ESTABLISHING RULES & REGULATIONS FOR THE SEBASTIAN CEMETERY,PENALTY FOR VIOLATIONS THEREOF AND AN EFFECTIVE DATE
THE REVISED ORDINANCE WAS READ AND MAYOR CRAGG RESPONDED TO QUESTIONS FROM THE AUDIENCE, AFTER WHICH COUNCILMAN
HOOSE MOVED TO ADJOURN THE PUBLIC HEARING. SECONDED BY COUNCILMAN KINARD AND CARRIED.

MEETING CALLED TO ORDER BY MAYOR CRAGG.
RUSTY YATES, MEMBER OF THE JUNIOR PANTHER FOOTBALL TEAM, PRESENTED' A PLAQUE TO MAYOR CRAGG FOR THE CITY,
CLARENCE YATES PRESENTED ONE FROM THE SENIOR "Y= TEAM, AND LYNNE YATES PRESENTED A CHEERLEADER PLAQUE. MAYOR
CRAGG ACCEPTED THE PLAQUES WITH THANKS AND CONGRATULATED MRS. DEESON, IN CHARGE OF THE CHEERLEADERS, AND
COACHES KNOWLES, WIRTH AND BELPER FOR THEIR FINE EFFORTS iN SUPPORT OF THE TEAMS. MISS PAT YATES, SECRETARY
AND TREASURER, WAS ALSO INTRODUCED.
PRESENTi VICE MAYOR ERVIN YATES, COUNCILMEN JAMES C. KINARD, CLIFFORD HOOSE AND PAT FLOOD AND MAYOR CRAGG.
MINUTES OF THE REGULAR MEETING OF SEPTEMBER 9TH WERE APPROVED AS READ.
MOTION BY VICE MAYOR YATES, SECONDED BY COUNCILMAN HOOSE, TO PAY SEPTEMBER BILLS FOR $6103.56. CARRIED.
CONCERNING COMPLAINTS RECEIVED ABOUT LOOSE ROCKS ON STREETS IN THE COLLIER CREEK SECTION OF THE HIGHLANDS,
MAYOR CRAGG DISCUSSED THIS WITH THE CITY ENGINEER TODAY WHO ADVISED THAT INASMUCH AS THE ROADS ARE RIDABLE AND
SHOULD NOT CAUSE DAMAGE TO AUTOMOBILE TIRES, THAT THEY REMAIN AS THEY ARE. THE MAYOR EXPLAINED THAT FUNDS
ARE NOT AVAILABLE AT THIS TIME TO PAVE THESE STREETS.
REQUESTS FROM MR. GROSS AND MR. GRANT FOR INSTALLATION OF STREET LIGHTS IN THE HIGHLANDS HAVE BEEN APPROVED
AND A LETTER WILL BE FORWARDED TO FLORIDA POWER & LIGHT.
COUNCILMAN FLOOD REPORTED ON HIS RECENT VISIT TO TALLAHASSEE CONCERNING A GRANT FOR THE CITY PARK. HE IS
PRESENTLY GETTING APPLICATIONS TOGETHER FOR PERMITS TO DREDGE AND FILL AND WILL THEN APPLY FOR A STATE GRANT.
HE ALSO HOPES TO GET A TENNIS COURT STARTED AT THE COMMUNITY CENTER AFTER TAX MONEY IS RECEIVED, PROBABLY
AFTER THE FIRST OF THE YEAR.
A PLANNING & ZONING COMMISSION MEETING WILL BE HELD IN CITY HALL ON THURSDAY, OCT 17, AT 7:30 P.M. TO CONSIDER
CHANGE OF ZONING FROM M-i INDUSTRIAL TO R-1-M MOBILE HOMES ON LOTS I THRU 4, BLOCK g, HARDEE'S ADDITION.
THE POLICE CHIEF REPORTED 170 COMPLAINTS ANSWERED DURING SEPTEMBER, NOT INCLUDING TRAFFIC STOPS.
THE POLICE DEPARTMENT WILL REDO THE RESIDENTIAL BURGLARLY PROGRAM FOR THOSE WHO HAVE NOT HEARD IT. CHIEF
CUMMINS URGED EVERYONE TO MAKE A CONCERTED EFFORT TO ATTEND. TIME AND DATE WILL BE PUBLISHED IN THE PAPERS.
MR. VOCELLE, CITY ATTORNEY, REPORTED THE POLICE CHIEF WAS CORRECT THAT THE MUNICIPALITY CANNOT OFFER A REWARD
LEADING TO THE ARREST AND CONVICTION OF~ANYONE DAMAGING CITY PROPERTY. THE SUPREME COURT DECISION IS "THE CITY
HAS NO IMPLIED POWER TO ISSUE SUCH A REWARD.#
AS A RESULT OF THE INFLUX OF COMPLAINTS RECEIVED ABOUT ANIMALS ROAMING AT LARGE, CHIEF CUMMINS ADVISED THAT THE
CITY ORDINANCE ON "ANIMALS AND FOWL=, SECTIONS 6-2 AND 6-3, WILL BE STRICTLY ENFORCED. UPON PROOF OF OWNERSHIP
OF AN ANIMAL ROAMING AT LARGE, A CITATION WILL BE ISSUED TO THE OWNERS AND HE WiLL BE SUMMONED INTO COURT.
NO FURTHER WARNINGS WILL BE iSSUED.
THE BUILDING INSPECTOR'S REPORT FOR SEPTEMBER SHOWED A TOTAL OF $34,725.00 IN NEW CONSTRUCTION.
MOTION BY VICE MAYOR YATES, SECONDED BY COUNCILMAN HOOSE, TO ACCEPT THE INDIAN RIVER COUNTY HEALTH DEPARTMENT
PROPOSAL FOR PLACING A FULL TIME SANITARIAN IN SEBASTIAN TO TAKE CARE OF THE PROBLEMS DISCUSSED IN DR. FLOOD'S
LETTER OF SEPTEMBER 13 (COPY ATTACHED). CARRIED.
MOTION BY COUNCILMAN HOOSE, SECONDED BY COUNCILMAN KINARD, TO ACCEPT THE ORDINANCE ESTABLISHING CEMETERY
RULES & REGULATIONS FOR THE SEBASTIAN CEMETERY, PENALTY FOR VIOLATIONS THEREOF AND AN EFFECTIVE DATE.

THE. CITY CLERK READ THE PROPOSED RESOLUTION FOR VACATION POLICY FOR ALL CITY EMPLOYEES.
MOTION BY VICE MAYOR YATES, SECONDED BY COUNCILMAN KINARD, THAT THE VACATION RESOLUTION BE AMENDED TO INCLUDE
A STATEMENT THAT NO ONE WILL BE ALLOWED TO TAKE PAY IN LIEU OF VACATION. CARRIED.
THE CITY'S SECOND SEMI-ANNUAL CLEANUP WILL BEGIN OCTOBER 21 TO PICK UP THOSE ITEMS NOT NORMALLY PICKED UP BY
THE RURAL SANITATION SERVICE.
MOTION BY COUNCILMAN HOOSE AND SECONDED BY COUNCILMAN FLOOD TO PERMIT THE COOK CONSTRUCTION CO. TO MAKE A CURB
CUT ON WASHINGTON ST. FOR ENTRANCE AND EXiT DRIVE FROM THE PARKING LOT OF WASHINGTON STREET PLAZA. CARRIED.
MOTION BY VICE MAYOR YATES, SECONDED BY COUNCILMAN HOOSE, TO ADVERTISE FOR A NEW POLICE CAR. CARRIED.
