VOCELLE(CITY ATTORNEY) READ THE PUBLIC NOTICE FOR THE ELECTIONS ORDINANCE IN ITS ENTIRETY. MAYOR CRAGG READ BY TITLE ONLY THE ELECTIONS ORDINANCE. THE $25.00 WILL BE RETAINED TO HELP PAY THE EXPENSES OF THE ELECTIONS AND WILL BE COLLECTED AT THE TIME WHEN THE PETITION IS TAKEN OUT. MAYOR CRAGG ASKED IF THERE WERE ANY VOICED OPINIONS FROM THE PUBLIC ON THIS ORDINANCE. BEING NO COMMENTS ON THIS IT WILL BE PLACED ON THE AGENDA FOR MONDAY, OCTOBER 10, 1977. MOTION BY COUNCILMAN JOACHIM, ~'~NQ5D BY COUnCiLMAN GABS, TO PAY SEPTEMBER BILLS TOTALING $7,291.05 CARRIED. DURING THE 15 MINUTES FOR THE PUBLIC MRS. DOROTHY JOACHIM DISCUSSED THE USE OF THE COMMUNITY CENTER ON SATURDAY NIGHT~ B~V~O GAMES AS PROPOSED BY THE SEBASTIAN TO ENCHANCE THE APPEARANCE OF THE ~EFfEIERY~ ALL PROCEEDS FROM THE VARIOUS FUND RAISING PROJECTS, SUCH AS THE BINGO GAMES,~WILL BE USED FOR THIS PURPOSE. SHE STATED THE SOCIETY WOULD BE WILLIN~OjPAYI FOR THE USE OF THE BUILDING, IF NECESSARY, AND THAT THEY WOULD NOT~RF_EJRE WITH ANY OTHER SCHEDULED ACTIVITIES. MR. PAT FLOOD AND MR. VICE MAYOR GRAY REPORTED ~ THE YMCA AND THE NORTH COUNTY RECREATION COMMITTEE ARE WORKING TO COORDINATE PLANS. VICE MAYOR GRAY SUGGESTED A FENCE BE INSTALLED BETWEEN THE PROPOSED PARKING LOT FOR THE CITY DOCK AND THE ADJOINING PROPERTY TO PRECLUDE USERS OF THE PARKING LOT FROM TRESPASSING ON MRS. BOONE'S LAND. THIS SUBJECT WILL BE DISCUSSED AT A LATER TIME. COUNCILMAN GASS REPORTED ON THE FOLLOWING ITEMS: (1) THE "CHIPPER" HAS A£~.~D AND IS IN USE. IT HAS ALREADY SAVED TIME AND MONEY THROUGH LESS FREQUEN2~ ~_~\~ TO THE COUNTY DUMP. (2) THE OLD ELECTRIC POLES IN FRON~OF CITY HALL HAVE BEEN REPLACED AND ARE NOW BEING USED AT THE COMMUNITY CENTER FOR BUMPER GUARDS. (3) THE ASPHALT RESURFACING OF CLEVELAND STREET HAS BEEN COMPLETED, AND FUTURE PLANS WILL.INCLUDE THE POSSIBLE RESURFACING OF llTH STREET. (4) PLUG-IN RECEPTACLES HAVE BEEN PLACED ON THE LIGHT POLES THROUGHOUT THE CITY FOR THE CHRISTMAS DECORATIONS. (5) THE PARKING LOT FOR THE CITY DOCK WILL BE COMPLETED IN ABOUT TWO WEEKS. THE BUILDING DEPARTMENT REPORTED A TOTAL OF $303,031.00 IN NEW CONSTRUCTION DURING SEPTEMBER. DURING FISCAL YEAR 1976-1977, 112 SINGLE FAMILY HOUSES WERE BUILT AND THE TOTAL FOR ALL NEW CONSTRUCTION FOR THE SAME PERIOD WAS $3,404,131.00 THE CHAIRMAN OF THE ZONING & PLANNING COMMISSION REPORTED THREE ABSENTEES; THEREFORE THE COMMISSION WAS UNABLE TO CONDUCT ANY BUSINESS AT ITS LAST MEETING BECAUSE THEY LACKED A QUORAM. THE POLICE DEPARTMENT REPORTED 181 COMPLAINT ANSWERED LAST MONTH, NOT INCLUDING TRAFFIC STOPS. THE POLICE DEPARTMENT HAS LOST ONE OFFICER, DON BAUMAN, TO THE PALM BAY POLICE DEPARTMENT AND GAINED ONE FROM THE INDIAN RIVER COUNTY SHERIFF'S DEPARTMENT. MAYOR CRAGG URGED ALL CITIZENS OF SEBASTIAN WHO HAVE NOT REGISTERED TO VOTE TO DO SO. SEBASTIAN CITY HALL WILL BE OPEN FOR BOTER REGISTRATIONS WEEK OF OCTOBER 24 TO OCTOBER 28 FROM 8:30 A.M. TO 4 P.M. AND ON MONDAY EVENING, OCTOBER 24 FROM 7 P.M. TO 9 P.M. BOOKS WILL BE CLOSED FOR VOTING IN THE DECEMBER 1977 CITY ELECTION REGULAR MEETING CONT'D P~GE 2, OCTOBER lq, 1977 ON FRIDAY, OCTOBER 27th AT 4 P.M. MOTION BY COUNCILMAN JOACHIM, SECONDED BY VICE MAYOR GRAY, THAT THE CEMETERY RULES & REGULATIONS BE AMENDED TO INCLUDE CREMAIN LOTS AT THE PRICE OF $50.00 CARRIED. MAYOR CRAGG DISCUSSED MR. FALATIC, OF ARTISTIC SIGNS, INC. PROPOSAL TO ERECT CONCRETE BENCHES (WITH WOODEN SEATS AND BACKS) THROUGHOUT THE CITY FOR PUBLIC USE. THE BENCHES WILL CARRY ADVERTISING AND WILL BE LOCATED AT THE PUBLIC'S REQUEST AND THE BUILDING OFFICIAL. MR. VOCELLE SUGGESTED THAT A COPY OF MR. FALATIC'S LIABILITY INSURANCE POLICY BE OBTAINED WITH AN AGREEMENT THAT HE WILL HOLD THE CITY HARMLESS FOR ANY INJURIES FROM THESE BENCHES. VICE MAYOR GRAY SUGGESTED THE PEOPLE OF SEBASTIAN SEND IN LETTERS IF THEY WOULD LIKE TO HAVE A BENCH IN A PARTICULAR PLACE. THE BENCHES WILL BE REMOVED WITHIN A 30 DAY TIME FRAME IF THE CITY IS NOT SATISFIED WITH THEM. MOTION BY COUNCILMAN JOACHIM, AND SECONDED BY COUNCILMAN GASS TO PERMIT MR. FALATIC TO PLACE BENCHES CARRYING ADVERTISEMENTS IN THE CITY WITH THE RESTRICTIONS MENTIONED: (1) LIABILITY INSURANCE, AND (2) 30 DAY TIME PERIOD AGREEMENT. CARRIED. MAYOR CRAGG STATED THE PERMIT FOR THE SWIM LAKE EXPIRED IN 1964. THE DEPARTMENT OF HEALTH & REHABILITATION SERVICES, UNDER THE BUREAU OF SANITARY ENGINEERING, HAS REQUESTED THE CITY SUPPLY THEM WITH CERTAIN INFORMATION ON THE LAKE AND ITS USAGE. MAYOR CRAGG SPOKE TO A REPRESENTATIVE OF THE DEPARTMENT WHO FELT THERE WAS NOT SUFFICIENT OUTFLOW AND THAT POSSIBLE ANOTHER WELL WILL BE NEEDED. HE WILL ACCEPT AN APPLICATION AND CONTACT THE CITY LATER ADVISING WHAT HAS TO BE DONE. THIS APPLICATION HAS BEEN COMPLETED AND MAILED. THE COLONIAL DAMES REQUESTED THE USE OF THE COMMUNITY CENTER AT NO CHARGE ON NOVEMBER 11, 1977 FOR AN ANNUAL GET-TOGETHER FOR THE CITY TO CELEBRATE VETERANS DAY.
