IREGULAR MEETING - OCTOBER 14J ~74 {CONT'D~
INDIAN RIVER CABLEVISION HAS ASKED THE CITY TO CONSIDER A PROPOSAL TO PROVIDE THE CITY WITH LIVE BROADCAST
OF THE COUNCIL MEETINGS ON THE SECOND MONDAY OF EACH MONTH AND A REBROADCAST ON THE MONDAY PRECEDING THE NEXT
COUNCIL MEETING IN RETURN FOR A WAIVER OF THEIR FRANCHISE FEES. THEY WILL ALSO PROVIDE AUDIO TAPE CASSETTES
OF THE ENTIRE CITY COUNCIL MEETINGS AND A SEMI-MONTHLY TAPED QUESTION AND ANSWER PROGRAM. BEFORE ANY ACTION
CAN BE TAKEN ON THIS PROPOSAL, HOWEVER, A PUBLIC HEARING MUST BE HELD. PUBLIC HEARING WILL BE SCHEDULED
BEFORE THE NEXT REGULAR COUNCIL MEETING ON NOVEMBER 11, 1974,
A REQUEST FOR RE-ZONING HAS BEEN RECEIVED FROM MR. AND MRS, GALLENTINE FOR PROPERTY PURCHASED IN THE FALL OF
lg73 iN THE ORANGE HEIGHTS S/D. AT THE TIME OF PURCHASE, .THEY HAD BEEN ASSURED THE PROPERTY COULD BE PLATTED
INTO SIX LEGAL SIZE LOTS. THEY HAVE SINCE LEARNED, HOWEVER, THAT A STATE LAW WAS PASSED IN 1972 THAT UNLESS
THE LAND WAS PREVIOUSLY PLATTED (WHICH THIS LAND WAS NOT) THEY WOULD HAVE TO HAVE ONE ACRE OF LAND FOR A
SEPTIC TANK. MR. BOB JENNINGS~ INDIAN RIVER COUNTY HEALTH DEPT.,SUGGESTED THEY PETITION THE CITY TO RE-ZONE
THEIR PROPERTY FOR A TRAILER PARK.
THE CITY'S MORATORIUM ON TRAILER PARKS WAS DISCUSSED AT LENGTH, AND COUNCILMAN FLOOD SUGGESTED THE PLANNING
ZONING COMMISSION BE ASKED TO SET UP RULES & REGULATIONS GOVERNING TRAILER PARKS FOR FUTURE USE. THE CITY
ATTORNEY AGREED THAT THE TIME HAS ARRIVED WHEN THE CITY SHOULD GIVE SERIOUS CONSIDERATION TO ESTABLISHING
SUCH RULES AND REGULATIONS. MR. VOCELLE, CITY ATTORNEY, FURTHER STATED HE THOUGI~rTHE O~NERS (MR. AND MRS.
GALLENTINE) HAD SOME TYPE OF LITIGATION AGAINST THE ORIGINAL OWNERS DF THE PROPERTY. HE FELT THE ONLY ACTION
THE CITY COULD TAKE AT THiS TIME WOULD BE TO TABLE THE MATTER TO PERMIT MR. AND MRS. GALLENTINE TD RESOLVE
THEIR PROBLEM.
MR. THOMAS, INTER-GOVERNMENTAL COORDINATOR FOR INDIAN RIVER COUNTY, CONTACTED MAYOR CRAGG REGARDING THE USE
OF THE COUNTY'S EXCESS EMPLOYMENT FUNDS FURNISHED THEM BY THE FEDERAL GOVERNMENT UNDER THE "EMERGENCY
EMPLOYI~NT PROGRAM."
MOTION BY COUNCILMAN KINARD, SECONDED BY COUNCILMAN HODSE, THAT THE CITY OF SEBASTIAN REQUEST THE COUNTY
COMMISSIONERS TD PROVIDE US WITH THEIR EXCESS FUNDS IN THE "EMERGENCY EMPLOYMENT'PROGRAM." CARRIED.
MOTION BY COUNCILMAN HOOSE, SECONDED BY COUNCILMAN KINARD~ THAT THE CITY ENTER A FLOAT IN THE CENTENNIAL + 10
PARADE. CARRIED.
COUNCILMAN FLOOD QUESTIONED THE LEGALITY OF EMERGENCY VEHICLES EXCEEDING THE SPEED LIMIT ON SECONDARY ROADS
AND A DISCUSSION ENSUED AS TO WHAT DESIGNATES A "PRIVATE VEHICLE# AS AN #EMERGENCY VEHICLE." MR. VOCELLE,
CITY ATTORNEY, dILL ASK THE ATTORNEY GENERAL'S OPINION ON DESIGNATION OF #EMERGENCY VEHICLES# AND MR. ARAND
ASKED THAT HE BE GIVEN A COPY OF THE OPINION AND THE STATE STATUTES PERTAINING TO IT.
