THERE BEING NO RESPONSE FROM THE AUDIENCE, A MOTION ~AS MADE BY COUNCILMAN FLOOD, SECONDED BY COUNCILMAN YATES, THAT THE SECOND READING OF THE ORDINANCE ON NATIONAL ELECTRICAL CODE AND BUILDING APPLICATION FEES BE READ BY TITLE ONLY. ROLL CALL VOTES - AYES - VICE MAYOR CRAGG, COUNCILMEN HOOSE, FLOOD AND YATES, AND MAYOR ZIMMER, NAYS - NONE. CARRIED. ROSEMARY RICHEY, COUNTY SUPERVISOR OF ELECTIONS. DISCUSSED THE METHOD OF HANDLING REGISTRATIONS EFFECTIVE 1 JANUARY 1974, AT ~HICH TIME THE CITY OF SEBASTIAN CITY CLERK WILL BE DEPUTIZED TO REGISTER VOTERS FOR A THIRTY DAY PERIOD 60 DAYS PRIOR TO EACH PRIMARY, GENERAL AND CITY ELECTION. MR. VOCELLE, CITY ATTORNEY, dILL PREPARE A RESOLUTION CONCERNING ELECTIONS. THIS WILL BE READY FOR THE NOVEMBER COUNCIL MEETING. MOTION BY COUNCILMAN FLOOD, SECONDED BY VICE MAYOR CRAGG, THAT THE MINUTES OF REGULAR COUNCIL MEETING OF SEPTEMBER 10, 1973, BE ACCEPTED AS READ. CARRIED. MOTION BY COUNCILMAN YATES, SECONDED BY VICE MAYOR CRAGG, TO PAY SEPTEMBER BILLS IN THE AMOUNT OF $2,880.51. CARRIED. MRS. DOROTHY THOMAS MENTIONED AN ARTICLE ~HICH APPEARED IN THE MIAMI HERALD PERTAINING TO ANNEXATION. MAYOR ZIMMER STATED HE WOULD INVESTIGATE A COMPLAINT FROM ~RS. MEDCALF PERTAINING TO MOBILE HOME RESIDENTS USING ESSEX LANE AS A THOROUGHFARE AND A COMPLAINT ABOUT EXERCISING HORSES IN THE TWIN LAKES AREA. COUNCILMAN HOOSE REPORTED THEY ARE PRESENTLY WORKING ON THE CEMETERY SPRINKLER SYSTEM AND IT SHOULD BE COMPLETED SHORTLY. MR. GORDON ROTH, CHAIRMAN OF THE PLANNING AND ZONING COMMISSION, STATED THAT MR. BURT SNELL HAD SUBMITTED HIS RESIGNATION AS A MEMBER OF THE PLANNING AND ]:~ONING COMMISSION. MR. EDWIN KOHL'S NAME WAS SUBMITTED · A REPLACEMENT. REGARDING THE SURVEY RECEIVED FROM LLOYD & ASSOCIATES, COUNCILMAN FLOOD HAS BEEN ADVISED THAT THE FORMS ~ILL BE COMPLETED INcA FEW DAYS. UPON COMPLETION, COUNCILMAN FLOOD WILL TAKE THEM TO TALLAHASSEE. THIS IS IN CONNECTION ~ITH THE PROPOSED PUBLIC MAR~INA WHICH WOULD iNCLUDE THE POSSIBLE PURCHASE OF ANOTHER PIECE OF PROPERTY ON WHICH WE ARE NO~ AWAITING APPRAISAL VALUE FROM THE COUNTY TAX ROLL. MOTION BY COUNCILMAN YATES, SECONDED BY VICE MAYOR CRAGG, TO ACCEPT THE RECOMMENDATION OF THE PLANNING AND ZONING CO~,iiqISSION TO EXTEND THE CURRENT BUILDING AND ZONING MORATORIUM FOR AN ADDITIONAL 60 DAYS. CARRIED. MOTION ~Y VICE MAYOR CRAGG, SECONDED BY COUNCILMAN YATES, THAT MR. VOCELLE, CITY ATTORNEY, OPEN THE ONE AND eNLY SEALED BIO RECEIVED IN RESPONSE TO AN ADVERTISED BID FOR A NEW POLICE CAR. THE VERO BEACH LINCOLN-MERCURY SUBMITTED A BID OF 44,036,25 LESS TRADE OF 4936.25 FOR THE PRESENT 1972 ~qERCURY, MAKING A TOTAL PRICE TO THE CITY OF ~3,100.00. THE 8ID INCLUDES PRE-DELIVERY UNDERCOATING, INSPECTION, PROTECTIVE BODYSIDE MOLDING, AND REMOTE CONTROL OUTSIDE MIRROR. MOTION BY COUNCILMAN YATES, SECONDED BY COUNCILMAN FLOOD, TO ACCEPT THE VERO BEACH LINCOLN-MERCURY BID FOR NEd POLICE CAR. CARRIED. DISCUSSION ~AS HELD PERTAINING TO PURCHASE OF AiJTOMOBILE FOR THE USE OF BUILDING INSPECTOR. MOTION BY VICE MAYOR CRAGG, SECONDED BY COUNCILMAN FLOOD, TO AUTHORIZE MR. YATES AND ONE OTHER MEMBER OF TltE COUNCIL TO ATTEND AN AUCTION AND PURCHASE AN AUTOMOBILE FOR THE CITY OF SEBASTIAN NOT TO EXCEED ~1500.00. CARRIED. MOTION BY VICE MAYOR CRAGG, SECONDED BY COUNCILMAN FLOOD, TO AUTHORIZE SIGNING THE GDC PERFORMANCE 80ND IN THE AMOUNT OF 498,091.04. CARRIED. TWICE YEARLY THE CITY OF SEBASTIAN CONDUCTS A CLEAN-UP program mhereby all debris not picked up by RURAL SANITATION SERVICE, INC. IS COLLECTED BY THE CITY OF SEBASTIAN TRUCKS. THE PROGRAM WILL START ON THE 17TH OF OCTOBER AND PICK-UP ~ILL BEGIN IN THE TWIN LAKES AREA. PETITIONS WILL BE AVAILABLE AT CITY HALL ON 10 OCTOBER FOR NOMINATIONS FOR THE OFFICE OF MAYOR AND CITY COUNCILMAN. THERE WILL BE A $25.00 FILING FEE WHICH WILL BE RETURNED WHEN THE PETITIONS ARE TURNED IN. MOTION 8Y VOUNCILMAN YATES, SECONDED BY VICE MAYOR CRAGG, THAT THE RECOMMENDATION OF THE PLANNING AND ZONING COMMISSIONS'S NOMINATION OF MR. EDWIN KOHL AS A MEMBER OF THE COMMISSION BE APPROVED. CARRIED. MOTION BY VICE MAYOR CRAGG, AND SECONDED BY COUNCILMAN FLOOD, TO ACCEPT THE RECOMMENDATION THAT THE ADDITION OR DELETION OF NAMES OF PERSONNEL NOMINATED TO OR RESIGNING FROM THE PLANNING AND ZONING COMMISSION AND VARiAN£E BOARD BE SUBMITTED TO THE COUNCIL AT THE WORKSHOP MEETINGS PRIOR TO COUNCIL MEETINGS. CARRIED. MAYOR ZIMMER REPORTED THE INSTALLATION OF A HIGH FREQUENCY RADIO BY CIVIL DEFENSE IN THE POLICE CHIEF'S OFFICE AND THAT IT ~ORKS VERY ~ELL. IT IS FOUR TO FiVE TIMES ~ORE POWERFUL THAN THE PREVIOUS ONE. MR. L. G. ODDO MOVED TC3REVARD COUNTY AND MAYOR ZIMMER dILL TAKE OVER CIVIL DEFENSE DUTIES UNTIL THE END OF THE YEAR. COUNCILMAN YATES HAS BEEN SELECTED PUBLICITY CHAIRMAN FOR TttE PTA SPONSORED ~E~ROGRAM AT THE CITY OF SEBASTIAN ELEMENTARY SCHOOL ON OCTOBER 2?TH. HE HAD HOPED TO BE ABLE TO GET MAYCR ZIMMER AND THE POLICE CNIEF TO PARTICIPATE IN THE DUNKING MACHINE PROGRAM; HO~VEVER, AS THE MAYOR NILL BE OUT OF TOWN THAT WEEK, COUNCILMAN YATES VOLUNTEERED TO SUBSTITUTE FOR HIM. MOTION BY VICE MAYOR CRAGG, SECONDED BY COUNCILMAN FLOOD, THAT THE PRICE INCREASES, EFFECTIVE i NOVEMBER 1973, AS PROPOSED BY INDIAN RIVER CABLEVISION IN THEIR REQUEST OF OCTOBER 3,BE APPROVED.
