ROBERTO SANCHEZ, A~QUE~FOR HIS OUTSTANDING CIVIC SERVICE TO THE CITY OF SEBASTIAN. ARTHUR MAYER, BUILDING OFFICIAL, REPORTED A TOTAL OF 12 SINGLE FAMILY DWELLING PERMITS ISSUED FOR THE MONTH OF SEPTEMBER 1982, WITH A TOTAL OF $2,991.80 COLLECTED IN PERMIT FEES. HE ALSO REMARKED THAT SEVERAL COMPLIMENTS HAD BEEN MADE REGARDING THE NEW FRONT ENCLOSURE ON THE COMMUNITY CENTER. ROBERT DOHERTY, STREET SUPERINTENDENT, REPORTED THAT THE STREET CREW IS CATCHING UP ON GRASS MOWING THROUGHOUT THE CITY AND THAT APPROXIMATELY 75 TRAFFIC SIGNS HAD BEEN INSTALLED THROUGHOUT UNITS 16 AND 17. HE ALSO REPORTED THAT AS SOON AS ADDITIONAL SIGNS ARE RECEIVED, THEY WILL BE INSTALLED IN THE VICINITY OF THE BIKE PATH. CAPTAIN JOHN MELTON, ACTING POLICE CHIEF, REPORTED THAT HE WOULD LIKE TO MAKE A SMALL CHANGE IN REPORTING THE DEPARTMENTS MONTHLY SCORE SHEET. HE FELT ONLY A TOTAL OF THE MONTHLY COMPLAINTS NEEDED TO BE REPORTED INSTEAD OF A DETAILED BREAK DOWN OF EACH INCIDENT AND THAT COPIES WOULD BE AVAILABLE FOR THE PUBLIC IF INTERESTED. CAPTAIN MELTON REPORTED A TOTAL OF 335 COMPLAINTS FOR THE MONTH OF SEPTEMBER, L982, NOT INCLUDING TRAFFIC VIOLATIONS. CAPTAIN MELTON REPORTED THAT SOME PROMOTIONS HAD BEEN MADE WITHIN THE DEPARTMENT AND THAT TWO OFFICERS WERE RAISED TO SHIFT SUPERVISOR, TO INSURE CONSTANT SHIFT SUPERVISION. HE ALSO REPORTED THAT SEVERAL OF THE OFFICERS ARE ATTENDING SCHOOL ON THEIR OWN TIME AND THAT NEW LIGHT WEIGHT SHIRTS HAVE BEEN ORDEDED FOR PATROLMEN TO USE AS PART OF THEIR DAY WEAR. IN RESPONSE TO A QUESTION ASKED BY MRS. RICHARD SZELUGA, CITY RESIDENT, PERTAINING TO MRS. EDWINA THOMAS,.POLICE WOMAN, CAPTAIN MELTON EXPLAINED THAT MRS. THOMAS HAS BEEN REASSIGNED FROM THE INDIAN RIVER COUNTY ORGANIZED CRIME BUREAU TO WORK AS A SEBASTIAN POLICE WOMAN IN THE CITY OF SEBASTIAN. VICE MAYOR GASS REPORTED THAT FOUR NEW LIGHTS HAVE BEEN INSTALLED AND THREE ARE CURRENTLY IN PROGRESS. SINCE THERE ARE MANY AREAS WITHIN THE CITY THAT HAVE TWO AND THREE LIGHTS IN A ROW MAYOR FLOOD STATED THAT THEY WILL BE SEPARATED AND DISTRIBUTED THROUGHOUT THE MORE HEAVILY POPULATED AREAS. COUNCILMAN OBERBECK REPORTED THAT HE HAS RECEIVED CONFIRMATION THAT THE LAND ON ROSELAND ROAD NEAR SHILO RANCH, H~ BECOME AVAILABLE FOR THE PISTOL RANGE THROUGH THE BOY SCOUTS OF AMERICA AND THAT THE PLANS WILL BE IMPLEMENTED IN THE NEAR FUTURE. HE ALSO REPORTED THAT TO DATE $3,205.00 HAD BEEN COLLECTED IN DONATIONS AND THAT DONATIONS ARE STILL BEING ACCEPTED. REGULAR COUNCIL MEETING - OCTOBER 13, 1982 COUNCILMAN VOTAPKA REPORTED THAT THE CEMETERY COMMITTEE HELD A MEETING ON SEPTEMBER 28, 1982, AND HAD~gOME OF THE SEBASTIAN CEMETERY ASSOCIATION REPRESENTATIVES PRESENT. HE REMARKED THAT THEY DISCUSSE~ THE POSSIBILITY OF CONSTRUCTION A MAUSOLEUM WITH A PERIMETER WALL AT THE CEMETERY', COVERING APPROXIMATELY 1-2 ACRES WITH AN ABOVE GROUND STRUCTURE TO BE USED AS A CHAPEL. IT WAS DECIDED TO DISCUSS THIS FURTHER AT THE NEXT CEMETERY ASSOCIATION MEETING THE END OF THE MONTH. ALSO DISCUSSED WAS THE CONTINUANCE OF A PART TIME HELPER FOR THE SEXTON AND THE DEVELOPMENT OF UNIT #3 SINCE, IT WILL BE NEEDED VERY SOON. COUNCILMAN VOTAPKA, RECOMMENDED THAT THE CEMETERY SEXTON CONTACT EARL MASTELLER, CITY ENGINEER, RE- GARDING THE DEVELOPMENT OF UNIT #3 FOR ADDITIONAL INPUT. COUNCILMAN VOTAPKA ANNOUNCED THAT THE CIVIL DEFENSE IS IN NEED OF VOLUNTEERS FROM THE GENERAL PUBLIC. MOTION BY COUNCILMAN VOTAPKA, SECONDED BY COUNCILMAN OBERBECK, TO BRING TO THE FLOOR A DISCUSSION REGARDING A COMMITTEE APPOINTMENT TO THE CEMETERY COMMITTEE. MOTION CARRIED. COUNCILMAN VOTAPKA STATED THAT SAM COBURN, HAS REQUESTED TO BECOME A MEMBER OF THE SEBASTIAN CEMETERY COMMITTEE. MAYOR FLOOD RECOMMENDED THAT MR. COBURN FILL OUT THE APPROPRIATE COMMITTEE APPLICATION AND THAT IT BE PRESENTED TO THE COUNCIL AT THE NEXT REGULAR COUNCIL MEETING, OCTOBER 20, 1982. ATTORNEY KILBRIDE RECOMMENDED THAT THE PROPOSAL BE MADE TO THE COUNTY AND THAT IF THE ENTIRE STRATTON AVENUE EXTENSION IS WITHIN THE CITY LIMITS, THE CITY OF SEBASTIAN CAN DEAL DIRECTLY WITH THE DEPARTMENT OF TRANSPORTATION AND THE FLORIDA EAST COAST RAILROAD FOR THE NECESSARY PERMITTING INSTEAD OF HAVING TO COORDINATE WITH THE COUNTY. MAYOR FLOOD RECOMMENDED THAT JOHN MELTON, BE PAID AT THE EXISTING RATE OF PAY FOR THE CHIEF OF POLICE AND AFTER HIS SIX MONTH PROBATION PERIOD, HE BE PAID AT THE NEW CURRENT RATE. ARRANDS, VOLUNTEER, SEBASTIAN VOLUNTEER FIRE DEPARTMENT, EXPLAINED THAT THE SEBASTIAN VOLUNTEER FIRE DEPARTMENT HOPED TO CONSTRUCT A TWO BAY STATION, INCLUDING A RADIO ROOM, SMALL KITCHEN AND REST ROOMS. HE ALSO MENTIONED THAT TO DATE THEY HAVE COLLECTED $6,000.00 IN DONATIONS AND ANTICIPATE HAVING A DOOR TO DOOR DONATION DRIVE IN NOVEMBER, 1982. A VERY LENGTHY DISCUSSION FOLLOWED, CONCERNING FUNDS NEEDED AND WHAT JURISDICTION AND FINANCIAL RESPONSIBILITY THE NORTH COUNTY FIRE DISTRICT SHOULD CARRY AS FAR AS THE CONSTRUCTION OF THE FIRE STATION, SINCE THE CITY OF SEBASTIAN RESIDENTS HAVE ALREADY PAID APPROXIMATELY 1/2 MILL IN THEIR TAXES THIS YEAR TO BE APPLIED TOWARDS THE FIRED DEPARTMENT.~ FIRE DEPARTMENT FOR THE BUILDING CF THE BAR3ER S~REET\FI~E STATION. MAYOR FLOOD INSTRUCTED ATTORNEY KILBRIDE TO REPORT BACK AT THE NEXT REGULAR COUNCIL MEETING, OCTOBER 20, 1982, ON THE PROPER PROCEDURE TO FOLLOW REGARDING THE SUB CONTRACTING OF THE SLAB AND PLUMBING WORK, SINCE THIS WILL BE A STEEL BUILDING INSTALLED BY THE MANUFACTURER. ATTORNEY KILBRIDE MENTIONED THAT EACH COUNCIL MEMBER RECEIVE A COPY OF THE PROPOSED CHANGE OF STREET NAMES AND HOPED THAT EACH COUNCIL MEMBER WOULD REVIEW IT. HE EXPLAINED THAT THESE STREETS ARE ALL UNOCCUPIED AND ALL IN THE SEBASTIAN HIGHLANDS.
