Mayor Powell called the workshop meeting to order at 7:00 p.m. 2. The'Pledge of Allegiance was recited. 3. John Revello, 429 Georgia Boulevard, spoke on CR 512 bikepath safety issues. CONSENT AGENDA Ail items on the consent agenda are considered to be routine and will be enacted by one motion. WORKSHOP ITEMS CR 512 Sidewalk and "Wentworth Ditch" (Staff Recommendation dated 10/1/92, Blueprint Under Separate Cover) John W. Shearer, 841 Wentworth Street; Patricia Fortier, 802 Wentworth Street; and Alan Artz, 565 Drawdy Way, addressed City Council on this issue. The City Manager gave a brief background and concurred with Indian River County's proposal, however, he encouraged them to "beef up" the berm and buffer along the north side adjacent to Wentworth. He commended the County for its efforts to work with city residents. The City Engineer concurred with the City Manager's recommendation to require a better buffer. 2 City Council Workshop October 7, 1992 Page Three TAPE II - SIDE I 92.264 92.265 During discussion it was noted that establishing a parallel roadway along U.S. 1 is a critical issue. The City Manager said staff had met to review the plan and concurred with alternative four. C. Stonecrop Park (City Engineer Memo dated 8/21/92) The City Engineer gave a brief background, concurred with City Council safety and environmental concerns, and recommended that passive uses be implemented now, however, he said additional uses for the park should be addressed during a future overall park evaluation (see recommendation attached). A brief discussion took place. It was noted that water at the site would require testing by the Health Department. City Council concurred with staff's recommendation to proceed to initiate passive use of the park area. De City Council Meeting Schedule for November and December (Cit~ Clerk Recommendation dated 10/1/92, City Clerk Memo dated 9/21/92, Recommended Schedule and Calendars) It was the consensus of City Council to conduct its meetings for November and December as follows: * November 4, 1992 - Workshop * November 18, 1992 - Regular Meeting * December 2, 1992 - Workshop * December 9, 1992 - Regular Meeting It was decided that, if needed, special meetings could be called. (Although not addressed, agenda deadlines for the December 2, 1992 and January 6, 1992 workshops are also changed to November 24, 1992 and December 30, 1992 due to holidays) 9. MAYOR AND CITY COUNCIL MATTERS Mrs. Corum was excused 9:35 p.m. to 9:37 p.m. 4 City Council Workshop October 7, 1992 Page Five A. Dr. Peter R. Holyk Dr. Holyk encouraged public participation in City meetings; and, responding to a recent newspaper article, expressed concern that the truth and not innuendo be printed in the press. B. Mr. George G. Reid Mr. Reid inquired as to the status of removal of pilings at the Fey property and asked whether the Simbar will be removed. He proposed the idea of purchasing the property and leasing it back. The Director of Community Development said he had contacted the state about the location of riparian rights lines and would report back to City Council at a future meeting. C. Mayor Lonnie R. Powell Mayor Powell responded to a recent newspaper article and said he welcomed all members at the Council table regardless of their opinions; inquired about recently planted trees at Hardee Park that appeared dead; and said he had been requested by John Malek to ask for City Council blessing to chair and commence 4th of July 1993 festivities. Council concurred and expressed gratitude. D. Mr. Frank Oberbeck Mr. Oberbeck expressed concern for traffic safety at CR 512 and Fleming Street. The City Manager said he would send another letter to the County to inquire when they expect to install the traffic signal. The Director of Community Development said a meeting, to finalize the Sebastian Lakes agreement relative to Laconia Street, had been scheduled for October. E. Mrs. Carolyn Corum Mrs. Corum asked if there was a code of ethics for City Council meetings; requested that the Director of Community Development's credentials be made available; responded to the City Clerk's memo regarding removal of political signs and suggested this be workshopped; 5 City Council Workshop October 7, 1992 PaGe Six objected to a call made to her by the City ManaGer in regard to a memo sent by her to City Council; and expressed concern for the City Planner's position being eliminated. Mr. Oberbeck recommended that Charter changes be workshopped for City Council input. 10. CITY ATTORNEY MATTERS The City Attorney said the City Clerk's office had received the new code of ordinance and he had prepared an ordinance for its enactment which would be presented for first readinG on October 14, 1992. Mr. Oberbeck was excused from 10:05 p.m. to 10:07 p.m. The City Attorney discussed negotiations with Skydive Sebastian, Inc. 11. CITY MANAGER MATTERS 92.266 A. Request from GeorGe McCullers to Sell Christmas Trees - Northeast Corner of U.S. 1 and WashinGton Street (Staff Recommendation dated 10/1/92, McCullers' Letter dated 9/30/92) The Director of Community Development presented staff recommendation on the request. Mr. Reid said he thought the property was approved for parkinG for another business in the area by a previous City Council. The Director of Community Development said he was not aware of that but would research it. This item was continued to the next meetinG. Mrs. Corum asked for a sketch of the location when requests such as this are made. Other Matters The City ManaGer apologized for his manner durinG his call to Mrs. Corum and said he did what he thought was right relative to the City Planner position. The purpose for this evaluation was to consider the following: m_b~rjse - This park is located in a unique area of Sebastian with respect to its relative locasion adjacent to the Sebastian River. There is no o=her place in Sebastian that has an immediate street access adjacent to =he River. Current activities have been limited by Trespassing" signs that were posted in cooperation with GDC to limit the ~ousive use of this natural pris=ine environment. In the past, this area was known as the "Swimming Hole" and was used by local residents for swimming, fishing and launching for canoes and small boats. Since this property was newly acquired from GDC along with other park areas, residents have expressed ~u interest to open this area for public access. The park a~ this time should remain passive allowing fishlng, boa~ latuuching and as an observation poin= to the Sebastian River. Th~ si~age could be compatible with the surrounding area as a plaque., describing the area with historical ir~ormation and emphasizing the pristine environment and ~he importance of ma!n~aining i~ in its natural state. The Improvements - improvements for this area could be established by clearing the vines .~nd iow h~ging br~nches along the right of way ~o open up a vista for ~rave!ers or users of the park exposing one cf ~he most beautiful hidden secrets of Sebastian. The area could be roped off ~ith 8 to 12" diameter ~ressure treated posns connected with a i !/2" diamener rope that would be compatible with the environment. Parking could be either along ~he s~reet right of way or immedla~e!y off ~he s~ree~ and adjacen~ to the park area in an area that is somewhat lower than the existing road. The parking area would be screened by the earth berm surrounding a drainage trac~ immedia~eiy adjacent to the park. This area would allow for limited parking approximately five to six au~omobi!es. However, if additional parking were deemed necessary, the ou~fall ditch from the drainage tract could be piped and ~he parking would be significantly increased should would be ample for the proposed passive use. This parking area is i~ediately adjacen~ to a ~_~ ove_~u,._~_~.g the river. ~%is bluff could be fi~ed with a boardwalk and r~? to provide launching fac~:~ ~y .~ cancers immediately adjacent parking. Blueprint from Kimball Lloyd regarding sidewalk location EXPENDITURE REQUIRED: AMOUNT BUDGETED: APPROPRIATION REQUIRED: SUMMARY STATEMENT Indian River County is in the final stage to bid the work for the CR 512 project and has had several meetings with the property owners abutting the ditch known as "the Wentworth Ditch". From these meetings, Indian River County is proposing to accomplish the following during the expansion of CR 512: Relocate the Wentworth ditch to the south within the dedicated easement. 2. Construct the sidewalk on the south side of CR 512 instead of the north side. The County tentatively plans to plant wax myrtles along the north side of the improvements to try establish a landscape buffer. Staff has requested and the County did agree to construct a 4' wide shoulder on both sides of the road for a bike path. Staff would request the City Council to encourage the County to stripe and identify this bike path with appropriate markings.
