MOTION BY COUNCILMAN OBERBECK, SECONDED BY COUNCILMAN VOTAPKA, TO ACCEPT THE SECOND READING
BY TITLE ONLY OF AN ORDINANCE AMENDING SECTION 14-2 OF THE CODE OF ORDINANCES BY PROVIDING
FOR TWO-YEAR LICENSES; AMENDING SECTION 14-10 OF THE CODE OF ORDINANCES BY SETTING
DELINQUENCY DATE OF LICENSES TO BE ON OCTOBER FIRST OF ODD NUMBERED YEARS; INCREASING
DELINQUENCY PENALTY TO $100.00; INCREASING OPERATING BUSINESS WITHOUT LICENSE PENALTY TO
$100.00; PROVIDING A SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE.
MR. JOSEPH LANCASTER, FINANCE DIRECTOR, SUGGESTED THAT THE OCCUPATIONAL LICENSE ORDINANCE
SHOULD BE APPROVED THE WAY IT IS WRITTEN AND THAT WITHIN THE NEXT THIRTY TO SIXTY DAYS THE
ENTIRE ORDINANCE CAN BE REWRITTEN.
COUNCILWOMAN PHELAN STATED THAT SHE WAS IN AGREEMENT WITH THE LICENSE PENALTY TO A PERIOD
OF ONE YEAR AND INDICATED THAT A BUSINESS PERSON PAYING $10.00 FOR AN OCCUPATIONAL LICENSE
ONLY PAY .36 1/3 CENTS PER MONTH TO DO BUSINESS IN THE CITY OF SEBASTIAN FOR ONE YEAR.
COUNCILWOMAN PHELAN FELT THAT THE OCCUPATIONAL LICENSE ORDINANCE SHOULD BE REWRITTEN AND
THAT THE BUSINESS PEOPLE WHO HAVE ALREADY PURCHASED THEIR OCCUPATIONAL LICENSES WILL NOT
BE INCREASED TO TWO YEARS AND THAT EVERYONE PURCHASING OCCUPATIONAL LICENSES SHOULD BE ON
THE SAME FEE SCHEDULE.
MOTION AMENDED BY COUNCILMAN VOTAPKA, SECONDED BY COUNCILWOMAN PHELAN, TO DELETE THE TWO
YEAR TERM AND REMAIN WITH THE ONE YEAR LICENSING UNTIL SUCH TIME AS THE INEQUITIES ARE IRON-
ED OUT AND THE ORDINANCE IS PRESENTABLE FOR A TWO YEAR TERM AND THAT WE REMAIN WITH THE
DELINQUENCIES AND PENALTIES IN SECTION 2 AS PROPOSED BY THIS ORDINANCE.

COUNCILMAN VOTAPKA ASKED THAT THE RECORDS SHOW THAT HE CONSCIENT2OUSLY OBJECTS TO THIS
ORDINANCE BUT WILL VOTE YES TO GET IT OFF DEAD CENTER SO THE CITY CAN COLLECT THE FEES
FOR THE OCCUPATIONAL LICENSES.

OBERBECK, SECONDED BY VOUNCILMAN VOTAPKA, TO ACCEPT THE SECOND READING OF THE OCCUPATIONAL

MR. GROVER FLETCHER, HOUSE MOVING CONTRACTOR, EXPLAINED THE MOVING PROCESS OF THE OLD
TRAIN STATION OWNED BY THE VICKER'S FAMILY TO THE SEBASTIAN PARK. (BURR PROPERTY)
MR. GROVER FLETCHER STATED THAT THE APPROXIMATE COST FOR MOVING THE TRAIN STATION AND SETT-
ING IT UP WOULD BE $20,000.00/$25,000.00.
VICE MAYOR GASS STATED THAT HE WOULD REPORT THIS INFORMATION TO MAYOR FLOOD.
VICE MAYOR GASS STATED THAT THE GOLF COURSE NEED THE COUNCILS APPROVAL TO GO TO BID ON THE
WATER LINES TO THE CLUB HOUSE, MAINTENANCE BUILDING AND SHOP, AND TO THE PUMPS AN
CHLORINATOR.
MOTION BY COUNCILMAN VOTPAKA, SECONDED BY COUNCILMAN OBERBECK, TO LET THE PROJECT GO TO BID
FOR THE WATER SYSTEM. CARRIED.
MOTION BY COUNCILMAN OBERBECK, SECONDED BY COUNCILWOMAN PHELAN, TO TABLE THE SUGGESTED
NAMES FOR APPOINTMENT TO THE SEBASTIAN CODE ENFORCEMENT BOARD UNTIL THE MEETING OF NOVEMBER
9, 1981. CARRIED.
REGULAR COUNCIL MEETING - OCTOBER 19, 1981'
MR. RAY LADD, GOLF PROFESSIONAL, SEBASTIAN MUNICIPAL GOLF COURSE, DISCUSSED THE NEEDS FOR
THE OPERATION OF THE CLUB HOUSE AND PRO SHOP AND THAT THE TOTAL CAPITAL EXPENSE WOULD BE
APPROXIMATELY $73,000.00.
MR. RAY LADD REPORTED THAT THE GOLF COURSE WILL BE READY FOR OPENING IN DECEMBER, 1981, AND
THAT HE HAS BEEN APPROACHED BY A FEW INDIVIDUALS WHO ARE INTERESTED IN RUNNING THE
CONCESSION OF THE RESTAURANT AND ~R FACILITY AT THE GOLF COURSE. HE SUGGESTED THAT THE
CITY LOOK INTO THE POSSIBILITY OF RUNNING THESE CONCESSIONS THEMSELVES SINCE THEY COULD
RENDER EXCELLENT SERVICE TO THE CITY RESIDENTS AND BE IN FULL CONTROL OF THE OPERATION.
COUNCILWOMAN PHELAN QUESTIONED IF THE ITEMS NEEDED FOR THE CLUB HOUSE AND PRO SHOP WERE
BUDGETED ITEMS.
MR. LANCASTER, FINANCE DIRECTOR, REPORTED THAT THE MONEY FOR THE CLUB HOUSE AND PRO SHOP
ITEMS WOULD PROBABLY COME OUT OF THE TOTAL MEMBERSHIP AND DUES EARMARKED FOR THE FIRST
YEARS OPERATION THAT WILL BE APPROXIMATELY $116,000.00
ATTORNEY KILBRIDE READ FOR THE FIRST TIME BY TITLE ONLY AN ORDINANCE AMENDING SECTION 7-92
