Meeting was called to order by President Sembler. Those present
were Mayor Rohme, President Sembler, and Councilmen ~'innegan, Nash, Baxter and
Brehmer.
This meeting wes called for the purpose of discussing Federal Aid
and the purchase of bonds.
Councilman Finnegan introduced Mr. Randolph to the Council to discuss
in detail the methods of obtaining Federal Aid for the city. Mr. Randolph is
associated with Gee and Jenson, Consulting Engineers, Inc.
Rev. Sharp requested p~rmission to remove curb for the construction
of two driveways on West M~in Street, immedimtely west of the Methodist Church.
Also requested temporary permit for trucks to hive over this portion of curb,
until driveways are constructed.
Council agreed on the condition that driveways are installed according
to city specifications.
Councilman Nash made a motion that the City purchase ten $1,000 bonds
of 2~ that will become due in the years 1975 thru 1979, from Goodbody & Co.,
St. Petersburg., Florida. The purchase will be negotiated thru the Indian River
Citrus Bank of Vero Beach, Ela., at eighty cents on the dollar.
Second by Councilman Brehmer and carried.
Clerk read correspondence from the city enginner in reference
to damages of streets in the City of Sebastian, also conditions of drainage
in Seba ~tian Highlands. The city engineer advised thelJCouncil, thru a letter,
that he intends to proceed on his own on the completion of the City'M~p for the
City of Sebastian, and that the map will be available to the city around the
15th day of November.
Mayor Rohme introduced z letter of resignation of Chief of Police,
Rubin R. Brock. Since this resignation was not on the agenda, roll was called
and the voting was as follows:
Ayes: President Sembler
Councilman Baxter
Abstained: Co~ucilman Finnegan
Councilman Nash
Councilman Brehmer
Therefore this item, not having received the required four-fifths vote of
the Council, was dismissed.
Councilman Finne~an made a motion that the city adopt a resolution
submitted by Mr. Randolph, authorizing the execution of all necessary papers
under Public law #875. This resolution was drawn up for the receiving of
Federal funds for damages to streets and drainage during the recent s~orms.
CoUncilman Brehmer seconded the motion. Carried.
Councilman Finnegan moved that Councilman Baxter and City Clerk
Joe E. Warren be appointed as representatives for the City of Sebastian
on the ~pplic~tion for public funds under public law #875. Motion was
seconded by Councilman Nash and carried.
Mayor Rohme introduced a letter of resignation of Chief of Police,
Rubin R. Brock. Since this resignation was not on the agenda, roll was called
and the voting was as follows:

Councilman Nash
Councilman Baxter
Co~mcilman Finnegan
Councilman Brehmer
Nays: None
Mayor Rohme read a letter of resignation of the Chief of Police to
the City of Sebastian. This resignation to become effective October 15, 1960.
Mayor Rohme recommended that the Council accept said resignation, ~nd that the
Chief of Police be removed from duty at once.
Councilman Baxter made a motion to accept Chief Brock's resignation to become
effective at once, and that he be paid thru October 15, 1960. Motion was
seconded by Councilman Nash and carried.
Mayor Rohme recommended that the Council appoint Patrol~n Joseph
G. Brock, Jr. as acting chief. Councilman Nash made a motion to appoint
P~trolman Joseph G. Brock, Jr. as Chief of Police. Second by Councilman
Baxter and carried.
Mayor Rohme reported to the Council he would place Douglas Savage
on full time duty on a hourly basis for the remainder of the month.
Councilman Baxter made a motion to ~djourn. Second by Councilman
Nash and carried.
