQUIPMENT IT DEEMS NECESSARY. 3. JOINT CiTY AND GENERAL DEVELOPMENT P]~VING--~F RO~ TO PROVIDE ACCESS TO THE SOUTH END OF SEBASTIAN, APPROXIMATELY ONE-HALF MILE IN LENGTH. 4. PROVIDE DRAINAGE WAY THROUGH BOY SCOUT P_~O~R%~Y, ~ERAL DEVELOPMENT TO OBTAIN DRAINAGE EASEMENT. 5. PROVIDE PIPE AND FILL FOR 300 FEET OF DIrC~ ALOFG~5~YPORT DRIVE TO ELIMINATE OPEN DITCH. 6. ROAD THICKNESS - TAKE CORE BORINGS EVERY ' ITS 2 THRU 15. IF 1" OF ASPHALT, WITHIN A PLUS OR MINUS 1 /4" ON THE AVERAGE PER 1,000 FEET IS NOT DEMONSTRATED, REPAVE THESE AREAS. U, U D)/^/ /^/ THE ABOVE PROPOSED A, PROV___£DE TO GE PLANS GDC HAS AVAILABLE FOR THE CITY OF SEBASTIAN. THE CITY WAS ASKED TO CONSIDER AMENDING ITS SUBDIVISION ORDINANCE TO REMOVE THE 10% BUILD-OUT REQUIREMENT BEFORE ACCEPTANCE OF ROADS AND DRAINAGE. THE ABOVE AGREEMENT PROPOSAL WAS DISCUSSED IN DETAIL AND MAYOR FLOOD STATED HE WOULD NOT CONSIDER GDC'S OFFER CONCERNING COLLIER CREEK. HE FELT THAT IT WOULD BE GDC'S RESPONSIBILITY TO PUT IN A WEIR WITH NO EXPENSE TO THE CITY. HE SAiD HE HAS DISCUSSED THIS SITUATION WITH THE LAND SALES BOARD IN TALLAHASSEE AND THE CITY WOULD NOT ACCEPT IT IN ITS PRESENT WORN OUT CONDITION. MAYOR FLOOD AND THE COUNCIL AGREED AFTER CONSIDERABLE DISCUSSION THAT THE SEVEN DESCRIPTIVE iTEMS COULD BE NEGOTIATED BUT NO DEFINITE COMMITT~ENTS WERE MADE. MR. ALLEN (GDC) AND MAYOR FLOOD AGREED THAT SOME PROGRESS HAD BEEN MADE AT THIS MEETING BY DISCUSSING DETAILED ITEMS AND A FUTURE MEETING WILL BE HELD AFTER GDC HAS HAD AN OPPORTUNITY TO LOOK INTO THE DISCREPANCIES THAT WERE BROUGHT TO THEIR ATTENTION.
