SPECIAL MEETING - SEBASTIAN CITY COUNCIL - WEDNESDAY, OCTOBER 17, 1979
MEETING WAS CALLED TO ORDER BY MAYOR PAT FLOOD, JR., AT 7:00 P.M.
PRESENT: VICE MAYOR LEWIS GRAY, COUNCILMEN EVERETT T. GASS AND JOHN R. JOACHIM, COUNCILWOMAN
DOROTHY W. MCKINLEY, AND MAYOR PAT FLOOD, JR.
THE DEPUTY CITY CLERK READ THE PUBLIC NOTICE REQUESTING BIDS FOR A TEMPORARY BUILDING TO BE
LOCATED BEHIND THE PRESENT CITY HALL AS IT APPEARED IN THE PRESS JOURNAL ON OCTOBER 7, 1979.
TWO BIDS WERE RECEIVED, ONE FROM MERIT CONSTRUCTION CORPORATION IN THE AMOUNT OF $27,360.00;
THE OTHER FROM OBERBECK & PETERS, INC., IN THE AMOUNT OF $33,244.00.
MOTION BY VICE MAYOR GRAY, SECONDED BY COUNCILMAN GASS, TO TURN THE BIDS OVER TO THE AWARDS
COMMITTEE. MAYOR FLOOD INQUIRED AS TO WHEN THEY SHOULD GETBACK TO THE COUNCIL OR WiLL THEY
BE AUTHORIZED TO GO AHEAD. VICE MAYOR GRAY THOUGHT THE AWARDS COMMITTEE SHOULD STUDY IT AND
BRING IT BACK TO THE COUNCIL BECAUSE OF THE LARGE EXPENDITURE. MAYOR FLOOD STATED THAT SINCE
OUR NEXT REGULAR COUNCIL MEETING WILL NOT BE HELD UNTIL NOVEMBER 13, HE WOULD LIKE TO SEE THE
COUNCIL TAKE ACTION AT THE PRESENT MEETING. SECOND TO MOTION WITHDRAWN BY COUNCILMAN GASS.
MOTION WITHDRAWN BY VICE MAYOR GRAY.
MAYOR FLOOD EXPLAINED THAT ON JANUARY 1, 1980, OUR SINKING FUND, WHICH IS THE BONDED INDEBTEDNESS
WE ARE IN NOW, WILL BE DUE AND PAID OFF. THERE IS $125,000. PLUS IN THE SINKING FUND AND IT WILL
TAKE A LITTLE LESS THAN $100,000. TO PAY OFF THE BOND ISSUE AND THAT IS THE MONEY THAT WILL BE
USED FOR THIS BUILDING. WE WILL HAVE TO BORROW ABOUT $35,000. FROM NOW UNTIL THE FIRST OF THE
YEAR. THIS AMOUNT WOULD ALLOW SOME EXTRA MONEY TO PURCHASE OFFICE FURNITURE AND FILES. MAYOR
FLOOD ADDED THAT HE HAD ALREADY DISCUSSED THE LOAN WITH THE SOUTHEAST BANK AND THEY HAD PROMISED
TO GIVE US A SPECIAL INTEREST RATE, AROUND 6~-7%.
COUNCILMAN JOACHIM STATED THAT HE ~D ~ C~-~-~E~-~HAT HE IS NOT AGAINST THE BUILDING. HE
ONLY WONDERED ABOUT THE MERITS OF 'T~EC'DND~-II.~-IN~FOMPARED TO THE MODU~R HOME WHICH WAS

PRESENT: VICE MAYOR LEWIS GRAY, COUNCILMEN EVERETT T. GASS AND JOHN R. JOA~CHIM, COUNCILWOMAN
DOROTHY W. MCKINLEY, AND MAYOR PAT FLOOD, JR.
MR. JOHN VAN ANTWERP BROUGHT BACK TO THE COUNCIL THE FEASIBILITY STUDY MADE BY MR. CHARLES F.
ANKROM FOR THE PROPOSED GOLF COURSE AT THE SEBASTIAN MUNICIPAL AIRPORT. IF THE CITY SHOULD
DESIRE TO PROCEED, THE NEXT STEP WOULD BE TO PREPARE A MASTER SITE PLAN WHICH WOULD COST ROUGHLY
ABOUT $3,000. IT WAS RECOMMENDED THAT A CITIZEN'S COMMITTEE SHOULD BE APPOINTED. MR. VAN ANTWERP
STATED THAT IF THE CITY COULD NOT APPROVE THE EXPENDITURE, THERE ARE BUSINESS MEN IN THE AREA WHO
WOULD FINANCE IT UPON AUTHORIZATION FROM THE COUNCIL. THE ONLY STIPULATION WOULD BE THAT IF WE GO
AHEAD WITH THE COURSE, THE CITY WOULD, WHEN THEY FINANCE IT, REPAY THE BUSINESS MEN. IF THE CITY
DOES NOT GO AHEAD WITH THE COURSE, THE PLAN ITSELF WOULD BELONG TO THOSE WHO PAID FOR IT.
MOTION BY COUNCILMAN JOACHIM, SECONDED BY VICE MAYOR GRAY, TO ALLOW INTERESTED BUSINESSMEN TO
FINANCE THE PREPARATION OF A MASTER SITE PLAN FOR THE PROPOSED GOLF COURSE AT THE SEBASTIAN
MUNICIPAL AIRPORT. CARRIED.
MOTION BY COUNCILMAN JOACHIM, SECONDED BY VICE MAYOR GRAY, TO AUTHORIZE MAYOR FLOOD TO APPOINT A
COMMITTEE OF 11 PEOPLE TO BECOME THE CITIZENS' ADVISORY COMMITTEE FOR THE GOLF COURSE AND THAT
ONLY QUALIFIED PEOPLE WILL BE ON THE COMMITTEE. CARRIED.
MOTION BY COUNCILWOMAN MCKINLEY, SECONDED BY COUNCILMAN GASS, TO ALLOW THE NEWLY FORMED GROUP OF
BROWNIES TO MEET AT THE SEBASTIAN SOCIAL CENTER EVERY THURSDAY EVENING, FREE OF CHARGE. CARRIED.
